OFFICIAL CALL Fourth Congressional District Committee of the Republican Party of Virginia Convention I, Jack Wilson, as Chairman of the Fourth Congressional District Committee of the Republican Party of Virginia, and pursuant to the Plan of Organization, and as recommended and directed by the District Committee, do hereby issue this Call for a District Convention to be held at Airfield Conference Center, 15189 Airfield Road, Wakefield, VA 23888, starting at 10:00 A.M. local time on May 21, 2016, for the following purposes: A. Electing a Chairman for the Fourth Congressional District Republican Committee. B. Electing three members of the State Central Committee. C. Electing three Delegates and three Alternate Delegates ( National Delegates ) to the Republican National Convention to be held on July 18-21, 2016, at the Quicken Loans Arena in Cleveland, Ohio (or its alternate site) (the National Convention ); D. Nominating one Elector from the Fourth Congressional District to be voted for in the presidential election on November 8, 2016; I. Qualifications for Participation All legal and qualified voters under the laws of the Commonwealth of Virginia, regardless of race, religion, national origin or sex, who are in accord with the principles of the Republican Party, and who, if requested, express in open meeting either orally or in writing as may be required their intent to support all of its nominees for public office in the ensuing election may participate as members of the Republican Party of Virginia in its mass meetings, party canvasses, conventions, or primaries encompassing their respective election districts. Executed versions of the attached Statement of Qualifications shall be used to assist the Convention Credentials Committee in determining qualifications. II. Registration Convention registration shall begin at 8:00 A.M. and shall remain open until such time as the balloting shall begin. At such time, registration will be suspended and the Credentials Committee Chairman shall report to the Convention the number of Delegates eligible to vote. The Convention shall be called to order at 10:00 A.M. Upon commencement of the first ballot for any office and thereafter, no quorum call or point of order regarding the quorum of the Convention or of any committee thereof shall be in order. III. Composition of Convention A. The Convention shall be composed of Delegates and Alternate Delegates of the respective units they represent and a military delegation. Representation shall be based on a percentage of the total number of Republican votes cast in each county and city in the last gubernatorial and presidential election combined. Each unit delegation s voting 1

strength shall equal one (1) Delegate Vote for each two hundred fifty (250) votes cast or major portion thereof for the Republican candidate in the most recent elections for President and Governor. Each unit shall be entitled to at least one (1) Delegate Vote. Each unit's maximum number of Delegates is a number five (5) times its respective Delegate Vote. The Delegates present in a given Unit delegation shall designate which Alternate Delegate(s) shall vote in the place of an absent Delegate(s), except where the body electing the Delegates has determined another method of Alternate Delegate selection. The Delegates present and voting at the Convention shall cast the full vote of the Unit delegation with proportionate weight given to majority and minority vote. In no event shall any person cast less than one-fifth (1/5) of a Delegate vote. C. The Delegates and Alternate Delegates shall be elected in county and city Mass Meetings, Party Canvass or Conventions that shall be called for this purpose in conformity with the Plan of Organization of the Republican Party of Virginia by each Unit committee. D. The calls for the Unit Mass Meetings, Conventions or Party Canvass to elect Delegates and Alternate Delegates to the District Convention must be submitted to the Republican Party of Virginia for publication on the website of the Republican Party of Virginia (www.virginia.gop ) in accordance with the Party Plan, at least fifteen (15) days in advance of the Unit Mass Meetings, Conventions or Party Canvass. The election of Delegates and Alternates to the District Convention shall take place between February 6, 2

2016, and April 11, 2016 (inclusive). No unit prefiling deadline shall be earlier than January 23, 2016. E. Cancellation. A unit may include in the Official Call for its mass meeting, canvass, or convention to elect Convention Delegates a provision deeming all qualified pre-filed Delegate candidates to be elected in the event those persons are fewer in number than the total number of allowable Delegates from such unit. F. Military Provision Declaration. Military delegates will be selected in conformity with the Plan of Organization of the Republican Party of Virginia. Any members of the Virginia National Guard, the United States Armed Forces, Merchant Marine, or Coast Guard, who are unable to participate in the election of delegates from their unit due their military orders, may be represented through the Military Delegation. To be so represented, they must declare by e-mail to the District Chairman jack@jackwilsonplc.com no later than April 15, 2016, that they intend to support the Party s nominees in the ensuing election and that their orders preclude them from participating in person. The District Chairman will provide declarants with candidate preference ballots that will be cast on their behalf at the convention. Candidate Preference Ballot. Subsequent to the receipt of the Declaration and by the later of seven (7) days of (i) receipt of the Member's Declaration or (ii) the filing deadline for candidates to be voted on at the Convention, the Chairman or his designee shall email Qualifying Military Members a Candidate Preference Ballot. Qualifying Military Members shall be entitled to cast a Candidate Preference Ballot to convey their ordered candidate preferences for offices to be filled at the Convention. The Candidate Preference Ballot must be returned to careyallen69@gmail.com no later than April 30, 2016. The Chairman or his designee shall email respond to each Military Member to confirm the receipt of each emailed returned ballot. The Chairman or his designee shall be responsible for tallying the results of the Candidate Preference Ballots, and reporting the results to the Fourth District Committee and the candidates for offices by no later than May 10, 2016. IV. Filing Requirements A. Electing three National Delegates and three National Alternates from the Fourth Congressional District of Virginia to the Republican National Convention Any person who desires to seek election as National Delegate or National Alternate to the Republican National Convention must complete and submit the Official Filing Form along with a nonrefundable fee of $200.00 by money order or personal check and return it by mail or in person to the Fourth Congressional District Committee of the Republican Party of Virginia Secretary, Carey Allen, or her designee, accepting applications at 5939 E. Stonepath Garden Dr., Chester, VA 23831, prior to 5:00 p.m. on March 18, 2016. Postmark does not govern. B. No nominations for offices to be filled by the Convention may be made from the Floor except upon the vote of two-thirds of those Delegates present. F. The Election of Delegates and Alternates to the Republican National Convention The election of Delegates and Alternates to the Republican National Convention shall be by a single ballot, on which are listed all the candidates for those offices. The three (3) candidates with the most votes shall be declared the Delegates, and the next three (3) candidates with the most votes shall be declared the Alternates. G. The Election of State Central Committee from the Fourth Congressional District The election of State Central Committee from the Fourth Congressional District shall be by a single ballot, on which are listed all the candidates for those offices. The three (3) candidates with the most votes shall be declared the State Central Committee Members from the Fourth Congressional District. V. Delegate Registration Contribution A voluntary contribution of $25.00 is requested of each Delegate and Alternate Delegate to the District Convention to help defray the cost of the Convention. Unit Chairs are requested to 4

