The first section analyzes the changing nature of the transatlantic partnership, from harsh divisions between unilateralism and multilateralism under the Bush administration to a new definition of cooperation under US President Barak Obama. It examines the two sides respective security strategies and their changing attitudes toward major conflicts of our time: Iraq, the Israeli- Palestinian conflict, Iran and Afghanistan-Pakistan are used as case studies. The second section focuses on central issues of security: the relationship between a militarily strengthened NATO following France s return to the Alliance s military arm, its relationship with the evolving European Security and Defense Policy, EU and US global democracy-building measures, and the key role the Union can play in its neighborhood: the Balkans and Turkey. How does US policy-making influence the EU s room for maneuver in these areas? EU and US responses to nonproliferation and terrorism will also be considered in this section of the course.

- 2 - The third section examines crucial issues of EU-U.S. relations in the fields of trade and investment, including its interaction with Russia and the rising power China. This section will also discuss the transatlantic responses to the global financial crisis and the future of the regulatory environment. In the final section of the course, we will consider the emerging nature of global governance and the US and EU roles within these bodies, including the G-20. We will examine the different perspectives on the issues at stake in the Doha Round of world trade negotiations and changing attitudes toward the role of the International Criminal Court. Differing EU and US attitudes to assuring continued, secure energy supplies will also be addressed as well as transatlantic approaches to climate change. The EU Ambassador to the United States, Joao Vale de Almeida, will introduce a class session on EU-US Relations and Ambassador Richard Morningstar, the Special Envoy for Eurasian Energy Policy of the State Department, will introduce a class session on Energy Security and US Diplomacy. There will be an OPTIONAL SIMULATION EXERCISE on a NATO Security Crisis on a date to be determined (usually from 18:00 to 20:00) with the help of NATO Staff Members from the ALLIED COMMAND TRANSFORMATION at Norfolk, VA. The Exercise was originally worked out for NATO Defence Ministers. Finally, the Paul Henri Spaak on The EU Facing Global Challenges by Baroness Catherine Ashton, High Representative for Foreign Affairs and Security Policy of the EU (on September 27th 4:00-6:00 pm), as well as the Lecture the lecture series Challenges of the 21 st Century: European and American Perspectives organized by the Center for European Studies are recommended. European policy makers will discuss some of the most pertinent issues shaping the transatlantic relationship. COURSEWORK AND GRADING Midterm Policy Memorandum: 1/4 of grade. Page limit: 5 pages double-spaced. The assignment will be given out in late October with five days to complete. Please use the course webpage drop-box to submit the assignment as a Word file. Take-Home Final Examination: 1/2 of grade Take-home final exam will be given out near the end of the class and due before the holidays. It will be available electronically on the course website and we will also e-mail it using the IGA-329 listserv. Please use the course webpage drop-box to submit the assignment as a Word file. Late submissions will only be accepted under extraordinary circumstances approved by the instructor. Presentations in Class, Attendance, and Participation: 1/4 of grade Class attendance, excellent class presentations, and participation. Habitual absences and lack of participation will result in a lower grade. Please come prepared to participate in class discussions. Students will be asked to give a short presentation (5-10 minutes) that opens the class discussion answering a question distributed in the preceding session and posted on the class website. The question could be, for example to summarize a briefing for the US Secretary of State, British, German, or French Foreign Minister on how to respond to a specific aspect of Iranian nuclear policy.
