Policing Plan 2017 An Gada Síochána s pogess in fulfilling its commitments unde the Policing Plan 2017 is outlined at Appendix B. A peliminay yea end status is also povided to indicate the degee of pogess made ove the couse of the yea in each individual initiative/sub initiative. The Plan is stuctued aound five policing and secuity pioities. 1. National and Intenational Secuity: A safe, secue state in which to live, wok, visit and invest 2. Confonting Cime: Enhanced feelings of safety in ou communities; inceased victim satisfaction; and eductions in cime 3. Roads Policing: Enhanced oad safety and educed oppotunities fo ciminal use of ou oads 4. Community Engagement and Public Safety: A eduction in the popotion of people who have a fea of cime and an incease in the popotion of people, in paticula victims, satisfied with the sevice povided to them 5. Oganisational Development and Capacity Impovement: A moden and enewed oganisation deliveing pofessional and accountable sevices as a beacon of 21 st centuy policing.

Quately milestones ae set at the beginning of the yea fo each initiative. These allow An Gada Síochána to manage its pefomance and ultimately achieve its goals. Pogess is then ated On Taget, At Risk and Off Taget. Challenges An Gada Síochána commenced 2018 with a numbe of challenges. These include the following: Supevision While awaiting completion of the pomotion pocess, cuent deficits ae causing a consideable challenge. Having sufficient supevisos, paticulaly at Segeant and Inspecto ank fo font-line policing is cucial to ensuing ou opeational pesonnel ae mentoed, monitoed, guided and instucted in thei daily duties. These esponsibilities ae also an essential equiement in ou specialist units, as well as pat of ou duty of cae to new and Pobatione Gadaí as they commence thei caees in An Gada Síochána. Finance - Taining fo membes to ensue pogession of the Modenisation and Renewal Pogamme (MRP) A numbe of high-pofile initiatives unde the MRP ae set fo deployment in 2018, including inte alia, PALF, the Code of Ethics and the ollout of Divisional Potective Sevices Bueaus. Timely deployment of these pojects is citical to the success of the pogamme, howeve budgetay constaints ae theatening to impinge on ou ability to complete the development of new systems and, most impotantly, to delive taining to ou staff to implement the initiative in ode to ensue we ealise the full benefits fom these pojects unde the MRP. It has been identified that, at this time, almost 4m is equied in 2018 to suppot the taining and tavel and subsistence costs fo taining associated with pojects being olled out unde the MRP fo which no ing-fenced funding has been povided. Ovetime is equied to cove taining-abstaction in each Gada and Specialist Units. As taining is povided to membes while they ae on-duty, thee is a consequential equiement to eplace such pesonnel fo opeational, policing on-steet duties, theeby impacting futhe on the ovetime constaints. While these costs wee set out in ou oiginal Estimates fo the Pogamme, dedicated funds have not been allocated to cove taining elated tavel and subsistence payments. Data Quality Wok (which commenced in Januay 2017) is continuing to addess issues identified by An Gada Síochána elating to data-quality and cime classification on PULSE. This will ensue the validity and consistency of data to allow the Cental Statistics Office to e-commence the publication of cime statistics as expeditiously as possible. Policy and govenance issues identified duing the eview, which extend beyond the classification mattes in espect of 41 deaths, ae being dealt with sepaately by a Woking Goup, chaied by Assistant Commissione, Secuity & Intelligence. This Woking Goup includes epesentatives fom the Policing Authoity, the Depatment of Justice & Equality, the Cental Statistics Office, the Gada Audit Committee, the Gada Síochána Analysis Sevice, Policy Development, Implementation and Monitoing (PDIM), ICT and othe Gada sections as appopiate. Accommodation Issues Plans unde the Pogamme fo Govenment include inceasing the numbes within An Gada Síochána to 21,000 by 2021. This welcome incease will have significant implications in tems of