collect and transmit all registration contributions and spreadsheet of all Delegates and Alternate Delegates and their contribution to the District Treasurer, Teresa Preston, 10457 New Road, Franklin, VA 23866. VI. Certification of Delegates A. The said Delegates and Alternate Delegates to the District Convention so elected shall be certified in writing with their respective names, addresses (including zip codes), phone numbers and, as applicable, email addresses, over the signatures of the permanent Chairman and permanent Secretary of the Unit Mass Meeting or Convention, or of the Chairman of the Unit Committee which may have conducted a Party Canvass to select the Delegates and Alternate Delegates. B. The list of Delegates and Alternate Delegates must be sent to the Fourth District Committee in both paper and electronic format using the exact electronic file which will be provided to the Unit Committees, by the Fourth District Committee no later than April 21, 2016 to Chairman, Jack Wilson. Said lists, both paper and electronic shall also be provided to the Credentials Committee Chairman no later than April 30, 2016. C. All certifications, regardless of the date of the Unit Mass Meeting, Party Canvass or Convention must be postmarked no later than the seventh day after the adjournment of the Unit Mass Meeting, Party Canvass or Convention, or delivered in person no later than 6:00 p.m., on the tenth day after the adjournment of the Unit Mass Meeting, Party Canvass or Convention, but no later than April 21, 2016. D. All certifications shall be delivered to the Fourth District Chairman, Jack Wilson, 9401 Courthouse Road, Suite 204, Chesterfield, VA 23832, or his designee. A copy of the Certification form and the spreadsheet with Delegates and Alternates contact information should be sent to the District Secretary, Carey Allen, careyallen69@gmail.com. E. Copies of said Delegate certifications shall be made available by the District Chairman or his designee to any duly filed candidates to be selected by the Fourth District Convention, within five days of receipt by District Chairman. F. After the deadline for the certification, no change may be made, except a certified Alternate Delegate may be made a Delegate, or in the case where a correction of a Delegate filing is required (e.g., improperly certified to the incorrect district). G. A copy of the published call of the Convention, Mass Meeting or Party Canvass called for the purpose of selecting Delegates and Alternate Delegates to said Convention, must accompany the certification with the date of publication included. A copy of the Call which is posted on the Republican Party of Virginia ( RPV ) website, (www.virginia.gop) will be acceptable if the Call is not published in a local newspaper. 5

Resolutions proposed for consideration by the Fourth Congressional District Committee of the Republican Party of Virginia Convention shall be typed and submitted to the Fourth Congressional District Committee Secretary, Carey Allen, accepting such resolutions via e- mail at careyallen69@gmail.com or first-class mail at 5939 E. Stonepath Garden Dr., Chester, VA 23831, prior to 5:00 p.m. on March 18, 2016. Resolutions after this deadline will not be accepted. B. A Resolution Committee shall be appointed by the District Chair or his designee of the Convention no later than March 31, 2016. C. The Resolutions Committee shall review all resolutions by April 30, 2016. D. The Resolutions Committee Chairman or designee shall email all Unit Chairs the reviewed resolutions no later than May 5, 2016. The Unit Chairs are encouraged to disseminate resolutions to their unit s Delegates and Alternate Delegates prior to the district convention. IX. Committees Members of the Temporary Convention Arrangements, Credentials, Nominations, Elections, Resolutions, and Rules Committees shall be appointed by the District Chair or his designee of the Convention no later than April 21, 2016 and shall meet in advance of the Convention to perform their duties subject to ratification by the Delegates present and voting at the Convention. The Convention shall be conducted in accordance with the Plan of Organization of the Republican Party of Virginia, and Robert s Rules of Order, Newly Revised, 11 th Edition. 6

X. Revisions In the event that the redistricting process requires technical or conforming changes to the Call, the Executive Committee of the Fourth Congressional District Committee of the Republican Party of Virginia is authorized to revise the Call to make any such technical or conforming changes. The District Chairman must promptly notify the District Committee of any such conforming changes proposed by the Executive Committee. XI. Publication of Call A full copy of this Call for Convention shall be posted, and available on the Republican Party of Virginia website (www.virginia.gop) by March 1, 2016. It will also be made available via written request to the Fourth District Secretary. In accordance with Article 8, Section A2 of the Republican Plan of Organization the required publication in a newspaper is waived.
