DISCUSSION The examination for the position of Administrative Analyst II (Open/Promotional) was conducted in accordance with the Rules and Regulations for Miscellaneous Employees. This recruitment opened on January 28, 2018, and closed on February 9, 2018. Human Resources received a total of 108 applications. Subsequently, a written examination was conducted on March 7, 2018. Commissioners will receive detailed results of the examination in closed session on March 15, 2018. Included with the results is a list of applicants receiving passing scores, in rank order, and confidential applicant flow data worksheets for approval and adoption. AUTHORITY Rule VI, section 12(a) of the Civil Service Rules and Regulations for Miscellaneous Employees provides that the Civil Service Commission shall certify the results of each examination conducted by other than continuous examination. CIVIL SERVICE COMMISSION Resolution No. CS RESOLUTION CERTIFYING THE RESULTS OF THE OPEN/PROMOTIONAL EXAMINATION FOR THE POSITION OF ADMINISTRATIVE ANALYST II. The Chief Examiner for the Civil Service Commission opened the recruitment for ADMINISTRATIVE ANALYST II on January 28, 2018 and closed it on February 9, 2018. The Chief Examiner received a total of 108 applications. The open/promotional recruitment evaluated applicants for specified knowledge, skills, and abilities to perform the duties of the Miscellaneous position of ADMINISTRATIVE ANALYST II, as set forth in the job announcement prepared in accordance with the Rules and Regulations of this Commission; and The Chief Examiner for the Civil Service Commission conducted a written examination for ADMINISTRATIVE ANALYST II, on March 7, 2018, for the City of Stockton; and The Chief Examiner has filed with this Commission a report of the results of the open/promotional examination, in accordance with Rule VI, section 12(a) of the City of Stockton Civil Service Rules and Regulations for Miscellaneous Employees, which report is on file with the Human Resources Department; now, therefore, BE IT RESOLVED BY THE CIVIL SERVICE COMMISSION OF THE CITY OF STOCKTON, AS FOLLOWS: 6

1. That the report of the open/promotional examination for the Miscellaneous position of ADMINISTRATIVE ANALYST II is hereby approved. 2. That the open/promotional list of eligibles for the Miscellaneous position of ADMINISTRATIVE ANALYST II for the City of Stockton, attached hereto as Exhibit 1, is hereby certified. 3. That the candidates appearing on Exhibit 1 are hereby declared eligible for appointment to the Miscellaneous position of ADMINISTRATIVE ANALYST II and shall be certified to the appointing authority to fill vacancies approved by the Personnel Officer in accordance with the Stockton Municipal Code and the Rules and Regulations of this Commission. 4. That the list certified herein shall remain in effect for one (1) year and shall expire on March 16, 2019 unless the duration is otherwise changed by this Commission. EXAMINATION The examination will consist of a written test and a manipulative test, each weighted 50%. In order to obtain a passing score, candidates must receive a minimum score of 70% in each portion of the examination. Written test: passing may be other than an arithmetic seventy percent (70%). Manipulative test: if a safety violation occurs or equipment damage is incurred, the candidate will receive an automatic failure, or zero (0). Candidates must successfully complete all drills to receive a passing score. SUMMARY This report is to inform the Civil Service Commission of action taken by the Interim Director of Human Resources approving the classification specification of Supervising Crime Analyst. Per Rule IV, section 5(b) of the Civil Service Rules and Regulations for Miscellaneous Employees, the Director of Human Resources shall approve all new or amended class specifications and file them with the Secretary of the Commission. City Council, at its February 27, 2018 meeting, approved resolution 2018-02-27-1114 creating the represented classification of Supervising Crime Analyst for the Stockton Police Department and approving the proposed salary range. DISCUSSION Stockton Police Department requested the establishment of a new classification of Supervising Crime Analyst to be placed within the classified service of the civil service system and represented by the Stockton Mid-Management C bargaining unit. This civilian single-incumbent, supervisor level position will lead assigned staff and work activities for the City s Crime Analyst and ensure that the Division is conforming to national standards for the Police Department. Establishing a new Supervising Crime Analyst classification will assist the Police Department in hiring a well-qualified employee to perform the complex duties of supervising the City s Crime Analysis Division. The Mid-Management bargaining unit reviewed and supports the new specification. The new class specification is attached for your information as Attachment A.
