RECOMMENDATION: That City Council approve City Council Minutes of September 25, 2017. P. 15 2. SUBJECT: FRIENDS OF REGIONAL PARKS FOUNDATION GRANT ACCEPTANCE FOR FISCAL YEAR 2017/2018 1. Accept the Fiscal Year 2017/2018 Friends of Regional Parks Foundation Grant in the amount of $850; and 2. Approve the allocation of the grant funds in the amount of $850 to be utilized in the following increments: Healthy Yucaipa Initiative - Community Garden ($500) and Environmental Science Day Camp Program for up to 116 participants enrolled in Yucaipa Spring Day Camp ($350 credit with County Parks). SUBJECT: ORDINANCE TO ADOPT STREAMLINED PERMITTING FOR ELECTRIC VEHICLE CHARGING STATIONS RECOMMENDATION: That City Council waive further reading and adopt Ordinance No. 362, amending Title 15 of the Yucaipa Municipal Code establishing an expedited, streamlined permitting process for electric vehicle charging stations to ensure compliance with State Law (AB 1236). P. 25 4. SUBJECT: HABITAT CONSERVATION FUND GRANT PROGRAM RECOMMENDATION: That City Council adopt Resolution No. 2017-42, approving the submittal of a grant application requesting the amount of $521,780 for the construction of the multi-use trail components of the overall Wilson III Basin Project. P. 29 5. SUBJECT: SECOND AMENDMENT TO THE EXCLUSIVE NEGOTIATING AGREEMENT REGARDING THE WILSON III BASIN PROJECT RECOMMENDATION: That City Council approve the Second Amendment to the Exclusive Negotiating Agreement by and between KB Home California LLC and the City of Yucaipa regarding the Wilson III Basin Project. P. 42 6. SUBJECT: SPECIAL EVENT PERMIT APPLICATION-BREWCAIPA RECOMMENDATION: That City Council approve the Special Event Permit Application submitted by Brewcaipa to conduct an Oktoberfest event on Saturday, October 14, 2017, in the parking lot adjacent to Brewcaipa. 1. Adopt Resolution No. 2017-45, rescinding Resolution No. 2016-13 and reestablishing the Youth Advisory Committee of the City of Yucaipa; and 2. SUBJECT: 35058 YUCAIPA BLVD BUILDING IMPROVEMENTS PROJECT NO. 11014 AND YUCAIPA PERFORMING ARTS CENTER UTILITY RELOCATION UNDERGROUND - PROJECT NO. 11057 CHANGE ORDERS 1. Approve and authorize the City Manager to execute Change Order No. 3 to the contract with Torga Electrical of San Bernardino, CA in the amount of $10,192 for the 35058 Yucaipa Boulevard Building Improvement Project - Project No. 11014; and 2. Approve and authorize the City Manager to execute Change Order No.1 to the contract with Three Peaks Corporation of Calimesa, CA in the amount of $21,349 for the Yucaipa Performing Arts Center Utility Relocation/Underground Project - Project No. 11057. P. 60 9. SUBJECT: RESOLUTION NO. 2017-46, ROAD REPAIR AND ACCOUNTABILITY ACT (SB1) FUNDING RECOMMENDATION: That the City Council adopt Resolution No. 2017-46 approving the amended FY2017/2018 Capital Improvement Program Budget incorporating a list of projects funded by Road Repair and Accountability Act (SB1) funds. P. 65 10. SUBJECT: MORATORIUM ON MOBILEHOME PARK SPECIAL RENT ADJUSTMENT APPLICATIONS UNTIL THE CONCLUSION OF THE BIENNIAL REVIEW RECOMMENDATION: That City Council provide direction as appropriate regarding a moratorium on Mobilehome Park Special Rent Adjustment Applications until the conclusion of the Biennial Review. P. 70 11. SUBJECT: MUSIC AND ARTS FESTIVAL HEADLINE ENTERTAINMENT TALENT BUYER CONTACT CONTRACT AWARD 1. Approve and authorize the Mayor to execute a contract with Golden Crown Productions, for providing talent buyer services for headline entertainment; and 2. Authorize the City Manager, or his designee, to administer the terms of the Agreement. Page 3

Award and authorize the Mayor to execute a contract in the amount of $7,591,879, with Vance Corporation of Rialto, CA for the Yucaipa Boulevard Street Improvements, Phase I and Phase II Project Project No. 10771; and 2. Approve and authorize the City Manager to execute Contract Change Order No. 1 in the deductive amount of $198,000 with Vance Corporation, such that the new contract amount will be $7,393,879; and 3. Approve the amount of $607,000 for construction contract contingency and the amount of $526,121 for construction contract administration, survey, testing and inspection for a total construction budget in the amount of $8,527,000; and 4. Approve the Plans and Specifications prepared for the Project. P. 114 13. SUBJECT: AWARD OF CONTRACT 6 TH PLACE AT WILDWOOD CREEK LOW WATER CROSSING REPLACEMENT PROJECT PROJECT NO. 10729 1. Award and authorize the Mayor to execute a contract in the amount of $2,126,696.09 with KEC Engineering of Corona, CA for the 6th Place at Wildwood Creek Low Water Crossing Replacement Project Project No. 10729; and 2. Approve the amount of $212,670 for construction contract contingency, the amount of $280,000 for construction contract administration, survey, testing and inspection, and the amount of $75,000 for project environmental mitigation, monitoring and archeological observation for a total project construction budget in the amount of $2,694,366; and 3. Amend the FY2017/2018 Capital Improvement Program by allocating the amount of $22,000 in unallocated Pavement Management Program Funding to the Project from funding previously allocated for the street rehabilitation of 6th Place between Wildwood Canyon Road and Avenue G; and 4. Authorize the City Manager, or his designee, to administer the terms of the contract; and 5. Approve the Plans and Specifications prepared for the Project. P. 121 14. SUBJECT: SHERIFF S CONTRACT UPDATED AMENDMENT FY 2017-2018 RECOMMENDATION: That City Council approve and authorize the Mayor to execute an amendment to the Law Enforcement Services Contract between the City of Yucaipa and the San Bernardino County Sheriff s Department, for an updated total annual service contract in an Page 4

amount not to exceed $9,016,005, less the annual personnel credit in the amount of $417,642, for a total net contract amount not to exceed $8,598,363 for fiscal year 2017-2018.
