A. i) Reason for application of the tool Why did the country decided to evaluate? The region and Peru grew economical the last decade. B. TOOL APLICATION i) Process of application in country Was the tool tailored to the country context? The Government defined priorities for all Peruvians, and reduce poverty was the priority The RENIEC must register all Peruvians people, focusing principally for groups as: child, adult people, indigenous, rural areas, etc. RENIEC defined, with ISPA tools, that the ID is the key to help to all agencies implementing SP The government asked to each agency who works with those groups: Health, Education, Justice, Security, Pension, Insurance, any Social Programs, etc. The government included International Organizations such as: UNICEF, IDB, WorldBank (ISPA), GIZ, etc.

B. i) Process of application in country - How was data collection validated and/or field visit(s)? The Prime Minister distributed the Census information (baseline) from the National Statistics Institute (INE) for all stakeholders, Inventory all SP Programs. Each Social Program bring numbers of beneficiaries, crossing the information with other Programs and with the RENIEC s DB to know the real people (is who say is) All Agencies, from baseline, defined goals for each year, then define Programs and implementation activities to request resources to the Finance Minister those resources as Results Based Budget. This data help to RENIEC about people have to register

Prime Minister office coordinate social programs and/or public services.

The DNI is the unique Identification Card for all Peruvians The DNI is used as travel document for 9 countries RENIEC is launching the InterOperability with different countries on the Region for secure the late registration. This is thru Biometric systems

B.iii) ID for SP- RENIEC GOVERNANCE & RESPECT OF RIGHTS AND DIGNITY GovernanceFramework Institutional Capacity Respect for Rights/Dignity Autonomous organization according the Constitution Civil registry and Identification in the same Organization: RENIEC All public agencies are involved for National Documentation Plan, including UNICEF Exist the Law as mandatory regulation to use the ID as the unique identification Document Reporting annual goals to CNM. 200 principal offices. 154 principals hospital connected. 1.5k district connected offices $130 annual budget International awards, all our process and documentation are opened ISO s for principals products and services RENIEC is the most reliable public agency according to private surveys (85%). More than any religious organization in Peru. Right to Identity is in the Constitution We have Protection Data Law Multilingual registration Working hand-to-hand with Ombudsman, UNICEF. C. Good practices, lessons learned, and recommendations for future applications Assessment is the key to get real impact, ISPA is an excellent tool ISPA help to compile different sources of information ISPA show other best practices from other countries bringing another perspectives to solve same problems ISPA not only is a tool for assessment, permit integrated agencies with same and shared vision Is mandatory to connect all Social Programs around an table coordinated into high level government agency, the ID is perfect instrument to help all of them with accuracy, universal registration, accessible Pilot Plan between ID and some SP agency is good way to start, then the results and benefits can share it and invite to other SP agencies to be part of ISPA
