In the name of God the Compassionate the Merciful Statute International Union of Virtual Media (IUVM)

The Technology of Information has had an enormous impact on the lives of not only people but on Nations as well especially in the past decade. It has affected various fields such as political, economic, social, and security of Nations. These technologies changed methods of communication, and affected the beliefs and opinions of the general public as a result as well as the future of Nations. The modern day mass media such as the Internet and all its other means such as social networks also have an important impact on the mobilization of the people in creating free entities. Nevertheless, as it has helped in rejecting of subservience and enslavement; it has also had a negative impact by providing the possibility of its use in the falsification and fabricating information. Due to the presence of a broad range of people that are using the Internet significantly, it is dramatically important to put use of these opportunities in order to face the hostile media machinery. All this led us to stablish channels of communication with the Liberals and independents in the world who have a long history in guarding the truth in order to protect the oppressed people notably the Palestinians, and defending the independence of peoples around the world that suffer from oppression and colonization by the global arrogance.

Chapter I: Overview Article (1): International Union of virtual Media (IUVM) is a local and international independent institution in accordance with the decisions of internal system and called for short (The Union). Article (2): The headquarters of the Union is located in the Tehran capital of Islamic Republic of Iran. The Union shall stablish regional and local branches of IUVM in case that needed to do so. Article (3): Union practice its activities on an ongoing basis without a time limit, and provide the its budget through individual donations and fundraisings and through other organizations, as well as cultural aids and by selling products and running technical services and membership fees by Founding members.

Chapter II: Basis and goals Article (4): The most important parameters and objectives of the Union: Finding a suitable platform for the formation of a global media front to address the media of the global arrogance. To become the largest media front in order to defense the oppressed in the world. Revive the spirit of pride and dignity in the hearts of the oppressed people through political, cultural, social and others activities in the online world. Create channels of communication between independent groups and link them to each other in order to share media experiences. Quest to find a fraternal tie, unite between independent groups in the online world. Face the activities and projects of global arrogance states, the imperialism and Zionism and prevent them from changing people s orientations and beliefs. Face continuing attempts of the global arrogance in distort the path of people s revolutions. emphasize the importance of resistance, Palestinian cause, the liberation of Jerusalem, and the values of freedom of beliefs for all Internet users. face misrepresentation attempts that are exposed to the people s revolutions and delivering the message of people s revolutions emitted from the mind and common sense to all peoples through the Internet. face the media blackout practiced by media of the enemy. Encouraging resistance activists in different parts of the world to interact and create media networks-

Chapter II: Basis and goals - on the internet. urge to produce and share audio-visual and written works that fit to the spirit of humanity. face the moral deviations promoted by the global arrogance in various fields. promote moral values and virtues, which stems from the teachings of religion and humanity.

Chapter III: Policies and outline: Article (5): public policy to achieve the objectives of the Union: explaining international political, cultural and social variables. Creating a network of communication and interaction between the cultural components to deepen the concept of the Islamic awakening. launching various media activities such as websites, blogs, podcasts and social networks on the Internet. Establish mechanisms to provide technical support and technical projects that serve the objectives of the Union. Organization members and work to strengthen and join forces in the Internet field. holding exhibitions, conferences and specialized regional and international meetings attending or via the Internet in order to serve the objectives and policies of the Union. Production of informational materials for members to publish in their own media, appropriate with their audience. launch Special Portable for the Union for distribution of the Union news and the official announcements. launch different communities in the online world. Create a special databank for the Union in benefit of the members. Establish training sessions attending or via the Internet. Creating communication groups for real members of the union and its representatives.

Chapter III: Policies and outline: launching Union s News Agency, Radio and TV. Activity in the new social networks such as mobile networks. Conduct research and specialized studies in order to develop the Union work at the technical and programmatic level. launching General Secretariat and representations of the Union in the different countries in order to find the desired cooperation.

Chapter V: Board of Founders Article (7): Board of Founders includes five members (individuals or organizations) with expertise in the field of internet and media and international culture and who established the Union. Increase or decrease in the number of members of the general Secretariat or changing personalities requires the majority votes of members of the Commission vote. Commission will held sessions on a regular basis for discussing the latest developments of the Union, taking decisions and etc. Article (8): the functions and authorities of the Board of Founders: Establish, Dissolution, changing the Union. Preparation of the rules of procedure of the Union and change or modify its decisions by the requirements. Drawing policy and priorities Union. Coordination with all other organizations in the steps taken by the Union. secure part of the Union budget and resources necessary for the work of the Union. control and accounting and Send financial reports to the Union.

