Air Force Report to Senate Armed Services June 2017 The Air Force has not readjusted its baseline for [CAP s] budget since the baseline was reduced approximately $4 [million] in the mid-2000s during budget cuts, resulting in a disconnect between funding and Air Force requirements. The Air Force recognizes that CAP could increase operations and expedite equipment modernization with additional funding. 19