pesonnel, accommodation, unifom and equipment equied to suppot this expansion. Howeve, this will also equie significant and continuous financial input into the ongoing budgets and accommodation allocations. The Divisional Policing Model poject is also a majo Oganisational pioity. It is being piloted in fou Gada Divisions and caies copoate and eputational isk, elative to accommodation and staffing issues, also peviously highlighted. Awads The Facility and Enegy Management Team at Gada Headquates won the Excellence in Sustainability Awad at the National Facilities Awads 2018. This is the team s fouth National Awad. Additional infomation sought Data in espect of Feedom of Infomation Requests and Legal Sevices Claims has been included at Sections 12 and 13. Positive policing successes and a summay of the on-going wok acoss business functions to impove detection ates ae detailed at Appendix C. As advised in last month s epot, Intenal Affais Section is advancing an electonic based system fo the development of statistics. It is envisaged that a complete set of etuns coveing Gada Compensations and Gada Discipline will be available fom Mach 2018. 1 Finance The oveall position at the end of the Januay shows a total net expenditue of 132.6 million. In accodance with instuctions fom the Depatment of Public Expenditue and Refom, the budget pofile fo Januay 2018 is the same as the actual expenditue fo Januay 2018 and thus thee ae no vaiances. The pofiles fo the emainde of the yea ae being finalised and will be eflected in the Febuay accounts. As the Gada College is now epesented by a sepaate subhead (A.13), this subhead contains details on Salaies, Ovetime, Non-Pay and Capital expenditue elating to the Gada College. The expenditue on Ovetime fo Januay 2018 was 8.7m. In addition, thee was 0.2m expended on ovetime in the Gada College; theefoe, a total Oganisational ovetime spend of just unde 8.9m. The biefing time payment which commenced in Febuay 2017, and comes fom the Ovetime Budget, is estimated to cost in the egion of 22m in 2018. Pocuement The Tende Office is woking on a plan to fowad all Divisions/Offices contact cleaning equiements to the Office of Govenment Pocuement (OGP) who will be unning and managing the tendes. An Gada Síochána will be involved in the evaluation pocess. Thee ae no OGP famewoks no ae thee immediate plans by OGP to put gaden maintenance famewoks/contacts in place. Howeve, thee is an ongoing demand fo seasonal (Mach to Novembe) gaden maintenance contacts, and the oveall spend is cica 200,000. As a esult, tendeing execises via e-tendes have been conducted to cove those Divisions that equie the sevice. A daft Supplementay Request fo Tende has been sent to the Chief State Solicito s Office on 18 Januay 2018 fo final checking in advance of issue to OGP Famewok membes fo Intepetation Sevices. A equest fo sanction to go to contact fo STO Poject Manages with pefeed supplie was sought on 4 Decembe 2017 and is awaited. Remindes have issued ove Januay. Following a meeting on 10 Januay 2018, a daft Sevice Level Ageement was pepaed to issue to each Medical Sevices fo Detainees Famewok Membe. A desk top evaluation of tendes fo food poducts fo the Gada College Restauant was completed ove 15 and 16 Januay 2018. The next stage is finalisation and sign off of the evaluation epot by An Gada Síochána, and issuing of standstill lettes. Afte the standstill peiod, the pefeed supplie s food poducts ae tested/cooked to ensue they meet the specification. Contacts have been signed on 15 and 18 Januay 2018 by ICT in espect of PCs and Notebooks following a mini tende competition unde the Famewok. Sanction has been sought fom Digital Govenment Ovesight Unit at the Depatment of Public Expenditue and Refom to go to tende fo Compute Aided Dispatch fo An Gada Síochána on 17 Januay 2018. Requests fo quotes have been sent to 7 companies fo the supply of a summe unifom. The tende closed on 23 Januay 2018. This pocess is designed to povide maket infomation to test summe clothing in an opeational setting. Budgetay Constaints Budgetay constaints in 2018 will significantly impact the ability of Gada Estate Management to delive on the Capital Building Pogamme and Modenisation and Renewal Pogamme.

