1) Organising and facilitating legal migration and mobility EU Legislative framework (EU Directives on students and researchers, family reunification, long term residency, seasonal employment, Single Permit, intra-corporate transferees, Blue Card, Single Permit) Visa Code, Visa Facilitation and Visa Liberalisation Agreements Projects: EU Immigration Portal, Migration and Mobility Resource Centres, etc. 7
2) Preventing and reducing irregular migration and trafficking in human beings Legislative framework (Return Directive, Directive on employer sanctions, readmission agreements) Projects: Transfer of skills, capacity and resources; document security; Protecting and empower victims human trafficking, etc. Cooperation with EU agencies (FRONTEX, Europol, etc.) 8

Southern Mediterranean countries Latest developments: EU Communications in March and May 2011: EU offered to engage in dialogues on migration mobility and security with Southern Mediterranean countries EU proposed to start such Partnership Dialogues with Morocco, Tunisia and Egypt Dialogues with Tunisia and Morocco successfully launched in October 2011 Discussions ongoing aiming at the establishment of Mobility Partnerships with these two countries possibly still in 2012 Dialogue with Egypt did not start yet, while Jordan signalled interest to initiate also such a dialogue with the EU 18
