496 ORDERS CHRISTIAN COUNTY FISCAL COURT 13 th Day of March 2018 The Fiscal Court in and for Christian County met for regular session at 8:30 a.m. at the Christian County Courthouse and the following proceedings were had. Present and presiding was Steve Tribble County Judge/Executive. The following gentlemen, Justices in Commission, were present: Darrell Gustafson Mark Cansler Mark Wells Kenneth Bates Rich Liebe Jack Lackey David Collins Terry Bowman Also present were Mike Foster County Attorney, Walter Cummings County Treasurer, Michael Kem County Clerk, Brad Boyd Jailer and Livy Leavell Jr Sheriff. PRAYER AND PLEDGE OF ALLEGIANCE: Esquire, Rich Liebe offered the invocation. Steve Tribble, County Judge Executive, then led the Pledge of Allegiance. APPROVAL OF MINUTES: Upon motion of Esquire Mark Wells, seconded by Esquire Kenneth Bates, it is hereby ordered to approve the minutes of February 27, 2018 meeting and dispense with the reading. APPROVAL OF EXPENDITURES: Upon motion of Esquire Darrell Gustafson, seconded by Esquire Rich Liebe, it is hereby ordered to approve the expenditures for the General Fund through March 9, 2018. 498 TREASURER S REPORT: Upon motion of Esquire Kenneth Bates, seconded by Esquire Darrell Gustafson, it is hereby ordered to approve the Budget Transfers dated February 13, 2018. _ Upon motion of Esquire Kenneth Bates, seconded by Esquire Darrell Gustafson, it is hereby ordered to approve the Finance & Budget Reports dated July 1, 2017 thru February 28, 2018 subject to audit. COMMISSION & BOARD REPORTS: None CITIZENS PARTICIPATION: Margaret Prim Executive Director of the Pennyroyal Arts Council, thanked court members for their continuous support and shared information about upcoming events. Executive Director of the South Western Kentucky Economic Development Council, Mark Lindsey updated the court on the numerous requests for information on local sites in Christian County. His agency has received 25 requests for information and has hosted seven visits to a local site or building. OLD BUSINESS: None

499 NEW BUSINESS: Approve 2018-2019 Rural & Secondary Road Program Recommendations Upon motion of Esquire Darrell Gustafson, seconded by Esquire Mark Cansler, it is hereby authorized to accept the recommendations of the Kentucky Transportation Cabinet concerning the 2018-2019 Rural & Secondary Road Program. Three County roads were approved to be resurfaced. Wells, Kenneth Bates, Jack Lackey, Rich Liebe, David Collins and Terry Bowman. Approve Pay Request #9 for the Christian County Public Safety Building Upon motion of Esquire Rich Liebe, seconded by Esquire Terry Bowman, it is hereby ordered to approve payment request #9 in the amount of $276,925.88 to be paid to Codell Construction for work performed on the new Christian County Public Safety Building. Wells, Kenneth Bates, Jack Lackey, Rich Liebe, David Collins and Terry Bowman. Approve Pay Request #7 for Christian County Water District Phase 8 Project Upon motion of Esquire David Collins, seconded by Esquire Kenneth Bates, it is hereby ordered to approve payment request #7 in the amount of $33,239.00 for the installation of replacement county water lines along Dawson Springs Road. Wells, Kenneth Bates, Jack Lackey, Rich Liebe, David Collins and Terry Bowman.

500 Adopt Resolution #2018-03 re: Hunter Estates Upon motion of Esquire Darrell Gustafson, seconded by Esquire David Collins, it is hereby ordered to adopt Resolution #2018-03 and authorize Steve Tribble, County Judge/Executive to sign all necessary documents to establish a housing incentive district and authorizing a rebate equal to 80% of any increase in ad valorem tax due and payable to Christian County, Kentucky on real property owned by W&W Development, LLC in the Hunter Estates housing incentive district to W&W Development, LLC for a period of twenty years accruing after January 1, 2018. All voting aye by voice vote: Esquires Darrell Gustafson, Mark Cansler, Kenneth Bates, Jack Lackey, Rich Liebe, David Collins and Terry Bowman. _ Acceptance of Bid for Alhambra Theater Renovations Upon motion of Esquire Darrell Gustafson, seconded by Esquire Mark Cansler, it is hereby ordered to accept the lowest bid from Westerfield Builders in the amount of $1,362,739.00 for renovations to the Alhambra Theater building. Approve Training Incentive for Jack Lackey Upon motion of Esquire David Collins, seconded by Esquire Terry Bowman, it is hereby ordered to approve the training incentive for Esquire Jack Lackey for his completion of 4 units of training for a total of $4,137.04. Wells, Terry Bowman, Rich Liebe, Kenneth Bates and David Collins. Esquire Jack Lackey, abstained from the vote. Approve Training Incentive for Rich Liebe Upon motion of Esquire Darrell Gustafson, seconded by Esquire Mark Cansler, it is hereby ordered to approve the training incentive for Esquire Rich Liebe for his completion of 4 units of training for a total of $4,137.04.
