Application Guidelines for JENESYS 2.0 The Short-term Invitation Programme 1. Programme Overview On January 18, 2013, Prime Minister Shinzo Abe, during his visit to Indonesia, announced to undertake a new youth exchange program between Japan and ASEAN Member States, among other countries, as JENESYS 2.0 (Japan-East Asia Network of Exchange for Students and Youths). It aims towards the revitalization of the Japanese economy, increasing visitors to Japan, and at the same time, promoting global understanding on Japanese values. Approximately 30,000 youths from the Asian/Oceanian region will have an opportunity to participate in the programme. Under the supervision of the SAARC Secretariat, totally, about 1,250 youths (15-30 years old) from SAARC countries will be invited to Japan. 2. Outlines of the Programme The programme will be conducted utilizing the SAARC-Japan Special Fund of the SAARC Secretariat. (1)Duration of the Programme: - Afghanistan and Bangladesh 8 December, 2013 17 December, 2013 (Departure from Dhaka: December 7) - Nepal and Pakistan 9 February, 2014 18 February, 2014 - Bhutan, India, Maldives and Sri Lanka 9 March, 2014 18 March, 2014 (2) Number of participants: 75 from each country in 3 groups. (including 1 or 2 supervisors in each group.) 3. Objectives of Programme (1) To promote interest in Japan among youths in Asian and Oceanian countries, by showing Japan s strength and its attractions, including Cool Japan (2) To raise awareness and understanding among youths in Asian and Oceanian countries about Japanese sense of values and Japan Brand (3) To lay a foundation for the future bond among the youths of Asian and Oceanian countries, along with mutual understanding and friendship (4) To strengthen the basis of diplomatic relations between Japan and respective Asian and Oceanian countries by fostering youths of these countries to be Japanophiles To revitalize Japanese local area by internationalization as well as nurture of youths as global human resources 4. Qualifications for Participations Applicants should meet the entire criteria as follows.

All Participants (1) Applicants must understand and agree to the aims of JENESYS 2.0. (2) Applicants must be bona fide citizens of member countries of SAARC. (3) Applicants must possess the ability to conduct daily conversation in English. (4) Applicants must be in good health conditions. Those who have problems as written below must be aware of the following points. (i). Chronic Diseases Those who suffer from chronic diseases are not allowed to participate in the programme in principle. However, if the applicants, their parents and organizations they belong to express strong interests in participating in the programme, they may be accepted on condition that all responsibilities will be taken by themselves including high risk of rapid aggravation and developing severe symptoms of infection diseases. They are requested to submit a permission letter by doctor. When a participant receives medical treatment due to symptoms caused by his/ her chronic disease, medical expenses are not covered by the insurance provided by programme. Therefore, the participant will have to bear all the expenses by him/ herself. It must be expensive. Chronic diseases ; Chronic lung disease (Asthma, Chronic obstructive lung disease etc.), immunodeficiency state (T cell immunodeficiency etc.), Chronic heart disease (congenital heart disease, coronary artery disease etc.), Metabolic disease (Diabetes), Renal dysfunction, Obesity, Myasthenia gravis etc. (ii). Pregnant women Those who are pregnant are not accepted to participate in this programme owing to maternal and child health. (iii). Body Temperature If a participant s body temperature is 38.0 or higher on the day of departure, he/ she cannot depart for Japan and is NOT ELIGIBLE to join in the Invitation Programme in Japan. For Students (1) Applicants are presently studying at high school, University, or a Japanese language school in countries of SAARC. (2) Applicants must be between 15 to 30 years of age. (3) Applicants who have participated in JENESYS 2.0 before are not allowed to take part again. For Supervisors (1) Applicants are expected to take a good care of youths as an educator. (2) Applicants are expected to supervise youths and cooperate with the Embassy of Japan, JICE(*) and the Japanese Government for the smooth implementation of the programme. (3) Applicants must be under the age of 50.

