GENERAL INFORMATION NAME The name of this association is the Pennsylvania Association of County Agricultural Agents (PACAA). All Regular Members of PACAA are members of the National Association of County Agricultural Agents (NACAA). The objectives of PACAA, and much of the committee structure, correspond to those of NACAA. MISSION STATEMENT The Mission of PACAA is to promote the professional improvement of members, recognize their outstanding accomplishments, and to seek support for Extension, its people, clientele, and programs. VISION STATEMENT PACAA strives to be the most effective and efficient team of Extension -Educators in the world. PURPOSE The purposes of this association are: to enable effective working relationships among members, to encourage and provide professional improvement, to maintain a close liaison with Extension Administration and key leadership, to provide for recognition of distinguished service and noteworthy contributions to Cooperative Extension Service and the agricultural community. WHAT PACAA & NACAA CAN DO FOR YOU GIVE you a professional home. RAISE YOUR PROFESSIONAL STANDARDS by providing opportunities for the exchange of ideas and methods. OFFER BENEFITS such as scholarships, awards, recognition, and other benefits that could not be obtained individually. INITIATE AND DEVELOP understanding and support for new and expanded programs. REPRESENT the interests of the membership with administration. PROVIDE opportunities to meet, know, and enjoy the fellowship of Cooperative Extension workers at the County, State, and National level. The Association has been, and still is, a wonderful tool in the hands of its members. It should always be used for the good of its members and Cooperative Extension. WHAT YOU CAN DO FOR PACAA & NACAA SHARE your ideas, philosophies, objectives, concerns and problems with the officers, directors, committees and members of the Association. PARTICIPATE in Association activities and meetings. Contribute so that others may learn from you. STRIVE to be the best Extension Worker possible and make your Association the best professional association possible. ENHANCE the professional image of agricultural extension educators and our Association by your actions, words, and deeds. COOPERATE with your fellow workers. PAY your dues and give the Association your financial support. Dues are payable any time prior to the conclusion of the fall meeting. 5

EXTENSION PROFESSION As an Extension worker, you are a member of a group of professional individuals. The Extension program in each of the sixty-seven counties in Pennsylvania is different - all because of the fact that it is guided by individuals like you. The program that you develop and execute will be people-oriented. Therefore, it will be quite flexible. Every day will be an educational opportunity - for you to learn and for you to teach others. Every day in Extension will be different - don t pass up the opportunity to meet this challenge. Because of this individuality, Extension workers have worked since 1914 without time clocks, mandated pay scales and many other rules and regulations. This allows the individual and administration to get the job done and Extension to be envied by other professional groups for its success, integrity and freedoms. MEMBERSHIP There are two different membership classes regular and affiliate. Membership is counted within the regular calendar year (January 1 st to December 31 st ). Dues must be paid for the upcoming year by the end of the current year. REGULAR MEMBERSHIP for any Extension employee regardless of race, creed, sex, color, or national origin, with the equivalent of a baccalaureate degree, may become a Regular Member by paying the annual dues and agreeing to abide by the provisions of the by-laws. (Any Extension employee includes county based, regional, or university based; it also includes county paid employees.) AFFILIATE MEMBERSHIP for any Extension employees without a Bachelor s degree may join PACAA as an Affiliate Member by paying the applicable annual dues and agreeing to abide by the provisions of the by-laws. Affiliate members may attend professional improvement programs; however, they do not have national membership, hold office, or have voting privileges. LIFE MEMBERSHIPS for a member who is active at the time of retirement may become a life member. Prior active members who are not active at the time of retirement or those who leave Extension prior to retirement are not eligible. Certificates are to be presented by the membership secretary to agents when they retire. Life members are provided with NACAA life member cards as issued by the PACAA membership secretary. Individuals who are not active at retirement are retirees only. A statewide Life Member Chair will communicate with other life members in that region. A database of life members, addresses, e-mail addresses, etc. is available and maintained by the Membership Secretary. MEMORIAL CONTRIBUTION There is a resolution of remembrance to the family of any deceased active or life member for memorial contributions. Sympathy cards are to be sent to families of members who pass away by the Membership Secretary. PA retirees who passed away during that year are to be recognized at the Annual Meeting. A memorial contribution will be in the amount of the current dues level of the member in the year of their death and up to $35.00 for a life member will be made to the Kelly Scholarship in his/her honor. 6

