Prof. Sahasrabudhe, Chairman-AICTE welcomed all the members in the 111th Executive Committee meeting. He apprised all the members about recent events organized by AICTE for the first time. Chhatra Vishwakarma Awards where innovations and achievements of students of AICTE approved technical institutions were recognized by awarding 66 teams in different categories for their ideas about converting existing campuses into smart campuses. AICTE has also instituted awards for Clean & Green campus & best start-ups from colleges. Chairman, AICTE further apprised about the successful organization of a two-day national conference on "Developed Village, Developed Nation" during 29-30 October, 2017 at AICTE Auditorium which has been witnessed by some s of Parliament and Ministers from Government of India. Prof' Sahasrabudhe informed the members that AICTE has discontinued acknowledgment with mementos to the dignitaries and has introduced a new way of honoring the guests by planting a sapling in the name of guest and issuing a certificate with a QR code scanning which the guest can see the actual plant and growth of plant. Institutions are being informed for setting up clean green campuses' It was also announced that AICTE will soon revive its newsletter which will be released bi-annually. It is also proposed to have a digital newsletter with only a few printed copies for records. The efforts made by AICTE under the dynamic leadership of prof, Anil D. Sahasrabudhe was appreciated by EC. An e-mail was received from the office of foint Secretary and Financial Adviser 0S& FA), MHRD in the afternoon on 15th November 201.7, informing the comments on the Agenda received by them. Since the comments were received after the meeting, the same could not be brought to th; notice during the meeting. However, the comments received from the office of JS & FA, MHRD have been observed that decision of the Executive Committee is already in line with the observations made in the aforesaid e-mail. The EC will be apprised through email before confirmation of EC minutes in forthcoming meeting. The formalagenda ltems were taken up for consideration: Item No. 111.01.01 : To confirm the minutes of the 1L0th meeting of the Executive Committee held on October 17,20L7. The Executive committee confirmed the minutes of the 110th meeting of the Executive Committee held on October!7,201-7. b The members were informed about a correction under ltem No. 110.03.09 in the 110th minutes of the Executive committee. The revised extension of approval granted by the Executive committee to IIFM, Bhopal is for the Ay zotz-tg to 2016-17 and for MDI, Gurgaon, Haryana in respect of Fellow program is for the AY?OL4-IS to 2O!6-17. Further, as decided in the 110th meeting of EC, an EVC shall be conducted to these institutes before processing the aforesaid approval. The EC approved the corrections in minutes of 110ttr EC meeting. Item No. li1,o2.o7 To receive a note on action taken on the decisions taken and recommendations made in the 111th meeting of the Executive Committee held on October 17,201.7. Item No. 111.03.01 To consider and approve additional sector,,service,, with Specialization "Electrical Equipment Maintenance" under community College Scheme from the academic year 201,5-16. The Executive committee considered and approved the proposal for granting approval to vocational Education Programme in service sector with specialization "Electrical Equipment Maintenance" w.e.f. Ay 201S-16. AICTE 111th EC MEETING Page 2

Item No. 1.ll.O3.Oz : To consider and approve the recommendations of Selection committee meeting held on 01.11.20rr for appointment of one staff car driver on regular basis in AICTE, Hqs, New Delhi. The sealed envelope containing the recommendations of the Selection Committee in its meeting held on O1.-L1^-ZOIZ, for appointment to the post of Staff Car Driver, was opened. shri Davinder singh who fulfilled all the requirements of the post and recommended by the committee was approved by the Executive committee. The EC suggested that before issuing offer letter of appointment, Police Verification may be done. Item No. 111.03.03 : To consider and approve booking of Air Tickets through private Travel Agencies. b Item No. 111.03.04 The Executive committee decided that bookings through any private agency, private agent or even online through Makemytrip.com, Yatra.com, etc. is not allowed. The Executive committee further considered the proposal and approved that booking of air tickets directly from the website of private airlines without involving services of any private agency or online operator is allowed in case of exigencies only. The Executive committee also allowed booking of tickets by private airlines for the connecting flights when such flights by Air India are not available or seats are full and self-declaration given by the travelling Expert or official, may be treated sufficient for booking of tickets of connecting flights. : To consider the proposal for the grant of approval to technical courses at the Diploma and Advanced Diploma Level conducted by Directorate