It is misunderstood in Japan, Europe is homogeneous and peaceful, so easy to reconcile, but Asia is heterogeneous and has many conflicts, that s why it is impossible to reconcile. It is not true. More than 30 million people died in WWII in Europe, Half of that in Asia. Russia 20mil. China 10mil. Under the strong reflection of death and devastation, Europe started to reconcile and to institutionalize. German-Franco effort was so important: Asia has to learn from German efforts 4

Condition of Peace Making 1. Reconciliation with Enemies 2. Co-management of Energy: Coal, Iron, Nuclear Energy 3. Collaboration with Enemy = Guarantees of Non-War Community We could perform these strategy in Asia. 5

< Why Europe could reconcile?> 1. Robert Schumann, Jean Monnet, Adenauer between wars: Coudenhove Kalergy eliminate politicians/ historically 2. The US Strategy was defenetely important, as well. : integrate Europe including Germany against USSR. That s why: German-Franco Reconciliation realized. Germany was divided between East and West Germany s rearmament started, including to NATO. *Strong collaboration of Economy-Energy(EC & Marshal Plan) and Security (NATO) : Strong Europe against Soviet Russia 6

1.Historical politicians for Asian Collabo.befor WWI, but divided Tenshin Okakura, Hirobumi Ito (Japan) An Jungun (Korea) Great East Asian Area But after WWII occupied policy: MacArthur-Emperor weak politicians/yoshida-ikeda (Economy not diplomacy) Asian continent/ Communist China/Korean War Divided and skeptical each other. 2. The US Strategy in Asia Important <<Division and Antagonism strategy>> (feared the influence of Communism) feared Asian common Community excluding US) This is the definite condition. 7

What is the difference between East Asia & Europe- South East Asia? What is the characteristics of East Asia? 1.If Russia &China collaborate, that is enormous Power. 2.US needs the foot base in Asia:Japan/ASEAN 3.MacArthur's Strategy: Division and Rule-useful can use historical strong antagonism among Japan-Korea-China. 8

Integration and divide and rule against Soviet Union against SU,China, NK SU SU China Europe Jp Ch.N-V ASEAN K-NK 9

1) German Franco Reconciliation Started after WWII By reconciliation, Germany included Europe, and got Marshal Fund. Profit to both G-F and Europe 2) German Polish Reconciliation/ or German-Russian Reconciliation started only after the end of Cold War, and not finished yet. Or even does not start. Russia and China were the biggest Sacrifice of WWI/WWII. They feel injustice and insufficient. 10

Japan-Korea-China Reconciliation had bad conditions Communist China/ and Korean War disturbed. Recon. started after1970s- / antagonism remained Different system: authoritarian/or communism No profit from Reconciliation like EC Confidence building is not enough 11

1)China is 13 times huge than Japan 2) Different system: Capitalism vs Communism 3) colonized and antagonized: discrimination, massacres, and civil war 4) Power Shift started, China surpassed Japan GDP in 2010. 12

1) Comfort Women: Sexual slave in the War (1).Japan has to apologize like Murayama, Kono discourse. (2) We have to compensation not from NGO, but from Government by common discussion (3). Most women are dying, so we have to hurry, and have to decide how we can compensate to be leaved family. 2) Historical Textbook: There is Good Model between German French Historical Textbook. But it is difficult to make German Polish Textbook. Perhaps Japan Korean-Chinese common text book will be impossible. 16

3.War Criminals. Nanking Masacres.and 731 group Conpensation and apologize will be important, Government and people NGOs 4. Making war memorials also important, like German holocaust memorial and others. 17

Confidence Building Common Text Book, ko Young Leaders Exchange Mutual Discussion and common continuous, sustainable talk especially with scholars and students. Asia also can make reconciliation leaning from the European model: German-Franco, and German Polish reconciliation 18

Now East Asia is the biggest economic unit in the world. sum of GDP by China Japan and Korea is almost the same as the US and the EU. Why not we start Reconciliation? not only by political will, but academic & young scholars will and economist will. Win-Win policy is most important for the world. Development and Prosperity in Asia is the profit of the world! 19
