Under current law, the Governor fills a vacancy by appointing an individual to serve for the remainder of the term. Under the amended law, if the vacating Attorney General or Comptroller was a member of a political party, the Governor must fill the vacancy from a list of three names provided by the political party of the vacating official, if no names are provided by the political party within a set time period, then the Governor must select a successor from the political party of the vacating official. If the vacating Attorney General or Comptroller was not a member of a political party, then the amended law requires the Governor to appoint any qualified individual. The Governor must make the appointment within a set time period following the vacancy. The amended law requires a special election to replace the successor if the vacancy occurs early enough in the term to allow for cidates to participate in the regular elections held in the second year of the vacating official's term. Question E Children Youth Fund Question H Inner Harbor Park Resolution No. 16-26 is for the purpose of establish a continuing, non-lapsing Children Youth Fund to be used exclusively to provide supplemental funding to broadly defined services for children youth. The Fund may not be used to substitute or replace funding for children youth programs services that are provided for in the FY17 ordinance of estimates. A matory amount of $0.03 of every $100 of assessed value of real property in the City must be appropriated to this Fund annually. This allocation is permanent not subject to discretion in the budget process, other fiscal priorities or constraints imposed by revenue limitations. The Resolution authorizes the Mayor City Council, by Ordinance, to provide for the oversight, governance, administration of the Fund. Resolution No. 16-29 is for the purpose of exp the area within the Inner Harbor Park in which outdoor eating places can be located to include areas known as West Shore Park Rash Field. Question I Biennial Agency Audits Resolution No. 16-31 is for the purpose of require the City Auditor to perform biennial financial performance audits of certain defined principal City agencies. Audit reports shall include the status of recommendations made in previous audit reports. The Resolution also establishes the Biennial Audits Oversight Commission to provide guidance to the City Auditor on the scope of performance audits. Jones Judge, Court of Special Appeals At Large Dan Friedman Vote Yes or No Continuance in Office Yes No Question 1 Constitutional Amendment (Ch. 511 of the 2016 Legislative Session) Appointments Special Elections for Attorney General Comptroller Changes the way the Governor fills a vacancy of the Attorney General or the Comptroller requires a special election for vacancies that occur on or before a certain date. Under current law, the Governor fills a vacancy by appointing an individual to serve for the remainder of the term. Under the amended law, if the vacating Attorney General or Comptroller was a member of a political party, the Governor must fill the vacancy from a list of three names provided by the political party of the vacating official, if no names are provided by the political party within a set time period, then the Governor must select a successor from the political party of the vacating official. If the vacating Attorney General or Comptroller was not a member of a political party, then the amended law requires the Governor to appoint any qualified individual. The Governor must make the appointment within a set time period following the vacancy. The amended law requires a special election to replace the successor if the vacancy occurs early enough in the term to allow for cidates to participate in the regular elections held in the second year of the vacating official's term.