HONORARY COUNTY AGENT AWARD is awarded to individuals who have a strong history of supporting Extension. Such individuals should be well known and respected in their local communities and it is highly desirable that they also be well known and respected in the agricultural community statewide. The purpose of the award is to give recognition and show appreciation to an individual who has befriended the agricultural community through career efforts beyond Cooperative Extension. The guidelines do not limit past Extension employees from nomination. The decision on this is made at the Spring Meeting or by June 1 st, whichever happens to be later. $200 will be allocated for the Honorary County Agent Award: $75 for the bull skin award and $125 to help cover travel expenses. (Decided in PACAA Fall Meeting Minutes 11/20/2013.) DUES Annual dues are payable by all members. The amount is set by a two-thirds vote of members at a regularly called meeting of the Association. PACAA dues from Regular Members include membership in the NACAA. (Appendix B: Dues Structure) MEMBERSHIP CREDIT is a combined credit of $30.00 each from the fall (i.e. 2006) and spring (i.e. 2007) PACAA sponsored professional improvement meetings will be deducted from an individual s dues the following year (i.e. 2008). This pattern will then function throughout subsequent years. NEW MEMBER INCENTIVE appropriations may be made from PACAA for new Regular Members to cover part of dues up to $55.00 each. This policy is effective September 2007 for new hires. COMMUNICATIONS A distribution list is available to communicate with all PACAA members (Appendix F: Distribution Lists, Website, and SharePoint Guidelines). To remain on the list you need to pay membership dues prior to the PACAA/NACAA membership deadline (www.nacaa.com). Information of interest to the membership is available online at the PACAA SharePoint Site (http://sharepoint.ag.psu.edu/coext/pacaa) PUBLICATIONS include PACAA s website News section (extension.psu.edu/pacaa). We are encouraged to share this publication with non-members. NACAA members receive a quarterly publication known as the The County Agent (either electronically or printed). Educators are encouraged to contribute articles on the work they are doing, with information needed one month prior to publication. NACAA members also have the option of submitting journal articles to the bi-annual NACAA Journal. ARCHIVES PACAA has developed archives of the association, including pictures, documenting the history of the association. Old meeting minutes are to be placed in the archives. Treasurer s reports are to be maintained for seven years. FINANCIAL SUPPORT FOR PACAA, 501C6 status was awarded in 2002. This allows for tax exemption for PACAA, however, donors cannot deduct contributions from their tax liability. 7

FOR SCHOLARSHIPS, AM/PIC FUNDS can be moved from the General PACAA account to the Kelly Scholarship fund, AM/PIC (NACAA Annual Meeting/Professional Improvement Conference) on approval at a general membership meeting. Ag Progress Days (APD) proceeds distribution is also decided at the general membership meeting. FOR PROFESSIONAL IMPROVEMENT up to 50% of annual earnings from all investment accounts are to be allocated to a Professional Improvement line in the operations budget, and the remaining earnings are to be moved into the future NE national meetings fund. FOR REPRESENTATION IN EXTENSION FUNDING PACAA is a paid member of the PA Council of Farm Organizations, a 60 member group which produces a Yellow Book that suggests funding levels for member organizations and is distributed to all legislators. They also meet with the Ag committees for the PA House and Senate. NEW MEMBER AM/PIC ATTENDANCE INCENTIVE was created to encourage new members to attend an AM/PIC or National Annual Meeting / Professional Improvement Conference. The $250 PACAA incentive is to be used one time within the first five years of PSU Extension employment at an AM/PIC. (PACAA Board Meeting Minutes April 2015.) NACAA VOTING DELEGATES may receive up to $250 each for expenses to attend the NACAA AM/PIC. NACAA The NACAA Annual Meeting is held in a different region of the nation each year and is a high level professional experience. Members, spouses, and families are encouraged to attend. RECOGNITION, SCHOLARSHIPS AND AWARDS are available for Professional Improvement and Recognition of outstanding professional accomplishments that have a high priority with PACAA and NACAA. Many professional improvement programs and awards are offered through the various standing committees. These programs are often co-sponsored by industry sponsors and offer cash awards or expense paid educational trips. DISTINGUISHED SERVICE AWARD, ACHIEVEMENT AWARD The highest recognition award is the Distinguished Service Award (DSA) presented by NACAA each year to only 2% of the membership. Selection is based on professional accomplishment. The Achievement Award (AA) is presented by NACAA to member(s) from each state based upon state membership, with less than 10 years of service, for excellent professional accomplishments. Nominations for Distinguished Service Awards, Achievement Awards, and election of directors are done at the regional level by PACAA members. Both DSA and AA winners are presented with a Nittany Lion statue on a wooden base. An alternative award gift of equal value is presented to an agent who has already received a lion. Senatorial citations are presented to DSA recipients, as noted to the Senate by the Recognition and Awards Committee. PROGRAM RECOGNITION AWARDS Regular members may submit entries in an annual awards competition for Program Recognition. The deadline for entering the competition is March 15. Additionally, members must pay dues prior to conclusion of the fall meeting of the previous year to be eligible for national awards. Communication winners are also highlighted at the fall meeting. 8