Estate Management Majo Gada Station pojects continue to be pogessed at Kevin St. and Galway. Kevin Steet and Galway ae scheduled fo completion in Mach and Apil 2018, espectively. A contact has been signed fo woks at Calow Gada Station (upgade of the cells and custody management facilities) with the main contact having commenced in Januay 2018. Pepaatoy woks fo the majo efubishment of Ballinasloe Gada Station wee completed in ealy Januay and the main contact has commenced. Pepaatoy wok to Donegal Town Gada Station is continuing. The OPW commenced the pequalification of the main contacto in ealy Decembe and esponses wee etuned in Januay. These submissions ae cuently being evaluated. Planning was lodged fo a new Gada Station at Glanmie on 2 August 2017 and completed on 13 Septembe 2017. Main tendes wee etuned on 26 Januay 2018. 2 Human Resouces and People Development (HRPD) The cuent Gada stength is 13,514 and civilian stength is 2240.244 (whole-time equivalent). A full beakdown by ank and gade is outlined at Appendix A. The Gada Tainee ecuitment campaign continues, with 211 ecuits attested on 8 Decembe 2017. 200 students commenced taining on 6 Novembe 2017 and the fist class of 2018 enteed the college in Januay. A futhe thee planned intakes fo this yea will bing the total intake fo 2018 to 800 tainees. Sanctions fo the ecuitment of additional and new civilian posts ae continuing to be eceived fom the Policing Authoity and wok continues on ecuiting to these posts. The ecuitment pocess fo the Executive Diecto Chief Data Office and the Data Potection Office at Pincipal Office level is pogessing though the Public Appointments Sevice. The Wokfoce Plan is continuing to be efined in consultation with the Policing Authoity and Depatments of Justice and Equality and Public Expenditue and Refom who ae anxious to ensue the visibility of the Gada Reassignment Initiative and pogess on the wokfoce modenisation agenda. Futhe infomation on the status of Civilianisation and Redeployment is outlined in Section 5. Details of numbes and vacancies in specified anks ae attached at Appendices D and E. 3 Infomation and Communications Technology (ICT) The following pojects wee deployed to the Live Envionment: Mobility 1: The Entepise Mobility Management (EMM) Gada ACTIVE Mobility Pilot was publically launched successfully on 7 Decembe 2017 in the Limeick Division. The Taffic Application allows An Gada Síochána to lookup ca egistation numbes in PULSE fom thei mobile device. An update to the Taffic Application was deployed on 24 Januay 2018. This update included an additional infomation field fo the last date of sale, highlighting of the popety status field (e.g. stolen o unauthoised taking) and some mino bug fixes. Potal Release 1: A maintenance elease update fo the Gada Síochána Potal was deployed on 29 Januay 2018. This update was on the equest of the National Foensic Coodination Office (NFCO) in the Gada Technical Bueau. This update enabled ead-only membes of the DNA Tacking (DNAT) Section to view the status of submitted DNA samples. Majo Investigations Oisín R4.5.3: The Oisín application is a secue Intelligence Management System used by membes of Secuity and Intelligence and the Gada Dugs and Oganised Cime Bueau. The final phase of the ageed change equest development cycle was deployed on 6 Febuay 2018. GNIB EURP Phase 2: An update fo Gada National Immigation Bueau (GNIB) system was deployed on 9 Febuay 2018 to allow fo fingepint veification of the new Euopean Residential Pemit (EURP) cads. This elease enabled the pinted EURP cads to scan fingepints saved on the chip of the cad to be matched and veified with thei holde. Monthly Patching: Essential Micosoft secuity updates wee deployed to all PCs on 14 Febuay 2018. Pulse 7.3 An update to PULSE is scheduled fo 25 Febuay 2018. This elease includes 18 bug fixes with 6 functionality changes, which includes integation with Command and Dispatch (CAD), the call taking and dispatching system. This integation will enable PULSE to ecod data diectly fom the thid paty CAD system. This elease also includes data veification of vaious input fields within PULSE.

PEMS2 1.1: An update to the Popety and Exhibits Management System (PEMS2) is scheduled fo 27 Febuay 2018. This elease includes functional changes to the application as ageed with the business owne, including updates to the integation with PULSE and mino bug fixes. Modenisation and Renewal Pojects Popety Management: The Popety and Exhibits Management System (PEMS2) Go Live activities ae now complete, and application access is available to tained uses in all s. Phase 2 of the phased oll out of the peipheal devices is now undeway, stating with the DMR. On 16 Januay 2018, Gadaí in Blackock, Dublin aested a male at a hotel in Dublin 24 following a complaint concening stolen popety elating to a web advetisement. The pisone was detained at Blackock Gada Station unde the povisions of section 4, Ciminal Justice Act, 1984, was inteviewed by Detective pesonnel and was subsequently chaged with offences contay to the Ciminal Justice (Theft & Faud Offences) Act, 2000 and was bought befoe Blanchadstown Distict Cout. As a esult of this aest, seach waants wee