Allen, PRP Daylight Saving Time ends. The brisk, crisp, cool air and shorter days usher in autumn foliage, sweater weather, and membership renewal. You will soon be receiving your dues renewal notice from the staff at NAP. Please take a few minutes to review and respond to the renewal notice. Fall also signals the starting point of a new NAP administration. You ll receive information from Ann Guiberson, PRP,NAP President, concerning initiatives for membership and other issues that have been identified in the strategic plan. Fall is the time when we start planning for our 2014 District Two Conference. Questionnaires were distributed to members within District Two in the past year and asked for your input about where, when, and how long we should hold the district conference. Members have stated that they want the conference to continue to be 1.5 days in length and to be held in the metropolitan Washington, DC area in November 2013 Darlene T. Virginia Alpha Unit of Registered Parliamentarians Conducts a Parliamentary Workshop By Lynda Baer, PRP, President, Virginia Alpha Unit Roanoke Valley Unit 50th Anniversary DCAP Update 4 Prince George s County Unit Chartered New Member Dues Pro-rated Membership Awards Convention Photos 2013 3 5 6 7 The Virginia Alpha Unit of Registered Parliamentarians conducted its second annual parliamentary procedure workshop for local residents in Fredericksburg, VA, on Saturday, November 26, 2013. Sixteen (16) people attended the session with enthusiasm, vigor, and vitality! President Lynda Baer, Page Johnson, and Ray Duke presented information related to meeting management: agenda, motions and amendments. The participants had many questions during the session. The VA Alpha Unit gave each attendee a copy of Robert s Rule of Order Newly Revised, In Brief, 2nd edition. The unit s next meeting will be held on March 6, 2014, at President Baer s home.

PAGE 2 THE DISTRICT TWO RESOLUTION The M. Stanley Ryan Unit of Parliamentarians Holds Workshop By Lucille J. Adams Pizzazz was in the air for the M. Stanley Ryan Unit of Parliamentarians in Richmond, Virginia, as parliamentarians and the Richmond community participated in the Practice in Presiding Workshop facilitated by Thomas J. Balch, JD,PRP, one of the authors of Robert s Rules of Order Newly Revised. The event was hosted by the M. Stanley Ryan Unit of Parliamentarians on September 18, 2013. Following parliamentary procedure to conduct meetings ensures that everyone is heard and that consensus is needed when making decisions. Each participant learned step-by- Parliamentary Law Club President, Gladys Jordan step how to chair a meeting and then practiced by conducting a meeting. The training prepared each participant to act or to speak in a way that demonstrates courtesy and maintains order. Participation and contributions of those attending are to be treated in a business-like manner. The workshop connected diverse leaders to one another and to community engagement opportunities. The workshop increased leaders knowledge and perspectives and provided an environment for challenging and strategic conversations, which inspired collaboration, inclusion, and unselfish service to our region. Mostrom, PRP-R, Virginia The Maryland Association of Parliamentarians Update By Susan Nolte The Maryland Association of Parliamentarians held its 51 st Annual Convention on Saturday, November 16, 2013, at Chartwell Country Club in Severna Park, Maryland. President; Lorraine Johnson, Secretary; John D. Stackpole, PRP, Treasurer; Barbara Braswell, Director; Susan Nolte, Director; John Tatum, PRP, Director; and Michael L. Swift, PRP, Director. District Director Darlene T. Allen, PRP, presented the NAP update The following were elected to serve during 2013-2015: Royall Whitaker, President; Paul Bessel, Viceand a workshop on membership. John D. Stackpole, PRP, presented a workshop on voting. The Maryland Association of Parliamentarians held two successful parliamentary institutes during 2013.

