President s opening remarks Opening remarks by Jeff Begley, president, at 10:30 a.m. on May 3, 2017. Jacques Létourneau, president of the CSN, also spoke to delegates. Minute of silence The president invited delegates to observe a minute of silence in memory of those who have fought for the cause of workers. He reminded us of union leaders, members, staffers and pensioners who had died. The president expressed special thoughts for comrade Donald Picotte, member of the LGBT Committee, currently in hospital for a third liver transplant. 2. Moved by Guillaume Wilson-Patry, seconded by Anna Lauzon, that the agenda and schedule for this May 3-5, 2017 Special Federal Council be adopted as presented. Amendment: Moved by Danielle Matte, seconded by Rama Dialo, that item 8, Resolution on per capita dues from the 43 rd Convention of the FSSS, be placed after raiding. Sub-amendment: Moved by Micheline Charron, seconded by Marjolaine Aubé, that item 8, Resolution on per capita dues from the 43 rd Convention of the FSSS, be placed before item 7, Elections for vice-presidents, Laurentides-Lanaudière and Bas-Saint-Laurent. Approval of the minutes of the last Federal Council Moved by Lucien Richard, seconded by Steve Heppel, that the Federal Council approve the minutes of the December 5-7, 2016 Federal Council as presented. 5. Raiding Motion to meet in camera (behind closed doors): Moved by Vicky Ouellet, seconded by Robert Poisson, that the item on Raiding be discussed in camera (behind closed doors). Nadine Lambert and Nancy Poirier, co-ordinator, Stéphane Côté, staff representative assigned to raiding, and Hubert Forcier, staff representative for information and communications, reported on raiding and the results of the votes in the campaign for changes in union allegiance. Moved by Christian Beaudin, seconded by Stéphane Lefebvre, that the Federal Council receive the verbal report on raiding. 6. Question of privilege Jeff Begley invited François Renaud, union staff representative, and Dominic Presseault, spokesperson for the Syndicat des travailleuses et travailleurs des Laurentides en santé et services sociaux, to present their on-going dispute. Moved by Josée Marcotte, seconded by Steve Bouchard, that the Federal Council support the Syndicat des travailleuses et travailleurs des Laurentides en santé et services sociaux in their dispute, in particular by signing the on-line petition. 7. Post-raiding budget Nadine Lambert, general secretary-treasurer, and Gail Gagné, staff representative for finances, presented the post-raiding budget proposal. Moved by Marjolaine Aubé, seconded by Michelle Meziade, that a paper copy of the budget proposal be given to delegates. Minutes of the May 3-4, 2017 Special Federal Council Page 3 of 7

Motion to adjourn: Moved by Michel Pietrantonio, seconded by Simon Deschênes, that the special Federal Council meeting be adjourned at 4:00 p.m. to proceed with a joint Sectoral Federal Council meeting of classes of personnel and then that the special meeting of the Federal Council be resumed at 5:00 p.m. The special meeting resumed at 5:00 p.m. Motion to meet in camera: Moved by Marie-Josée Hamelin, seconded by David Deschatelets, that the item on the post-raiding budget proposal be discussed in camera behind closed doors). Moved by Daniel Mallette, seconded by Billy Lavoie, that the Federal Council receive the post-raiding budget proposal. 8. Resolution on the term of elected officers Jeff Begley presented the Federal Bureau s position on the continuation of elected officers terms. Considering that the regular FSSS-CSN convention is in 13 months; Considering that the government s objective is to destabilize the political structures of union organizations at the local, regional and national levels; Considering that in the coming months, a large part of our time and energy will have to be put into struggles to continue and establish new democratic political structures in our unions, reorganize services, prepare and revise national structures and plan for the next round of bargaining; Considering that at the next convention the FSSS wants to present an ambitious program for the reorganization of structures, which must take into account the changes caused by the implementation of Bill10; Considering that it is necessary in the coming year to continue our struggles to maintain the public system in health care, social services and childcare services: The Federal Bureau, in accordance with the its constitution and by-laws, the CSN s constitution and by-laws, and past practices, recommends that the FSSS elected officers whose unions lost the vote in the current campaign for union allegiance be able to complete their term of office through to the convention in 2018 by means of leave without pay, so as to ensure the accomplishment of Federation mandates and a transition through to the regular convention. Moved by Carole Ménard, seconded by Nathalie Fontaine, that the Federal Council adopt the Federal Bureau s resolution to the effect that elected officers continue their term of office until the FSSS convention in 2018, as presented. Vote by secret ballot: Moved by Marie-Josée Hamelin, seconded by more than 25 people, that a secret ballot be used for the vote on the Federal Bureau resolution regarding the continuation of elected officers terms of office. The resolution was therefore voted on by secret ballot. The main motion was defeated. Destruction of ballots: Moved by Claude Talbot, seconded by Linda Mercier, that the ballots be destroyed. New resolution: Moved by Chantal Lamoureux, seconded by Nadia Vallée, that the FSSS hold a special convention in September to review political structures, and that in the meantime the current structures be maintained. 9. Resolution elections Jeff Begley presented the Federal Bureau s thinking leading to the resolution on vacant positions on the Federal Bureau. Considering that the period for changes in union allegiance significantly modified our union map; Considering that we are in the process of reorganizing in order to continue our primary mission and offer the same level of services to members; Considering that there are 11 months left before a major event in the life of our federation, namely our convention; Minutes of the May 3-4, 2017 Special Federal Council Page 5 of 7

Considering that we are in the last third of the work on current mandates; The Federal Bureau proposes that the vacancies on the Federal Bureau not be filled until the FSSS convention in 2018. The Federal Bureau recommends that the Federal Council adopt the Federal Bureau s resolution not to fill vacancies on the Federal Bureau before the FSSS convention in 2018. Debate on this. The resolution was withdrawn by the Federal Bureau. 10. Question of privilege Jeff Begley invited Lynn O Cain and Luc Steben, union staff representative, to present Leucan s Vol d été campaign. Moved by Marlène Ross, seconded by David Deschatelets, that the Federal Council support the Leucan Vol d été campaign by purchasing tickets or booklets of tickets to help fund the summer camp for children with cancer and their families. unanimously 11. Appointment of the election president and secretary and election procedures Moved by Sonia Leboeuf, seconded by Sylvie Landry, that Chantal Laurin and Jean- Claude Gagnier, union staff representatives, act respectively as election president and secretary at this Federal Council. 12. Election procedure Jeff Begley invited Chantal Laurin and Jean-Claude Gagnier, respectively election president and secretary, to explain election procedures. There were no candidates. 13. Resolution on per capita dues from the 43 rd Convention of the FSSS Jeff Begley explained the procedures undertaken in relation to the resolution presented to the 43rd Convention and leading up to the Federal Bureau s resolution on per capita dues. Moved by Stéphane Chrétien, seconded by Stéphane Lefebvre, that the FSSS-CSN work to find solutions, notably adequate funding, aimed at improving local union life, which take into account the new realities of unions. That the FSSS, if possible with other components of the CSN, diagnose the situation of unions and develop solutions. Minutes of the May 3-4, 2017 Special Federal Council Page 6 of 7

That this diagnosis be done in close collaboration with a diversity of unions in order to identify an overall set of situations typical of the FSSS. That the FSSS call on the CSN at its next convention to participate actively in this work. 14. Adjournment There being nothing further on the agenda, Jeff Begley, president, adjourned the meeting of the Special Federal Council at 4:30 p.m. on May 4, 2017.