Chapter VI: The general assembly Article (9): the general assembly Constitutes of active members in the internet and Associates of the Union in different regions and countries. The general assembly meets annually with the presence of a third of the permanent members at minimum either attending or via the Internet. The general assembly meets in the exceptional events demanded by the President of the Union, or half the members of the general assembly. Chapter VII: The Central Commission Article (11): The Central Commission consists of seven members with efficiency that are selected from General assembly members (permanent members) and representatives of the Union in the regions and countries and continue their authority for one year, extendable. members of the Central Commission can increase and change the terms of the election of its members, depending on the number of the original members and the number of representatives in different countries, with the necessity approve it in General assembly. in case a member of the Commission lost required conditions to continue in office, will temporarily replaced by the persons participating previous elections until the new elections. Central Commission constitute sessions per month in presence of a half plus one of the members at a minimum (attending, or via the Internet). the decisions of the Central Commission will admitted by receiving the majority of votes (attending, or via the Internet). Article (12): the functions and authorities of the Central Commission: admitting the programs provided by the General Secretariat of the Union and recommended by the vice chairman. monitoring the progress of the execution of the Union programs in the region and worldwide. sending reports regarding the activities to the vice chairman.

Chapter VII: The Central Commission Review and adopt restructuring of the Secretariat of the Union and representatives of the Union in different countries. giving permanent membership in the Union and Honorary upon the recommendation of the General Secretariat. Membership withdrawal of the permanent and Honorary members of the Union upon the recommendation of the Secretariat or change the membership to normal membership.

Chapter VIII: President of the Union Article (13): Board of Founders appoints President of the Union and the approval of Central Commission, which represents the member and the president begin his duties. The selection of the President of the Union between individuals with high efficiency and adequate experience in the online world and the owner of a scientific and practical experience in the media and international culture and widely accepted among members will continue his term for two years. no objection to re-election of President. in case of resignation or removal of the president of the union Board of Founders urgently assigns someone else and carry out the functions and duties of President until the selection of the new head of the office. Article (14): The functions and authorities of the President of the Union: the appointment of the vice chairman in terms of the execution of programs and activities. the appointment of representatives of the Union in the different regions and countries on the recommendation of of the vice chairman in terms of the execution of programs and activities signing all the decisions and orders and bonds and the necessary documents and submitted to the Union and the Secretariat. supervising activity of the vice chairman and representatives in different regions and countries. representing the progress of the programs and activities of the Union on the meeting of the General assembly.

Chapter VIII: President of the Union Supervision and control over the functioning of the General Secretariat and special committees and representatives in the regions and countries. Follow-up to secure the financial sources of income and bring aid and gifts, whether of people or institutions and the membership fees. Oversee the annual expenditure of the General Secretariat and the presentation of financial reports to the Board of Founders. Follow up on the formation and establishment of the annual meetings of the General assembly. evaluate and provide insights and suggestions to modify the Union to the Board of Founders.

Chapter IX: Vice chairman Article (15): The Vice chairman is appointed by the The President of the Union and begin his duties immediately after the approval of the Central Commission of the Union, which represents members of the Union. Vice chairman will be chosen from persons with competence and international experience in cyber activates, information and cultural fields that possess requirements and experience to hold the office for one session (two years). in case of resignation or losing the necessary requirements for the office, the President of the Union immediately appoint another person. the president is responsible for the Vice chairman tasks until the new Vice chairman is appointed. Article (16): functions and authorities of the Vice chairman: providing insights about the structure and restructuring of the general assembly and representatives in the regions and countries to the Central Commission. choosing experienced persons in the field of cyber activates to form the general assembly, taking into account the approved structure of the general assembly. validation of the Union representatives from different regions and countries and presenting them to the President of the Union. supervising the work of representatives of the Union in the region and worldwide.

Chapter IX: Vice chairman preparing the annual and seasonally reports on the work of general assembly. management of the general assembly and representatives in the region and countries and follow up on the progress of the ongoing work and programs. Preparation of presentations and annual events in order to achieve the goals and policies of the Union. opening communication channels and cooperation with the elite and activists in online networks considering the conditions. opening communication channels with the eminent personalities and institutions and active international forums in the virtual world and forming a communication group. Electing and commissioning specialist advisers in terms of providing the necessary consultations. Follow-up version of assigning members of the general assembly and representatives of the Union, as well as issuing membership cards to members. Proposing executive programs of the Union to the Central Commission for approval. submit reports on the programs and activities of the Union to the Central Commission and general assembly.

Chapter X: General Secretariat Article (17): the General Secretariat forms under the direct supervision of the Vice chairman and indirectly by the President of the Union. General Secretariat is under supervision of the Vice chairman and president of the Union and will send report to the Central Commission and the General assembly. The directors and advisers and experts will be appointed by the Vice chairman considering plans and approved structures of the General Secretariat. The General Secretariat is engaged in its assigned approved office in an orderly and prescribed working hours. Article (18): the functions and authorities of the General Secretariat: strict implementation of plans and programs and issuing monthly reports to the President of the union and the Central Commission. authorization and acceptance of Ordinary members and recommendation to the Central Commission to transfer the Ordinary membership to permanent membership. commendation and acceptance of honorary members and recommend to the Central Commission to transfer membership to permanent membership. supervising the permanent members and Ordinary and honorary members activities and issuing reports to the Central Commission.