THE DISTRICT TWO RESOLUTION PAGE 3 Roanoke Valley Unit Celebrates 50 th Anniversary By Ethel Wolfe Born The 50th Anniversary celebration of the Roanoke Valley Unit resulted from unit members collecting and preparing to archive the unit s history at Roanoke College. I wrote a 16-page booklet highlighting the history of the unit. The title of the booklet was taken from a seminar the Roanoke Valley Unit held in 2003, Roger Rabbit's Rules of Disorder (with apologies to Robert). Each person who attended the celebration received a copy. The program was conducted in the format of a broadcast interview with live audience participation. The props included the signs WNAP, On Air, Quiet Please, and Applause. As the author of Roger Rabbit s Rules of Disorder, I was interviewed by Jennie Sue Murdock about some of the lighter moments of history that were not included in the booklet. It was a lively, fun time followed by refreshments, fellowship, and the browsing of a table of outdated materials and items unsuitable for archiving. Get Rewarded By Mike Chamberlain, Executive Director The Membership Extension and Retention Committee has created a new award for NAP members who excel in enhancing their education as a parliamentarian. The Parliamentary Education and Enhancement Recognition Award (PEER Award) recognizes NAP members for their efforts to improve their own education and help others learn the value and importance of parliamentary procedure. The award form and more information can be downloaded from the documents page under Member Resources on the NAP website. Highlights from the NAP 39 th Biennial Convention By Gwendolyn Harlee President Maurice S. Henderson, PRP, the first African-American President of the National Association of Parliamentarians and who was recently elected President of the National Business Education Association, did an excellent job in handling the business meetings. He also demonstrated great skill and tact in working with his parliamentarian, Thomas J. Balch, J.D., PRP (one of the authors of Robert s Rules of Order Newly Revised). At the installation banquet, in his speech as outgoing president, he summarized the accomplishments of his administration, which included several enhancements to the use of technology in every aspect of the association s business such as the launching of a new National Association of Parliamentarians website and the development of the strategic plan for NAP. He also announced a new National Association of Parliamentarians partnership with the National Parent Teacher Association and presented a certificate commemorating the agreement to its president, Otha Thornton. PAGE 4 THE DISTRICT TWO RESOLUTION District of Columbia Association of Parliamentarians Update By Margaret Smith Perkins The District of Columbia Association of Parliamentarians (DCAP) held its annual Parliamentary Law Day on Saturday, October 26, 2013. The theme was Parliamentary Law: Gateway to Democracy. The workshop presenter was Jason Morgan, JD, RP, Vice President of the District of Columbia Registered Parliamentarians Unit. The Mayor of the District of Columbia, Vincent C. Gray, read a proclamation proclaiming October 26, 2013, Parliamentary Law Day in the District of Columbia. There were several nonmembers in attendance all of whom requested more information about the National Association of Parliamentarians. As a result, DCAP is planning classes on parliamentary procedure in the near future. DCAP was well represented at the NAP 39th Biennial Convention in Portland, Oregon. There were 19 members from DCAP in attendance. Members from the DCAP served in many roles at the convention. On behalf of DCAP, Rosalie H. Stroman, PRP, extended the invitation to the NAP 40th Biennial Convention, which DCAP will host in 2015. DCAP and three of its four units received awards at the Membership luncheon on September 8, 2013. DCAP received awards for Greatest Membership Growth, with a $75.00 gift certificate from the NAP Bookstore; Greatest Percentage of New Registered Parliamentarians ; and first place in Education with a $75.00 gift certificate from the NAP Bookstore. Continued on page 5 Highlights from the NAP 39th Biennial Convention (Continued from page 3) The NAP officers elected for the 2013-2015 term were Ann Guiberson, PRP, President; Mary Randolph, PRP, Vice-President; Ann Rempel, PRP, Secretary; Evan Lemoine, PRP, Treasurer; and three Directors-at Large James Jim Jones, PRP, James Jim Stewart, PRP, and Steve Glanstein, PRP. President-elect Ann Guiberson, PRP, announced that Dr. Leonard Young will serve as her parliamentarian. At the Membership luncheon, seven of the total of 18 awards were presented to the District of Columbia Association of Parliamentarians (DCAP) and three of its units. Meetings were timely due to a skillful and professional presiding officer and the use of timekeepers, voting pads, microphone monitors, and motion forms/cards to indicate the type of motion or comment a speaker was to make when recognized by the chair. The Kentucky Association will host its annual convention on May 10, 2014, in Louisville, Kentucky.

