APPROVING AN AMENDMENT OF THE CITY PERSONNEL RULES AND REGULATIONS AND THE OUTLINE OF CERTAIN CONDITIONS OF EMPLOYMENT, FRINGE BENEFITS, AND SALARY ADJUSTMENTS FOR THE MANAGEMENT UNIT AND AUTHORIZING THE CITY MANAGER TO IMPLEMENT THE SAME City Manager Gonzalez presented the item. Recommended Action(s): Adopt the resolution, which amends the City s Personnel Rules and the Management Unit Outline to exempt all non-incumbent executive management employees from for-cause

Moved/seconded (Belforte/Ahanotu) to approve Resolution 2013-007. Motion carried 4-0-1 (Callinan Absent). 7. CONSIDERATION OF ORDINANCE AMENDING CHAPTER 5.24 OF THE ROHNERT PARK CITY CODE CABLE COMMUNICATIONS FRANCHISE City Manager Gonzalez presented the item. Recommended Action(s): Discussion and direction regarding adoption of an ordinance that would amend Chapter 5.24 of the Rohnert Park Municipal Code to implement additional provisions of the State of California Digital Infrastructure and Video Competition Act of 2006. By consensus City Council supported the Recommended Action(s). 8. BOARD / COMMISSION / COMMITTEE APPOINTMENT Mayor Stafford nominated Matthew Weinstein to fill one (1), current vacancy on the Bicycle Advisory Committee for a 2-year term which expires on December 31, 2014. Public Comment: Matthew Weinstein. By consensus City Council concurred with the nomination and appointment of Matthew Weinstein. 9. CITY COUNCIL COMMITTEE AND LIAISON ASSIGNMENTS FOR YEAR 2013 Mayor Stafford distributed a list of the City Council Committee and Liaison assignments for the year 2013. Council Member Mackenzie stated the League of California Cities Environmental Quality Policy Committee should be eliminated from the list. Sonoma County Library JPA Review Advisory Committee, 12/20 Council Member Ahanotu shared the Committee s website. C. Other Reports Mayor Stafford reported on the December 2012 Sonoma County/City Solid Waste Advisory Group (SWAG) meeting. They may stop meeting because the cities and county are negotiating. Council Member Mackenzie reported calling the US Fish and Wildlife Service to inquire as to what they want to see in place for Tiger Salamander habitat and will report back on information received. 11. COMMUNICATIONS A. Liz Bortolotto, Sonoma County Resident sent a letter requesting a public oversight committee or agency be created over the contracted refuse hauler.

Golf carts are being driven on left-hand side of Fairway Drive and are not following the vehicle code. A review of the roles of the course marshals. Staff will follow up. City Manager Gonzalez proposed an economic prosperity study session with City Council. The Economic Prosperity Study Session is scheduled for February 12, 2013, at 2:00 pm prior to the Regular City Council Meeting. 13. PUBLIC COMMENTS 15. CLOSED SESSION A.
