From the Director, Information and Public Relations Department, Lr.No.7997/Press/C1/2002, dated: 22-10-2003. * * * ORDER: In the references first and second read above, Government have constituted a committee to formulate the guidelines to be followed for various Best Journalist awards instituted by the State Government. 2. The Committee has submitted its report after considering the views of all the editors, senior journalists and other prominent persons. 3. Government, after careful consideration and examination, hereby accepts the recommendations of the Guidelines Committee for various Journalists Awards which are as follows:- LIFE TIME ACHIEVEMENT AWARD: a. The award amount shall be Rs.3.00 lakhs. (Rs. Three Lakhs Only) b. The awardee should have a minimum experience about three decades in Journalism. c. The overall contribution of the awardee in the field of Journalism should be substantial. d. The Committee recommends that the lifetime achievement award may be named as Narla Life-Time Achievement Award. B. NAGESWARA RAO BEST JOURNALIST AWARD. a. The award amount will continue to be Rs.2.00 lakhs. (Rs.Two Lakhs Only) b. A full-time journalist shall be eligible for consideration with a minimum experience of 10 years. Criteria for selection will be mainly professional talent. c. The selection shall be confined to the journalists working for reputed Newspapers and periodicals in the State as well as journalists working outside the State for papers being published from Andhra Pradesh in Telugu/English/Urdu. d. The basis of selection will be mainly the services rendered by him/her to the profession and also the socio-economical aspects and articles covering developmental activities of the Government for the welfare of the society. It shall be confined to senior journalists not below the category of a new Editor/Special Correspondent/Chief of News Bureau. M.A.RAHEEM BEST PHOTOGRAPHER AWARD; a. The award amount will continue to be Rs.2.00 lakhs. (Rs.Two Lakhs Only)

b. A full time press Photo Journalist shall be eligible for consideration with a minimum experience of 10 years in the profession. c. The retired Press Photographer with more than ten years experience in the profession will also be eligible. d. The criteria of selection will be mainly on the professional talents of the Photographers while taking into account the press photo/photo features and major events covered. e. The selection for Best Press Photographer shall be confined to the press photographer of the reputed Newspapers/News agency and other periodicals in the State as well as the Press Photographer working outside the State for Newspapers being published from Andhra Pradesh in Telugu, Urdu, English and Hindi languages. KHASA SUBBA RAO, M.NARASINGA RAO AND SHOEBULLA KHAN BEST RURAL JOURNALIST AWARDS: a. All journalists working in daily newspapers in rural areas are only eligible for these awards. b. The basis of selection will be primarily reporting social, economic and political aspects of rural areas. c. In addition, subject, presentation/style, relevance to the present times, impact, professional vision, effect and creativity shall be taken into consideration. d. Entries of Journalists with a minimum of 3 years service in the profession are eligible. e. Applicant should mention details such as, name of the daily newspaper, date of publication, if having by-line duly mentioning whether his/her contributions are published in main edition or District edition. f. The overall performance of the journalist shall also be taken into consideration by the awards committee. g. The entries are restricted to the journalists who are working in Telugu, English, Urdu or Hindi Newspapers published from Andhra Pradesh only. h. Reports appeared during the calendar year for which award is given shall be taken for consideration. i. The selection shall be made from among the working rural journalists/retired as rural journalist by adopting the following. i) Persons sponsored by the organizations. ii) Suo motto. iii) Based on representations make by the individuals and individuals can also be nominated by organizations / Universities / any other institution (eligible rural journalists) j. One passport size photograph is to be affixed to the application form and another photo with the applicant s name on the reverse side, must be attached separately. BEST WOMAN JOURNALIST AWARD. a. The award amount shall be enhanced from the existing amount of Rs.20,000/- to Rs.1.00 lakhs. b. All women journalists, who are working as reporters or Desk hands are eligible. c. No experience restriction. d. Outstation woman journalists working for the Newspapers and periodicals published from Andhra Pradesh are also eligible. Journalistic work during the calendar year for which awards are being given only will be taken for consideration.

MADDURI ANNAPURNAIAH AWARD: a. Madduri Annapurnaiah Life Time Achievement Award shall be renamed as Madduri Annapurnaiah Award. b. The award amount is Rs.1.00Lakh (Rs.One Lakh Only). c. The awardee shall be a journalist working in small or medium Newspaper. d. The words having established newspaper shall be deleted from the existing G.O., e. For defining small and medium Newspapers, RNI guidelines may be taken into consideration. BEST CARTOONIST AWARD. a. To institute a Best Cartoonist Award to encourage cartoon journalists in the State. b. The award amount shall be Rs.1.00 lakh (Rupees One Lakh Only) c. A minimum of 10 years of experience shall be taken as criteria for selection of award. d. Overall Performance of the applicant shall also be taken into consideration. BEST URDU JOURNALIST AWARD: a. To institute a separate award for Urdu Journalists to boost/encourage journalistic work in Urdu Newspapers. b. The award shall be named as Abid Ali Khan Best Urdu Journalist Award. c. The award amount shall be Rs.1.00 lakh (Rupees One Lakh Only). d. Minimum experience shall be ten years. e. Over all contribution to Urdu journalism and socio, economic, political development of the State in general shall be taken into consideration. BEST ELECTRONIC MEDIA JOURNALIST AWARD: a. To institute an award for Best Electronic Media Journalist. The award amount shall be Rs.1.00 lakh (Rupees One Lakh Only) b. Working for electronic media news channels in Andhra Pradesh irrespective of their working place is eligible for the award. c. The experience in Electronic media shall be a minimum of five years. d. All the Cable, Satellite channels shall be treated on par. e. Journalists working for Government media like Doordarshan and Radio (Andhra Pradesh Stations) also shall be considered for the award. BEST VEDIOGRAPHER AWARD: a. To institute an award for Best Videographers b. The award amount shall be Rs.1.00 lakh ( Rupees One lakh Only) c. The minimum experience prescribed is five years. AWARDS COMMITTEE: a. One single Committee with the following persons shall be constituted to finalize all the above awards. 1. Chairman, Press Academy of A.P. Chairman 2. A senior Journalist. Member 3. An Academician from Journalism Department Member of any University in Andhra Pradesh. 4. An eminent personality of public stature Member 5. Commissioner / Director, Information and Public Member/Convener Relations Department.

b. A specialist / representative shall be necessarily co-opted by the Committee at the time of selecting awards for each category of journalists. c. The Award Committee shall decide the detailed guidelines for each award as and when necessary in addition to some of the guidelines incorporated in it s report. 4. The Director, Information and Public Relations is directed to arrange the function to give the awards to all categories of Journalists on a single occasion 3 rd May of every year i.e. on Press Freedom Day. 5. The Director, Information and Public Relations is also authorised to appoint the Awards Committee much ahead of the above date so that the awardees names are finalized on time. 6. In case a suitable Journalist is not available to any one of the category of awards, the award shall not be given for that year. These guidelines shall be applicable to the pending years also. 7. The expenditure on the above purpose shall be met from the Budget provision of Information and Public Relations Department every year. 8.