THE DISTRICT TWO RESOLUTION PAGE 5 Prince George s County Unit Receives Charter By Dacia Robertson The Prince George s County Unit was chartered in July 2013. The charter members are Stephanie Beatty (Secretary), Deatrice Besong (Vice-President), Barbara Elzey (Treasurer and Education Chair), Lorraine Johnson, Dacia Robertson (President), and LaShaun Washington-Batts. The monthly unit meetings are held on the second Monday of the month at Highland Park Baptist Church at 7:00 p.m. Our first official meeting was held on November 11, 2013. District Two Director Darlene T. Allen, PRP, attended along with Loretta Tillery, John Tatum, PRP, Marjorie D. Vaughan, PRP, and Lorraine Johnson from District Two. The unit meeting was an opportunity for members, who were new to NAP or were former members-at-large, to learn more about parliamentary procedure through collective study and by learning to function within the rules of order. The evening was marked by an excellent educational session presented by Barbara Elzey. The session was entitled The Conduct of Business in Deliberative Assemblies. Ms. Elzey provided a fun, engaging, and informative session. Darlene T. Allen, PRP, John Tatum, PRP, Marjorie D. Vaughan, PRP, and Loretta Tillery each shared their expertise during the session. The Prince George s County Unit looks forward to another collective learning opportunity in January 2014. DCAP Update (Continued from page 4) Three DCAP instructors were on the Honor Roll of Teachers Mona Calhoun, PRP; Peola H. McCaskill, PRP-R; and Betty F. Tunstall, PRP. Each taught 10 or more new students during the biennium. NAP Educational Foundation Trustee Gwendolyne C. Brown chaired the auctions at the convention. She was also a DCAP delegate to the convention. Save the Date: The DCAP 45th Annual Convention will be held on Saturday, March 15, 2014, at the Washington Navy Yard, Washington, DC. Congratulations to those who have been appointed to assignments for the NAP 40th Biennial Convention: Rosalie H. Stroman, PRP, Convention Coordinator; Loretta Tillery, Assistant Convention Coordinator; Susan Eads Role, PRP, Workshop Coordinator; and Wanda M. Sims, PRP, Assistant Workshop Coordinator. DCAP is moving forward and upward. The DC Registered Parliamentarians Unit won awards for New Registered Parliamentarians and New Professional Registered Parliamentarians. The McCaskill Unit won first place in Education. The Sartwell Unit won the award for the Greatest Membership Growth. The NAP Educational Foundation Brunch raised $8,843 in a silent auction to items donated by individual members and units. Finally, I attended four workshops, Renewing Motions, or Parliamentary déjà vu, by Kirk Overbey, PRP, Camels Have Their Uses, by Lyle Kleman, PRP, Mediating Shooting Stars: Why Great Leaders Don t Take Yes for an Answer?, by James Jim Jones, PRP, and Who Needs Rules Anyhow, by Dennis Clark, PRP.

Brown This member attended the National Association of Parliamentarians 39th Biennial Convention in Portland, Oregon. The outstanding happening for me at the convention was to see how well DCAP and the Sartwell Unit supported our National President Maurice Henderson, PRP. were there! Darlene T. Tunstall, PRP Members who join NAP after January of any given year will no longer be required to pay NAP dues for the full year resulting from the adoption of an amendment to article III Section 3.A of the NAP Bylaws at the NAP 39 th Biennial Convention held in Portland, Oregon. By an overwhelming vote of 252 in favor and two opposed, the delegates at the convention adopted a proposed amendment that added the following This bylaw does not affect State, Association, and Unit dues. New Members dues at these levels shall be as prescribed by the bylaws at those levels. to the aforementioned article: Dues for new members shall be prorated monthly for the remaining calendar year of their initial membership and shall be based on the date of membership. Thus, members who join NAP in January will pay the total annual NAP dues for that year. However, members who join after January will pay NAP dues amounting to one twelfth (currently $6.25) of the annual dues for their first month of membership and each remaining month of the calendar year.
