Sponsoring Legislation ACC, Big Ten, Big 12, PAC-12 and SEC (Five Conferences) may sponsor legislation in the identified areas of autonomy. Subject to review by other four conferences and approval by a presidential review group. Sponsorship deadline: September 1. Areas of Autonomy Athletics Personnel. Insurance and Career Transition. Promotional Activities Unrelated to Athletics Participation. Recruiting Restrictions. Pre-enrollment Expenses and Support. Financial Aid. Areas of Autonomy Awards, Benefits and Expenses. Academic Support. Health and Wellness of Student-Athletes. Meals and Nutrition. Time Demands. 7

Board of Directors Review Determine whether legislation is consistent with the scope and nature of the applicable area of autonomy. Monitor legislation to assure it does not conflict with basic policies and strategic goals. Review and Comment On or before October 1, proposals available for membership review and comment. 60-day comment period. Comments from 27 other conferences funneled through the Council (Legislative ). Review and Comment Council provides feedback to Five Conferences. Council representatives from the Five Conferences may suggest modifications and propose amendments. 8

Sponsor Modification Period Sponsors may refine and change proposals in any manner that is germane to the original proposal through November 1. Amendment-to-Amendment Period November 1 through November 15. May be sponsored by one or more of the Five Conferences. Shall not increase the modification of the provision to be amended in the original proposal. Official Notice Available online by December 1. Includes all proposals and amendments-to-amendments. 9

Legislative Forum Five Conferences meet to discuss autonomy proposals and amendments. Business Session Voting on proposals and amendments. Requires either: Majority vote of 3 of 5 conferences and 60% majority vote of all representatives; or Majority vote of 4 of 5 conferences and simple majority vote of all representatives. One institution/one vote for each institution; three student-athletes votes from each conference. No additional conference vote. Defeated Proposals The concept of a defeated proposal may not be resubmitted as a new proposal for a two-year period. 10

Application to Other Conferences Legislation may be applied by other member institutions at each conference s respective discretion, which may include delegation of such discretion to its member institutions. Most permissive provision will appear in the Division I Manual. If autonomy legislation is more restrictive, both provisions will appear. Autonomy Timeline September 1. Sponsorship deadline. October 1. Proposed legislation is published for membership review and comment. October Council Meeting. Discussion by representatives. Amendments by Five Conferences possible. Autonomy Timeline November 1. Modification deadline for sponsors. November 15. Amendment-to-Amendment deadline for Five Conferences. December 1. Official Notice is posted for the membership.