General of Electronics and Mechanical Engineering [EME), Integrated HQ, of Ministry of Defence (ArmyJ, New Delhi through their various institutions. Item No.111.03.05 The Executive committee deliberated on the proposal and accorded approval in-principle for awarding Diploma and Advanced Diploma to Armed Forces personnel who are supposed to pursue these courses in the concerned institutions under the Directorate General (EME). Further, the institutions under Directorate General (EME) will thereafter submit detailed proposal to AICTE individually for approval in the standard format online as required for AIcrE approval. EC recommended that before giving approval, EVC shall be conducted. : To consider and approve launching of a new scheme as "support to students for participating in competitions abroad,,. The Executive committee deliberated on the proposal and approved launching of new scheme 'support to meritorious students for participating in competitions abroad'. The Executive committee also approved the annuat budget proposal of Rs. 2.5 crores without any limit on number of teams as long as the teams have won National level event. support of the proposed air fare component under the scheme, will be granted in respect of only Air India tickets booked through authorized agents or directly through Air India, as per Govt. of India guidelines in this regard. Item No. 111.03.06 To consider and approve an expenditure of Rs.19.97 crore estimated for implementing AICTE Smart campus & centre of Excellence at AICTE Hqs. and its 10 Regional/Camp Offices. The Executive Committee deliberated at length on the proposal and accorded approval in-principle for an estimated expenditure of Rs.19.97 Crore for implementing AICTE Smart Campus & Centre of Excellence at AICTE Hqs. and its ten Regional/camp offices. The committee constituted for this purpose shall submit its recommendations to Chairman, AICTE for approval. Thereafter, as per approval of the Chairman AICTE purchases under this proposal may be executed through GeM portal of Govt. of India only. Item No. LI1,O3.O7 To consider and approve hiring of technical manpower under Stanford Project for Development of 'student Learning Assessment'. b The Executive committee was informed about the MoU between AIcrE and stanford university. The Executive committee deliberated on the requirement of manpower and decided that the manpower may be hired from the existing manpower agency, already having a contract agreement with AICTE i.e M/s. BECIL and further approved engaging and deploying manpower exclusively for this proiect. Payment shall be made as per the existing practice in AICTE for similar posts. The EC also decided that a three member standing committee may be constituted comprising of former Vice Chancellors for effecting implementation of the scheme as per the provisions of MoU between AICTE and Stanford University. Item No. 111.03.08 To consider and approve the recommendations of the committee regarding fixation of maintenance charges of AICTE Hqrs. Auditorium, Conference Rooms and Guest House Rooms. The Executive Committee considered and approved the recommendations of the committee regarding fixation of maintenance charges of AICTE Hqrs. Auditorium." The observations of the members were also noted for improving the facilities in the AICTE Guest house and upgrading the infrastructure requirements like LEDs/LCDs, mini refrigerator, additional mirrors, catering services etc. It was opined by the members that trainers/staff from approved lnstitute of Hotel Management may be invited periodically for training of the manpower deployed for maintaining AIcrE Guest house. AIcrH should also depute its officers for undertaking periodic and surprise checks from time to time and ensure cleanliness, hygiene, quality, services etc. Item No. 111.03.09 : To consider and approve recommendations of the committee constituted to evaluate the applications submitted by NEEM applicants. The Executive committee deliberated and approved the recommendations of the committee constituted to evaluate the AICTE 111th EC MEETING Page 5

applications submitted by NEEM applicants for registration as NEEM facilitator. The EC also approved closing of those applications which were not recommended by the Committee and have been granted three chances for submission of documents in compliance to deficiencies and such applicants may be informed. Item No. 111.03.10 To consider and approve invitation of proposals from Govt./Govt, aided Technical Institutes as beneficiaries of e-resource from e- Shodh Sindhu, INFLIBNET. The Executive Committee deliberated and approved invitation of proposals from Govt./Govt. aided Technical Institutes as beneficiaries of e-resource from e'shodh Sindhu, INFLIBNET inprinciple and further suggested that: o Minimum 100 mbps internet connectivity shall have to be ensured for receiving the benefit of e-resources sought from AICTE; Preference shall be given to those institutions wherever PG programs/courses are being conducted; Utilization of funds granted under the scheme should be acknowledged by