* Further details of the roles of the supervisors are explained upon the arrival in Japan by the JICE(*) staff. 5. Necessary Procedure for Selection All of the following application documents should be submitted to the Embassy of Japan. (1) The Entry Form for JENESYS 2.0 Fill out the form with necessary information and answers in BLOCK LETTERS, referring to the sample. Sign with the form after confirming at the section of Declaration and Agreement of the Application Guidelines for JENESYS2.0. (2) Passport-sized photo Attach the passport-sized photo taken within the last 3 months on the allocated space in the Entry Form. (3) Photocopy of the Applicant s passport Submit a photocopy of the photo page of the applicant s passport. * If an applicant do not have a valid passport, he/ she must immediately obtain his/ her passport and submit the photocopy of the photo page as soon as it is determined that he/ she is accepted to this programme. 6. Participants Handbook After a notification of selection results to the applicants, the Embassy of Japan in respective countries or JICE(*) will provide the participants with a tentative programme in Japan and a Participants Handbook for JENESYS 2.0. The Participants Handbook contains information about the outline of the Project, assemble date/ time, travel information, travel tips on how to stay in Japan, and etc. The participants are highly requested to read the handbook carefully so that they can sufficiently prepare for the participation in the programme. 7. Arrival Orientation in Japan After the participants arrival in Japan, JICE(*) will hold an orientation to explain below; (1) Outline of JENESYS 2.0, (2) Schedule in Japan, (3) Explanation of Workshop (4) Introduction to Japan; its life and customs, and (5) Others 8. Post-Return Activities and Questionnaires (Obligation) All participants are required to share their experiences/ knowledge acquired on the visit to Japan with friends, family, people in local community, and etc. in order to disseminate the current/ accurate situation in Japan, and report their activities to the Embassy of Japan in their

country. Each participant must submit questionnaires on his/ her experience/ impression on the visit to Japan several times after returning to their countries. 9. Terms and Conditions (1) The following arrangements and expenses are covered by the programme Round trip international air tickets from/ to respective participating countries to/ from Tokyo by Economy class * Excess baggage charge will be paid at one s own expense. Overseas travel accident insurance * Please note that chronic diseases, dental diseases and pregnancy diagnosed by a Japanese medical doctor and cases disapproved by the insurance company will NOT be covered by insurance. Individuals will be liable for such costs. Accommodation in Japan Transportation in Japan Meals in Japan * No cash allowance is provided to participants including supervisors. * Participants are expected to cover personal expenses, such as passport fees, fees for vaccination, travel expenses between their home and departure port, fees for accommodation in their countries and fees for meals in their countries, and to bring some pocket money for the purchase of items for personal use. (2) The following is not permitted. To remain in Japan after the programme; To change the flight designated by the programme; To change accommodation designated by the programme; To be accompanied by someone; or To travel to the third countries on the way to Japan or back to participant s country. (3) Condition in Japan Participants including supervisors are to stay at twin or triple rooms at accommodation. JICE(*) will try to prepare the followings when necessary for religious reasons, however, they may not be always provided depending on situations. *time and place for prayers *meals suitable for food restriction for religious reasons

(4) Respect for Japanese Law and Regulations During the stay in Japan, participants must respect the laws and regulations of Japan, and offenders are subject to penalties under the Japanese law. Any dispute arising out of the application and admission of, or relating to, this programme between the participants and The Japanese Government or JICE(*) should be governed by and construed in accordance with the domestic laws of Japan, without regard to principles of conflicts of laws, and should be subject to the exclusive jurisdiction of the applicable courts in Japan. (5) The attribution of responsibility during the programme All Participants should agree indemnify, defend and hold JICE(*) and its staff from against any and all claims, demands, liabilities for injury or illness incurred as a result of a participant s behaviour of not obeying all posted rules and warnings, or for loss or damages to any property due to accident, theft, crime or any other reason. The Japanese Government and JICE(*) should in no manner be liable for such troubles. 10. Personal Information Protection Law Personal information collected under the JENESYS 2.0 shall be treated in compliance with Personal Information Protection Law when we utilize the collected personal information including photographs and videos taken by JICE(*) staff during the programme for the project. For that matter, JICE(*) ensures the appropriate handling of personal information. JICE(*) may provide personal information to travel agencies, publishers, cooperation organization, schools, host families, and etc. in order to operate and report the programme by means of Postage, fax or E-mail. Personal information will not be used for any other purposes than operating and reporting the programme, and offering information of equivalent project. The disclosure of personal information to JICE(*) is at the sole discretion of the participants. If you don t agree this, it might cause some difficulties in the operation of the JENESYS 2.0. We kindly request you understand and give your consent to the provision of personal information. * Japan International Cooperation Center (JICE) JICE is an official agent which has undertaken all the necessary arrangements for this short-term Invitation Programme, such as travel procedures and the whole schedule of events in Japan under the guidance of the Japanese Government.
