START TREATIES STrategic Arms Reduction Talks Goal was to reduce nuclear weapons START I Signed in 1991 between Gorbachev and Bush Agreed to reduce US nuclear capacity by 15% and Soviet capacity by 25% START II Signed in January, 1993 between Bush and Boris Yeltsin The goal was to reduce the combined US/Russian nuclear warheads to under 7,000 (2/3 cut) Congress never approved an extension to the treaty so it never went into effect.

START III Clinton and Yeltsin began negotiations in 1994. It would have reduced nuclear warheads to between 2,000 and 2,500. Because START II never happened, negotiations on START III ended.

Who has nukes? The former Soviet nuclear weapons were in Russia, Ukraine, Kazakhstan, and Belarus By 2005, the last of the Soviet weapons outside of Russia were supposedly destroyed.

After the breakup of the Soviet Union, the former republics created the Commonwealth of Independent States. They later became 15 independent countries.

Russia had economic problems following the collapse of the Soviet Union The United States and other countries provided some financial assistance, but not enough

The U.S. hadn t recognized Vietnam since the end of the war In 1997, the Clinton administration recognized Vietnam. Clinton was criticized due to his avoidance of the war. Two U.S. Senators and Vietnam veterans, John Kerry and John McCain led the delegation

Kerry and McCain concluded that there were no Prisoners of War (POW s) left in Vietnam The U.S. formally recognized Vietnam. The U.S. embassy in Hanoi was opened. Vietnam allowed for the return of refugees from the war. U.S. companies have opened factories in Vietnam.

The Branch Davidians were a splinter group of Seventh Day Adventists David Koresh was their leader After rumors of weapons caches, the ATF began a 51 day siege Later they attacked and burned the compound. 80 people died The government was criticized for abusing its power.

Timothy McVeigh was a Gulf War veteran supposedly upset with the government s abuse of power in the Branch Davidian standoff. His plan was to attack a federal building

On April 19, 1995 McVeigh drove a rental truck to the front of the Alfred P. Murrah federal building in Oklahoma City The explosion ripped the front off the building 168 people were killed.

19 victims were children at a daycare on the second floor McVeigh was convicted and executed in 2001 A memorial now sits on the site
