MINUTES OF MEETING MCADAM VILLAGE COUNCIL NOVEMBER 30, 2016 The regular monthly meeting of the McAdam Village Council was held on Wednesday, November 30 th, 2016 in the Village of McAdam Heritage Room. Mayor Stannix presided and the following members were present; COUNCILLORS: Doug Goss Taylor Gallant Mitchell Little Greg Swim ACTING CAO: CLERK/TREASURER: Edward Arsenault Ann Donahue APPROVAL OF AGENDA: The agenda for the meeting was circulated and reviewed. Councillor Goss advised that Amy Heans of the McAdam Public Library be added to the agenda. It was moved by Councillor Little and seconded by Councillor Goss that: The agenda be approved as circulated. MOTION CARRIED. The RCMP was not in attendance at this meeting. Ms. Amy Heans, Acting Library Manager for the McAdam Public Library presented the 2017 Library Budget to the meeting as well as informed the committee of the stats of the library. Discussion was held on the budget during the presentation and the Library costs for the upcoming year. The
library has a need to replace a computer in 2017 at a cost of $1,100.00. The board is requesting a municipal contribution of $4,126.64. At the present time, the library grant is $4,000.00 per year. Mayor and Council thanked Amy for meeting with council at this time. Discussion was held after Amy left regarding the 2017 budget. It was moved by Councillor Swim and seconded by Councillor Little that: The grant for the McAdam Public Library be increased to $5,000.00 for 2017. APPROVAL OF MINUTES: The minutes of the regular meeting of council held on November 2, 2016 were circulated and reviewed. It was moved by Councillor Goss and seconded by Councillor Swim that: The minutes of the monthly meeting held on November 2, 2016 be approved as circulated. MOTION CARRIED. The minutes of the special meeting held on November 23, 2016 were circulated and reviewed. It was moved by Councillor Swim and seconded by Councillor Little that: The minutes of the special meeting of council held on November 23, 2016 be approved as circulated. MOTION CARRIED. The minutes of the Closed Meeting of Council held on November 2 and November 23, 2016 were circulated and reviewed. It was moved by Councillor Little and seconded by Councillor Swim that: The minutes of the Closed Meeting of Council be approved as circulated. MOTION CARRIED. OLD BUSINESS: Warriors Den Sign - A call has been sent to the McAdam High School to design a logo for the Warriors Den. This will be discussed further at the RAC Meeting. 24 th Street Project - The application has been approved but no documentation has been received yet. Exp will be looking after this project as well. West Street Project - Edward updated council on the project to date. The remainder of the
project will be done in 2017 due to the weather. The asphalt will be done in 2017. Citizens on Patrol - Two members from the Citizens on Patrol Committee from St. Stephen came to the meeting as requested by council. They gave an overview of the group and their objectives. Mayor and Council thanked the members for meeting with council and giving an overview of the Committee. After the meeting it was moved by Councillor Goss and seconded by Councillor Swim that: We donate $100.00 to the Citizens on Patrol to help with defer their expenses for coming to McAdam. MOTION CARRIED. Discussion was held on the Citizens on Patrol Program and Councillor Swim will make contact with a few citizens in the community who may be interested in being the Lead Citizen for this program. Councillor Goss advised council that he would be interested in becoming a member of the Citizens on Patrol Program. Water and Sewer Charges for 2017 - It was agreed that the water and sewer charges would remain the same for 2017. Mini-Home Park Rentals - After discussion it was moved by Councillor Goss and seconded by Councillor Swim that: The lot rentals would remain the same for 2017 and a letter would be sent to all homeowners advising same. MOTION CARRIED. trailer. Sander Trailer - Councillor Little advised council that Jim Gillies is working on the sander Regional Amalgamation - Nothing further to be discussed. Concerned Citizens of Charlotte County - Mayor Stannix advised council that only one other Community supported this concern and therefore our donation will not be given. Rink Attendant The interviews were done and Andy Lord has accepted the position of Rink Attendant for a 3-year term. One application has been received for assistant Brandon Griffiths will
be hired for the season. The Zamboni will be serviced prior to the season starting. Village Christmas Party - The party will be held on December 5 th. Councillor Goss advised council that the quote to pressure wash building is $1,500.00 to $2,000.00 which would be done in the spring. Job Applications and Interviews - Mayor Stannix advised council that 10 applications have been received. It was agreed that Mayor Stannix, Councillor Swim, Councillor Goss and Edward Arsenault will be on the interview team. The start date for the new employee will be January 2, 2017. One requirement of the employee is to stipulate that he/she must get qualified for water and sewer within an 18-month period. Discussion was also held on Level 2 licensing. Interviews will be held on December 7 th at 4:00 p.m. A Criminal Record Check and Drivers Abstract will also be needed for the new employee. NEW BUSINESS: A letter has been received from Lakeland Industries requesting a donation to purchase Christmas Gifts for the crew at Lakeland as in the past. It was moved by Councillor Goss and seconded by Councillor Swim that: We donate $500.00 to Lakeland Industries for Christmas gifts. MOTION CARRIED. Cain Insurance - A meeting was to be held today with Cain Insurance. It was agreed that a meeting will be held in January to discuss the depreciation values of fire equipment and other information. It was moved by Councillor Goss and seconded by Councillor Swim that: We pay the insurance premium of $46,253.00 for the 2016-2017 year. MOTION CARRIED. Bell Aliant - Mayor Stannix advised council that a cost comparison analysis has been received. Councillor Goss will gather information from Wauklehegan Manor to check on their system. RSC Meeting - Mayor Stannix advised council that a session with the RSC will be held on
December 15 th at the Station. He and Councillor Gallant will be attending. Edward Arsenault - A letter has been received from the UMNB regarding the Climate Change Study in the amount of $3,500.00. This will be paid soon as it is a budgeted amount. The truck lights have been received and installed on one truck. A 200-ft. snake will be purchased soon. The hedge has been trimmed along Saunders Road as discussed. COUNCILLORS REPORTS: Doug Goss - Nothing to report now. Mitchell Little - Work is being done on the plow to try and get it ready for the winter snow plowing. Taylor Gallant - Councillor Gallant advised council that the Warriors Den is seeing 40 50 students per night. Handicapped Parking - The Library have requested a Handicapped Parking in front of the building. After discussion, it was agreed that a sign will be posted and markings done soon. A complaint has been received about a hole in the road on Cedar Street. It was agreed that Edward will review the situation before anything is done and see if he can get some cold patch to fix a few holes around the village. Greg Swim - A thank you has been received for getting rid of the poles in front of the station. The next meeting of council will be held on December 14 th at 6:00 p.m. There being no further business, on motion of Councillor Swim the meeting adjourned at 9:20 p.m. Respectfully submitted,
