We performed a comprehensive empirical analysis of the effect of the new bankruptcy law passed 1998. We also developed a theoretical model explaining the data. Our results show that the new bankruptcy law does not provide the expected protection to debtors and shareholders. Instead, the law is captured by governors and used as a mean for taking over large insolvent (but high valued) firms. Moreover instead of promoting reconstruction it hampers it. In particular I performed a comparison of the regulatory framework in France and England in the field of regulation of Water industry and Railroad transportation. One important focus of the analysis was on the incompleteness of the various contractual arrangements involved in regulation. I gave basic courses and wrote a paper on the strategic interaction between firms and their ministry in planning and implementation.