the concerned institutions wherever contents have been used; e Publications by faculty in fournals should be acknowledged with a footer note clearly mentioning that the funding is supported by AICTE; \. o Utilization report should be sought from AICTE supported institutions during approval process data collection. Item No. 111.03.11 To consider and approve granting parity with respective pay and allowances to QIP scheme for Engineering College Teachers under AI CTE-l NAE-TRF scheme. The Executive Committee deliberated on the features of AICTE- INAE-TRF and QIP schemes. The EC approved the proposal for granting parity to the Engineering College teachers selected for AICTE-INAE-TRF scheme with respect to pay and allowance similar to that being paid under QIP scheme. Item No. It1-O3.lz To consider and approve enhancement of honorarium to visiting experts under AICTE-INAE-Distinguished Visiting Professorship IDVP) scheme. AICTE 111th EC MEETING (q- The Executive Committee considered and approved the proposal for enhancement of honorarium from Rs.3000/- to Rs.10,000/- to visiting experts under AICTE-INAE'Distinguished Visiting Professorship (DVP) scheme. The EC examined the status of payment of experts in IITs and similar institutes before taking a final decision. Page 6

Item No. 111.03.13 : To consider and approve the proposal to include approvals to run Skill/NSQF programme in APH - 2018-19 to be published for Grant of Approval for Setting up new Technical Institution offering Technical Programme /Grant of Approval for Extension of approval to the existing Institutions/ Continuation and allow Skill Partners of NSDC / NSDC to work as SKP. The Executive Committee considered the proposal and approved including Skill/NSQF programme in the forthcoming Approval Process Handbook (APH)?OLB-1*9. The members appreciated the proposal for merging approval under Skill / NSQF programmes with the institution approvals for technical education programmes/courses issued by AICTE as per procedure laid under APH. Item No. li1,o3.1.+ : To consider and approve processing of proposals under various AQIS schemes viz - a -viz financial implications thereof. b Item No. 111.03.15 Item No. 111.03.16 The Executive Committee deliberated on the proposal and approved incurring of expenditure from AICTE funds in case the entire amount is not met from the funds received from MHRD for proposals received under AQIS. It was further approved that the total grant to be sanctioned per institute should not exceed Rs.25 Lakhs other than the grants released for the "Margdarshan", "Skill and Personality Development Programme center & also the schemes for students support for SC/ST Students" and "Hostel for SC/ST Students" Schemes. The EC suggested that institutions located in rural areas should be encouraged to apply under AQIS. : To consider and approve changes made in the Approval Process Handbook for the Academic Year 2018-L9. A presentation regarding proposed changes in the Approval Process Handbook (APH) 2OL8-L9 was made by Prof. Usha Natesan, Advisor (Approval Bureau) to the members. The members deliberated and lauded the efforts of AICTE on numerous changes proposed which were beneficial to stakeholders at large. The Executive Committee approved the changes made in the Approval Process Handbook (APH) zotb- 19. The Executive Committee deliberated on the proposal and approved conducting Executive Leadership program for Vice Chancellors and Senior Educationists etc. at AICTE, New Delhi with effect from 24th to 26th December 2017 and also approved the proposed budget of Rs.6.75 lakhs for organizing the three day event. Item No. 111.03.18 To consider and approve the proposal to sign MoU with Bhartiya Vidya Bhawan as SKP. The Executive Committee considered and approved the proposal of signing of MoU between AICTE and Bhartiya Vidya Bhawan, New Delhi as a Skill Knowledge Provider under NSQF'to impart skill training on specialization "Holistic Sciences in Sanskrit" under sector'culture'for different levels of NSQF. Item No. 111.03.19 To consider and approve hiring of IT Consultants for follow up action of SIH-2017 and implementation of Smart India Hackathon-2018. The Executive Committee considered the proposal and approved hiring of two IT consultants for follow up action of SIH-2017 and implementation of Smart India Hackathon-?OLB. It was further decided that due procedure for hiring from the already contracted manpower agency may be followed. The engagement of two consultants should be till the completion of Smart India Hackathon ZOLB. Item for ratification: Itcm No. tlt.o4.o7 To ratify expenses incurred for AICTE's and Indian Start-ups participation in Global Innovators Festa [GIF] 2017 and South Korean Start-up Ecosystem Exposure visit to South Korea. The Executive Committee ratified the matter. Itcm No. lil.o4.o2 : To ratify the payment of grant of Seed Money of Rs.50.00 Lakh [Rupees Fifty Lakh only) by AICTE to Swami Vivekananda yoga Anusandhana Samsthana (Svyasa), Bangalore from SWAYAM Fund for creation of online courses on "Yoga Instructor Courses" for Swayam.
