CEPOL Cooperation Agreements between the Icelandic National Police College, the Norwegian Police University College, the Swiss Police Institute and CEPOL THE GOVERNING BOARD, Having regard to the Council Decision 2005/681/JHA of 20 September 2005 establishing a European Police College (hereinafter referred to as CEPOL ), and in particular Article 8 thereof; HAS ADOPTED the cooperation agreements between the Icelandic National Police College, the Norwegian Police University College, the Swiss Police Institute and CEPOL as detailed in Annexes 1-3 to be forwarded by the Chair of the Governing Board to the Council for approval. A COOPERATION AGREEMENT Between THE ICELANDIC NATIONAL POLICE COLLEGE and CEPOL (European Police College)

AGREEMENT BETWEEN THE ICELANDIC NATIONAL POLICE COLLEGE AND THE EUROPEAN POLICE COLLEGE The Icelandic National Police College, and the European Police College, hereafter referred to as CEPOL, being aware of the mutual interest to enhance the effectiveness of the police forces in the fight against crime, especially cross-border crime, in Europe by conducting common trainings for senior police officers to increase knowledge of national police systems, of European cooperation instruments and mechanisms, as well as of a wide range of specific subjects, such as counter-terrorism, illegal immigration and border control or trafficking in human beings; having regard to the Council Decision 2005/681/JHA of 20 September 2005 (hereafter referred to as Council Decision) establishing CEPOL, and in particular to Art. 8; have agreed as follows: Art. 1 Purpose of the Agreement The purpose of this Agreement is to define the relations between the Icelandic National Police College and CEPOL and to establish the arrangements necessary for the facilitated cooperation between Icelandic National Police College and CEPOL. Art. 2 Areas of co-operation The co-operation as established in this Agreement shall Art. 3 a) clarify the modalities of participation of the Icelandic National Police College in the Governing Board, Committee and Working Group Meetings; b) allow the participation of Icelandic Senior Police Officers in CEPOL training sessions; c) define possible supporting activities of the Icelandic National Police College in the organisation of CEPOL training courses; d) further harmonise standards on police training with regard to cross-border cooperation between police forces e) enhance the exchange of best practices and grant the Icelandic National Police College access to the electronic network (EPLN and e-doc); f) determine the costs to be met by the Icelandic National Police College and by CEPOL; and g) indicate the Icelandic national contact point. Status of the Icelandic National Police College The Icelandic National Police College shall be invited to attend the Governing Board, the various Committee and Working Group meetings as non-voting observer unless otherwise decided in specific cases. The travel and accommodation expenses for participation in these meetings shall be met by the Icelandic National Police College.

CEPOL meetings may also be organised in Iceland; costs for such meetings will be reimbursed by CEPOL, according to its rules. Art. 4 Participation in training courses Senior police officers of Iceland may fully participate in the training courses provided by CEPOL. Costs for participation of Icelandic trainees in the training courses are charged and they shall be indicated in the registration form and covered by the Icelandic participants. Art. 5 Support for training activities of CEPOL The Icelandic National Police College may contribute to the organisation of CEPOL training courses by a.) supporting EU-Member Countries organising a CEPOL training course and b.) providing police experts for any CEPOL training course. Any costs incurred directly or indirectly for services provided by the Icelandic National Police College in supporting training activities of CEPOL shall be reimbursed by CEPOL according to its rules. Art. 6 Harmonised standards on police training The Icelandic National Police College shall support the development and implementation of common curricula as set out in Art. 7 of the Council Decision and integrate these into the national training programmes to the extent possible and necessary. Art. 7 Exchange of best practices The Icelandic National Police College and CEPOL shall exchange best practices and research findings. Relevant exchanges and secondments of police officers in the context of training shall be facilitated. Continuous dialogue and exchange of best practices shall be enhanced by granting the Icelandic National Police College access to the electronic network of CEPOL. The Icelandic National Police College shall be part of the European Police Learning Net (EPLN). Art. 8 Icelandic National contact point The Icelandic National Police College acts as the Icelandic national contact point for the areas of co-operation with CEPOL.

Art. 9 Amendment and termination of the Agreement The Icelandic National Police College or CEPOL may propose to each other to amend this Agreement. Amendments to this Agreement shall enter into force after the respective internal procedures have been completed.