Chapter X: General Secretariat Create, update and manage websites of the Union. Create and follow-up specialized committees in the field of web and social networks, and supervising the work. carry out observation and research using consultants and experts and reporting to the Central Commission. Study and evaluating presentations and ideas provided by the institutes and activists in the online world. the establishment of educational courses either attending and non-attending. Providing technical support and information materials to members of the Union. canceling the membership of the Ordinary members in case of losing the necessary conditions.

Chapter XI: representatives of the Union in the regions and countries Article 19: The Union headquarters will choose representatives of the Union based on the recommendations of the General Secretariat and the approval of the Central Commission. only one representative will be assigned in each region or country by the general Secretariat considering the conditions for a certain period. there is no objection in case of re-selection of same person for another period. Union representatives will began their duties as soon as formal assignment or assignment by the President of the Union. The representative of the Union shall hold the office, a period ranging from three months minimum and 12 months maximum. in case of resignation or discharging Representative of any region or country due to inefficiency, the new candidate will be assigned considering the necessary requirements. Article (20): functions and authorities of representatives of the Union evaluate recommended candidates for membership and issuing the list of their names to the General Secretariat. Follow-up to connect members to the General Secretariat in order to participate and cooperate in activities. aid the permanent members for support and assistance. Provide targeted programs that suites the policies of the Union in the regions and countries.

Chapter XI: representatives of the Union in the regions and countries the execution of approved programs in the regions and countries and reporting on it. Open communication channels closely with activists in the field of internet and media in the region or countries. holding meetings, festivals, conferences, courses and other after coordination with the General Secretariat and its approval. execution of the tasks entrusted to it by the General Secretariat and reporting it. Representations budgets will be provided after the assessment prepared by the General Secretariat of the Union and the approval of the president.

Chapter XII: the members of the Union Article (21): There are three types of memberships in the Union: permanent membership, Ordinary memership, honorary membership. new members will be assigned after the submission of application for membership and approval of the General Secretariat and approval of the Central Commission. Article (22): Union will assigns: managers, official news agencies, reporters, activist in social networks, radio stations managers and online televisions managers, software and computer games inventers, applications inventers, forums owners, technical service providers and website designers, professors and researchers, and others as members after submissions of the General Secretariat. Article (23): who submit membership considering the necessary requirements will be assigned as members (permanent Ordinary honorary members) after evaluating of the General Secretariat. The codification and the formulation of regulations of joining the Union will be applied by the General Secretariat. Honorary members: Article (24): Honorary membership granted eminent people in the online world and the international media, and who can provide invaluable insights assistance to help the Union in the progress and development and to reach the goals, and apply more volunteers to the Central Commission, the General assembly, the general Secretariat, or members of the Union. Article (25): Members enjoy all the benefits of permanent honorary members except participate in the activities of the General assembly.

Chapter XII: the members of the Union Permanent members: Article (26): permanent members are members who are selected and permitted by the General Secretariat and Central Commission, and begin their activities with the Union in different fields. Chapter XII: the members of the Union promotion and advertising for the programs of the Union. Participate in private meetings attending or via the Internet. View visions and proposing them to the Union. Participate in different conferences proposed by the general Secretariat. participation and membership in the General assembly. Ability to run and hold membership in the Central Commission. different events. Article (29): evaluating activities of the permanent members: permanent member evaluation will be done periodically every 3 months, and in case of General Secretariat approval the member continue its membership. standards of the evaluation of members are as the following: - Technical standards measured through media activities (such as the world ranking and local ranking of the website, monthly and annual number of visits, the number of active followers and etc). - The amount of the completed agreed activities. - member s activity in the Union s Portable (Posting News and e.g.). Article (30): Privileges: Members enjoy the following privileges: privilege of being a permanent member of the Union, and as well as from holding the union card.

Chapter XII: the members of the Union privilege of the media assistance, such as Union Bank of Information, magazines and electronic public library and etc. privilege of Union scientific and cultural and training trips. privilege of the direct income from the supporters or to obtain commercial advertisements applications in different locations. privilege of the Union technical and consulting supports. Participate in different festivals and conferences associated with the Union. Participate in specialized educational sessions. provide part of the artistic needs. privilege of the guidance and counseling in different fields. other privileges that provided by the general Secretariat. Ordinary members: Article (31): activists volunteers in the field of cyber activities proposed by the Central Commission or the General assembly or the general Secretariat or the members of the Union will be in contact and cooperation with the Union.