Monetary awards are presented at both the state and national levels, with the amount depending on annual funding for communications, search for excellence and poster entries. NACAA SERVICE TO AMERICAN/WORLD AGRICULTURE AWARD is to recognize a U.S. Citizen who has made a major contribution to American/World Agriculture and is recognized by peers and the general public. The award will rotate by NACAA regions and should be limited to one individual per year. Further information and restrictions are available in the NACAA State Officers Handbook. (http://www.nacaa.com/toolkit/state_officers_handbook.pdf). NACAA HALL OF FAME selection is through an awards committee in each state. Four of those submitted will be selected nationally each year. The candidates are to be nominated by another member and have first received the DSA award. Both active Regular Members and Life Members are eligible. OUTSTANDING YOUNG FARMER AWARD was instituted in 1954 by the US Jaycees and is supported by NACAA via recommendations of potential candidates. For more information see the NACAA awards website (http://nacaa.com/awards/) under Non-NACAA Awards. PUBLIC RELATIONS efforts will be made by the Ag Issues and Public Relations chair to provide press releases that members can use in local media resources that promote positive efforts of educators. SCHOLARSHIPS THE KELLY SCHOLARSHIP is to support professional improvement with $500.00 per year, $1,000.00 maximum per agent. It can assist with the costs of an advanced degree, graduate credits, tours, seminars, research, or other specialized training. Application is available online at the PACAA SharePoint Site. Scholarship applications are due March 15. To be eligible to receive a professional improvement scholarship, a member must have donated a $40 minimum amount into the fund (some agents have been grandfathered into the category at $20). Complete the proper application form located on SharePoint Site. At the PACAA auction, the credit for money collected is attributed 100% to the seller. NACAA SCHOLARSHIP is to support professional improvement individual or group of educators, value of $1,000, or $2,000 for an educator s career. It can assist with the costs of an advanced degree, graduate credits, tours, seminars, research, or other specialized training. Application is available online at the www.nacaa.com. Scholarship applications are due June 1 st to the State Scholarship Chair. To be eligible to receive a professional improvement scholarship, a member must have donated a minimum of $40 to the NACAA scholarship fund by the end of the previous year s AM/PIC and an active member in the previous year and current year. JCEP (JOINT COUNCIL OF EXTENSION PROFESSIONALS) SCHOLARSHIP provided annually for professional development. Application is available online at the PACAA SharePoint site. Scholarship applications are due October 1. 9

UNIVERSITY RELATIONS PENN STATE S SUPPORT OF PROFESSIONAL SOCIETIES in an institution of higher learning it is recognized that in order to maintain professional competence in the various disciplines it is necessary to maintain contacts in the disciplines through membership in professional societies and associations. The professional societies provide an opportunity to maintain and upgrade competence and professional standards by face-to-face discussions, by journals distributed as part of the membership, and by meetings where papers are presented. PENN STATE POLICY ON INSTITUTIONAL MEMBERSHIPS in accordance with Penn State Policy HR12 (https://guru.psu.edu/policies/ohr/hr12.html): normally, the University will not pay for individual memberships to organizations. However, some organizations are structured in such a way that only individual memberships are available. In rare instances where, in the judgment of the budget executive, the University can only be represented in such a manner, charges for individual memberships will be processed for payment. Requests for approval are made via a Special Request for check as indicated above. ASSOCIATION MEETINGS The administration of Cooperative Extension, the College of Agricultural Sciences, and The Pennsylvania State University recognize PACAA and NACAA. Time spent in attending meetings is considered as On the Job provided that this privilege is not abused. It is permissible to be reimbursed for expenses incurred in attending Association functions for yourself from your local Extension Association, provided this meets the approval of your Executive Committee and the County Commissioners. TRAVEL REIMBURSEMENT TO WINNERS OF ASSOCIATION AWARDS Extension leadership has historically provided financial support in recognition of individuals from the associations who are recipients of the following awards: Distinguished Service Award (for all three associations); Achievement Award (PACAA); Achievement In-Service Award (PAE4-HA) and the Outstanding Family Living Award (PAEHE). The financial support is to be used to assist with travel costs to annual meetings at which time individuals will be receiving their recognition. A request for travel support to attend the annual meeting should be directed to the respective Assistant Director for Program (ADP). The travel will be processed through Penn State s Employee Reimbursement System (ERS) utilizing tools that are available to University employees (direct charges for airfare, registration, etc.) The award recipient will work with the administrative support assistant to the ADP to process expenditures relating to the travel.
