RESOLUTION NO. 2010-2 7 8 A RESOLUTION APPROVING EXECUTIVE ORDER NO 2010-1 RELATING TO THE MERGING OF THE CONVENTION CENTER AND TOURJSM DIRECTOR AND THE NEIGHBORHOOD SERVICES ADMINISTRATOR TO BE CALLED CONVENTION CENTER, TOURISM, RECREATION AND CULTURAL ADMINISTRATOR AND THE REORGANIZATION AND RENAMING OF VARIOUS DEPARTMENTS; PROVIDING AN EFFECTIVE DATE. WHEREAS, the Mayor, pursuant to Section 6.08 of the Charter of the City of Tampa, has issued and submitted to this Council for approval an Executive Order relating to the reorganization and renaming of various Departments of the City of Tampa; and WHEREAS, the City Council of the City oftampa finds that in order to ensure that services are delivered to the citizens of the City of Tampa in an efficient and effective manner, the reorganization and renaming of various Departments of the City is necessary, desirable and expedient; and WHEREAS, Santiago Corrada is confirmed as the Convention Center, Tourism, Recreation and Cultural Administrator. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF TAMPA, FLORIDA: th Section I. That Executive Order No. 20 10-1 issued on March K, 20 10, by the Mayor of the City of Tampa and submitted to this Council for approval, a copy of which is attached hereto and made a part hereof, is hereby approved by two-thirds (213) vote of the City Council of the City of Tampa as required by Section 6.08 of the Charter of the City of Tampa. Section 2. That Santiago Corrada is confirmed as the Convention Center, Tourism, Recreation and Cultural Administrator. Section 3. That the proper officers of the City of Tampa are hereby authorized to do all things necessary and proper to carry out the terms and conditions of this Resolution. Section 4. That this Resolution shall take effect immediately upon its adoption. WHEREAS, Section 6.08 of the Charter of the City of Tampa authorizes the Mayor to establish, create, combine or abolish offices, departments or boards by eiieciitive order i?iipigg& bj: 2 itvo-thiii-js i;ote of ;he Citj: Council; and WHEREAS, under the City of Tampa's current organizational structure, there exist the positions of Convention Center and Tourism Director, and Neighborhood Services Administrator; and WHEREAS, it has been determined that a more efficient use of the responsibilities of these two positions would be to combine and reassign some of them to other positions within the existing City of Tampa organizational structure; and WHEREAS, by placing the administration of the Convention Center, the Parks and Recreation Department, Art Programs, as well as the coordination of major events, and representation on non-profit boards, under a single Administrator to be known as the Convention Center, Tourism, Recreation and Cultural Arts Administrator, these hnctions can be more closely coordinated and administered more efficiently; and WHEREAS, some functions that are presently operating under the administration of the Neighborhood Services Administrator can be reassigned to other management without affecting their services to the public; and WHEREAS, by placing the Code Enforcenlcnt and Business Tax Department, and Community Affairs under Growth Managenlent and Development Services; Clea~l City under the Department of Public Works; and Neighborhood and Community Relations under the Chief of Staff, these fi~nctions can continue to be efficiently managed and serve the public well; and WHEREAS, this consolidation and reorganization will result in a savings to the City of at least $293,285.00. NOW, THEREFORE, by virtue of the authority vested in me as the Mayor of the City of Tampa by Section 6.08 of the Charter of the City of Tampa and the laws of the State of Florida, I do hereby prescribe and promulgate the following:

1. The positions of the Convention Center and Tourism Director, and the Neighborhood Services Administrator are hereby merged and renamed the Convention Center, Tourism, Recreation and Cultural Arts Administrator, 2. That Santiago Corrada be contirmed as the Convention Center, Tourism. Recreation and Cultural Arts Administrator at his current salary. 3. That the Convention Center, Tourism, Recreation and Cultural Arts Administrator have under his management the administration of the Convention Center, Parks and Recreation Department, Art Programs, and the coordination of major events. and representation on non-profit boards as determined from time to time by the Mayor. 4. That the Clean City Division presently under the Neighborhood Services Administrator bc reassigned to the Public Works Department. 5. That the Department of Code Enforcement and Business Tax, and the Community Affairs Division presently under the Neighborhood Services Administrator bc reassigned lo the Director of Growth Management and Developn~ent Services. 6. That the Neighborhood and Community Relations Division presently under the Neighborhood Services Administrator be reassigned to the Chief of Staff. 7. WHEREAS, the City of Tampa is required to hold public hearings on all proposed ordinances pursuant to Chapter 166, Florida Statutes and pursuant to Section 27-394, City of Tampa Code of Ordinances; and, WHEREAS, the City of Tampa proposes to adopt an ordinance requiring such public hearings as specifically set forth in Section 1 below. The advertisements shall be no Iess than two (2) columns wide by ten (10) inches long in a standard size or tabloid size newspaper, with a headline in the advertisements of no smaller than eighteen (1 8) point type. The advertisement shall not be placed in that portion of the newspaper where legal

notices and classified advertisements appear. The advertisement for the first public hearing shall be published at least seven (7) days but no more than forty five (45) days prior to said hearing. The advertisement for the second public hearing shall be published at least ten (10) days prior to said hearing and adoption of the ordinance. Section 3.
