CL/3771 page 3 United Nations Educational, Scientific and Cultural Organization Director (D-2) UNESCO Office Brasilia (Brazil) The UNESCO Office in Brazil is one of the largest field-based operations of the Organization, with an annual expenditure in the order of US $116 million, essentially linked to large development projects funded by extrabudgetary resources, with some 130 staff in Brasilia, and an important number of project staff in the project antennas in various parts of the country. The Office cooperates closely with the UNESCO Office in Montevideo for activities in the cluster of MERCOSUR countries and regional activities in science and technology, and with the UNESCO Offices in Santiago and Havana for regional cooperation in their respective fields of education and culture. Main Responsibilities Under the overall authority of the Director-General, in close consultation with all Assistant Directors-General, and under the supervision of the Director, Bureau of Field Coordination, the Director of the Brasilia Office will have overall responsibility for the formulation, execution and evaluation of the programmes and management of the Office. The incumbent will be in charge of strategically planning, designing, implementing and evaluating high-level projects and activities, in close consultation with national authorities, and for coordination with programme sectors at Headquarters to ensure that they are in line with UNESCO s priorities. He/she will also maintain consultation and cooperation with United Nations agencies as part of the United Nations country team, with development banks, NGOs and bilateral organizations, with a view to providing input for programming, generating projects and mobilizing corresponding funding from extrabudgetary sources. Qualifications and Experience - Advanced university degree in a field related to UNESCO s competence. - At least 15 years relevant professional experience, including some 10 years at international level working on development issues related to the fields of competence of UNESCO. - Proven experience in the administration and management of substantial financial and human resources. Competencies required The successful candidate should be able to demonstrate the following competencies: - Strategic planning and management abilities, including capacity to administer sizeable financial resources and exercise appropriate supervision and control. Terms and conditions The post is at grade D-2 common to the United Nations system, with a salary composed of base salary and post adjustment, which, at the present dollar exchange rate, totals approximately US $138,300 (with dependants) or US $127,050 (without dependants) per annum, exempt from taxation. In addition, The incumbent will also be responsible and accountable for the management of the Office s human resources, administration operations and finances of the Office, in line with the Organization s policies and procedures, including effective internal controls. Finally, the incumbent will act as UNESCO Representative in Brazil, informing high officials and the media alike of UNESCO s policies and ongoing programmes and activities, and providing policy advice to Ministers and other decision-makers as appropriate. He/she will maintain close consultative relations with the National Commission, strengthening its capacity and developing synergies between the Office and the Commission. The incumbent will also work closely with the Organization s programme sectors and central services at Headquarters, specialized regional offices and other cluster and national offices in the region to ensure consistent strategies as well as proactive, innovative and responsive programming. - Professional experience in Latin America and the Caribbean; experience in Brazil would be an asset. - Basic computer skills. - Excellent command of written and spoken English or French, good working knowledge of Spanish and/or Portuguese.