obtained by Gadaí in Calow and a futhe 26 powe tools wee ecoveed. Effots ae continuing to identify the ownes of the ecoveed popety with photos and othe infomation uploaded onto the Divisional Facebook page. On 17 Januay 2018, the Calow / Kilkenny Divisional Buglay Response Unit was conducting a highvisibility cime-pevention checkpoint at Templematin, Kilkenny when a vehicle appoached. On speaking to the dive, the membes detected a stong smell of Cannabis emanating fom the vehicle and following a seach of the vehicle, Cannabis and Cocaine (with an estimated steet value of 48,000 and 8,000 espectively) wee found at the back of the van. The dive and passenge wee aested and detained at Kilkenny Gada Station. As pat of the ongoing wok of the Gada Cime Pevention National Cente of Excellence (GCPNCE) meetings of vaious focus goups take place. Following such a meeting in 2017 with Campus Watch Liaison Offices (CWLOs), an infomation gap, insofa as issues elating to dug misuse among its offices was identified. In consultation with the Gada National Dugs & Oganised Cime Bueau (GNDOCB), an updated pogamme was developed and a futhe meeting was aanged on 26 Januay, 2018 with paticipation by extenal expets, D. Chistophe Luke, Mecy Hospital, Cok and M. Bay McLoughlin, The Communications Clinic. Ove 130 Gada pesonnel wee in attendance, including Campus Watch Liaison Offices, Cime Pevention Offices and Juvenile Liaison Offices. An infomed and infomative pesentation was povided by GNDOCB pesonnel on emeging tends in Ieland s illicit dugs maket including such topics as the Dak Net, cypto-cuencies, synthetic dugs and specific issues elating to dug-debt intimidation. D. Luke made a pesentation, entitled A little Nightclub medicine, which included public health and policing issues associated with the night-time economy. M. Bay McLoughlin advised those pesent on how best to plan and delive communications / talks to lage goups. In the ealy hous of Sunday, 28 Januay 2018 in Castleblaney, Co. Monaghan, Gadaí attended the scene of a patially submeged vehicle, whee on aival, they obseved a body floating in the wate. The peson was obseved waving fom the wate with no life-buoy was visible and the peson appeaed to be going undewate. The membes decided to ente the wate and, with assistance, the injued paty was safely emoved fom the wate and was immediately teated until the fie and ambulance pesonnel aived. The peson was then emoved to hospital, whee they ecoveed fom the incident.

Fieams Incidents On 12 Januay 2018 in Dublin 1, an intelligence-led opeation by pesonnel fom the GNDOCB, esulted in the ecovey of two fieams, a pistol and evolve with ammunition and the aest of a male. An Investigation File is being pepaed fo the Law Offices. On 21 Januay 2018 in Balgaddy, Lucan, following seaches by pesonnel fom GNDOCB, a machine pistol and ammunition wee ecoveed. A male was subsequently aested and an Investigation File is being completed fo the Law Offices. Opeation Tho On 19 Januay 2018, following the inteception of a vehicle at Enfield, Co Meath thee pesons wee aested on suspicion of Buglay following a seies of buglaies epoted in Sligo. The vehicle was also seized. The pisones wee subsequently chaged with buglay. On 24 Januay 2018, a UK-egisteed vehicle found with false egistation plates was stopped in Kildae, as the vehicle had been epoted at a numbe of buglaies and obbeies peviously. One peson was aested on suspicion of Aggavated Buglay and was detained at Leixlip Gada Station. On 25 Januay 2018, following a numbe of seaches in the Tallaght aea, a quantity of gold jewelley with an appoximate value in excess of 100,000 was ecoveed. Two pesons wee aested, chaged with buglay and emanded in custody. In Calow / Kilkenny, unde the auspices of Opeation Tho, an initiative Stom took place fom 29-31 Januay 2018. The initiative included high visibility tageted tactical deployment of opeational esouces in Kilkenny Distict to pevent cime, disupt ciminal activity, appehend ciminals wanted on waant and enhance public elations. Seaches and aests wee conducted, suppoted by al Amed Response Unit (ASU) pesonnel. Specific checkpoints wee conducted on 31 Januay 2018 at vaious locations within the Distict which had been identified duing meetings held by the Gada Management Team with local community stakeholdes. A total of 19 seaches wee conducted and 55 pesons wee aested fo offences including theft, assault, faud, obbey, buglay and the sale and supply / cultivation of dugs, contay to the Misuse of Dugs Acts 1984/2016. Twenty seven pesons wee detained pusuant to s4, CJA, 1984, as amended, with 19 pesons chaged. Eighteen waants wee executed with 16 pesons aested. Sixty checkpoints wee conducted with one vehicle detained unde s41, RTA. The Divisional Office and the senio management team met with the local business community in Kilkenny and a numbe of community engagement activities wee conducted. These included visits to local national schools with Community Engagement teams and the Gada Mounted Unit. Pesonnel wee also deployed on high-visibility beat patols which included visits to moe vulneable olde pesons and nusing homes, as pat of the Divisional Age Action Stategy.
