(R15-03-1 03) That Corporate Services Report Number Clerk 2015-003, prepared by Cheryl Bondy, Manager of legislative Services and Clerk and submitted by Donna Hunter, Director of Corporate Services and Treasurer, dated March 4, 2015 recommending that three Council members be appointed to sit as members of the Court of Revision for the Bellcreft Beach Diversion Drain, Bellcreft Beach Drainage 2012 Study, Final Report Option C scheduled for Monday, March 30, 2015 at 6:00 PM in the Town of Essex Municipal Building Council Chambers, 33 Talbot Street South, Essex Ontario, be received and that Councillor Snively, Councillor Bondy and Mayor McDermott be appointed as members of the Court of Revision. Community Services Report 2015-004 entitled "Results of Request for Proposal Janitorial Services" be received; and 2. Council award the Request for Proposal Janitorial Services to Commercial Cleaning Services commencing April1, 2015. (R15-03-1 04) That Community Services Report Number 2015-004 prepared by Jackson Tang, Assistant Manager, Business Services and submitted by Doug Sweet, Director of Community Services dated March 16, 2015 providing Council with results of the Request for Proposal for Janitorial Services, be received and that Council concurs with the recommendations contained in the report that the contract be awarded to Commercial Cleaning Services commencing April1, 2015. Correspondence a} Canada Post Potential elimination of Saturday business hours at the McGregor Post Office (R15-03-1 06} That correspondence from Canada Post, dated February 27, 2015 advising Council of the potential elimination of Saturday business hours at the McGregor Post Office, be received; that Canada Post be requested to submit empirical data on the number of Saturday morning customers at the McGregor Post Office; and that an invitation be extended to Canada Post to meet with Council. "Carried" b) Natalie Sinn Fun Fest Committee (R15-03-1 07} That the email from Natalie Sinn, dated March 4, 2015 offering to sit on the Fun Fest Committee, be received; that Natalie Sinn be appointed to the Essex Fun Fest Committee to November 30, 2018; and that By-Law Number 1376 be updated. "Carried" c) Association of Municipal Managers, Clerks and Treasurers of Ontario (AMCTO} Jeffrey Morrison and Jake Morassut This item was brought forward and heard after item 5. d). d) Town of Aurora Resolution - Bill 52, the Protection of Public Participation Act (R15-03-1 08} That correspondence from the Town of Aurora, dated February 24, 2015, advising Council that the Town of Aurora supports Bill 52, the Protection of Public Participation Act, designed to create a new procedure in civil litigation to help ensure that our courts are not used for bringing lawsuits to silence or deter people from speaking out on matters of public interest, and asking the Town of Essex to endorse their resolution that supports Bill 52 be received; that the Council of the Town of Essex supports the Town of Aurora's resolution; and that the Honourable Kathleen Wynne, Premier of Ontario and Taras Natyshak, M.P.P Essex, be notified of our support. (R15-03-1 09) That the petition, received March 9, 2015 containing 30 signatures from residents who require the use of Arthur Street to access King Street East in Harrow Centre and who are unhappy with the current state of disrepair of the roads in the Town, be received and the estimated cost of repair be added to the 2016 budget deliberations. "Carried" f) Southern Ontario Military Muster 2015 > Requesting an exemption from the Town's Noise By-Law Number 690 > Requesting permission to erect a free standing 4 x 8 sign at 60 Fairview Avenue (to be placed at County Road 23 entrance) and a sign in front of the municipal building, 33 Talbot Street South for the June 13 and 14, 2015 weekend (R15-03-11 0) That correspondence from the Southern Ontario Military Muster (SOMM), dated March 10, 2015 asking Essex Council to consider granting an exemption from the Town's Noise By-Law Number 690 to allow for a military muster re-enactment; and permission to erect a free standing 4 x 8 sign at 60 Fairview Avenue (to be placed at County Road 23 entrance) and a sign in front of the municipal building, 33 Talbot Street South to advertise one month prior to the event on June 13 and 14, 2015 be received and approved; and that the Essex O.P.P. and the Town's By-Law Enforcement Department be notified of the exemption. New Business a) Councillor Snively- Colchester Harbour Washrooms Councillor Snively brought to Council's attention the need for a washroom year round at the Colchester Harbour in the vicinity of the pirate ship.
