REGULATIONS OF THE YOUNG ENGINEERS OF ASEAN FEDERATION OF ENGINEERING ORGANISATIONS (YEAFEO) PREAMBLE We, representing the Young Engineers of the national engineering organisations under the umbrella of the ASEAN Federation of Engineering Organisations (AFEO), comprising members engaged in the common professional pursuit of engineering, aware of the important role of engineering to the advancement of the social, economic, and industrial development of the ASEAN Region; concerted in the effort to elevate and improve the quality of life of the ASEAN people through dynamic actions, productivity, increased employment opportunities and equitable distribution of wealth among the masses of the ASEAN nations; united in our consensus to participate actively in any industrial and technological programmes of the ASEAN; desirous of exchanging and sharing engineering technology; concerned in rendering protection of our basic professional rights; cognizant of the need to establish harmony and rapport among the members of our profession; and having formally associated ourselves, do hereby ordain and promulgate these Regulation. The formation of YEAFEO is in pursuant to Article 6(c) of the Joint Communique of the Governing Board of AFEO issued on 19 November 1993 CAFEO-11 (Singapore). ARTICLE I NAME The name of the group shall be the YOUNG ENGINEERS OF THE ASEAN FEDERATION OF ENGINEERING ORGANISATIONS (YEAFEO) ARTICLE II OFFICE The office of YEAFEO shall be located in the country of the member organisation hosting the next Conference of ASEAN Federation of Engineering Organisations (CAFEO) as provided for the Article IV. 32

ARTICLE III PURPOSES AND OBJECTIVES 1. To promote understanding, goodwill and co-operation amongst young engineers in the member national engineering organisations. 2. To promote and exchange ideas, experiences and to discuss problems of common interest amongst national engineering organisations and their members. 3. To support and assist the purposes and objectives of the AFEO as stated in its Constitution and By-Laws. ARTICLE IV CONFERENCE OF ASEAN FEDERATION OF ENGINEERING ORGANISATIONS (CAFEO) The hosting Group shall organise YEAFEO in keeping with the spirit of the CAFEO. ARTICLE V MEMBERSHIP Section 1 Membership of the Group shall be available only to the young engineers of the national engineering organisation in each ASEAN country. The grouping shall recognise and admit only ONE young engineering organisation from each ASEAN country. Where multiple young engineering organisations exist in a country these organisations shall group themselves under one umbrella organisation before seeking membership to the Grouping. The Grouping shall admit as a member the umbrella organisation as the sole representative of the young engineering profession in that country provided always that the Grouping is satisfied that the said umbrella organisation does in fact effectively represent the young engineering profession in that country. Section 2 Membership of the Group shall entitle the organisations and their members to all rights and privileges to membership, and shall likewise subject said members to all appurtenant duties and responsibilities thereof. Section 3 The Young Engineer shall be defined by the respective national engineering organisation as either: - a) graduate or student member of the respective national engineering organisation; or 33

b) a member of the respective national engineering organisation whose age is 35 years or below on the first of January of that year. ARTICLE VI THE YOUNG ENGINEERS COUNCIL Section 1 The governing and policy making body of the Young Engineers Group (YEAFEO) shall be the Young Engineers Council. Section 2 One (1) additional representative from each Young Engineers national member organisation, who may participate in the deliberations but may not vote, except in the absence of the principal representative provided for above. Section 3 A Chairman and a Vice Chairman shall be elected by the Council amongst its own members. The Chairman shall be the Chairman of the Young Engineers member organisation hosting the next CAFEO and the Vice Chairman shall be the Chairman of the member organisation hosting the CAFEO following the next one. Section 4 Committees shall be formed and their officers appointed by the Council as may be required in relation to specific objectives and programmes of the Group. Section 5 Meetings of the Council shall be held yearly to coincide as far as possible with the CAFEO. As the need arises, Council meetings may be held more often upon written request of the least three (3) members. Notices of meeting shall be sent out at least six (6) weeks in advance. Section 6 Tenure. The tenure of all Council members shall be one (1) year or until their successors shall have been duly elected. Where the terms of a Council member with his own organisation expires prior to the expiration of his term on the Council, his office shall be filled by the new Chairman of the subject organisation. Section 7 Quorum. To constitute a quorum, the presence of a majority of the voting members of the Council in any duly convened meeting shall be necessary. Section 8 Sponsorship. The participation of the two Young Engineer representatives to CAFEO, YEAFEO and other AFEO events may be sponsored by their respective member engineering organisation. 34

The attendance of YEAFEO representative in the Governing Board will be by invitation only. ARTICLE VII RESOLUTIONS The Group shall announce its official positions through duly ratified resolutions of all the Council members. ARTICLE VIII DUTIES AND RESPONSIBLITIES OF OFFICE BEARERS Section 1 The Chief Executive of the Group shall be the Chairman with, among others, the following duties and responsibilities; a) Execute all policies adopted by the Council; b) Represent the YEAFEO in all functions; c) Perform such other duties and functions as may be assigned by the Council. Section 2 The Vice Chairman shall have the function of assisting the Chairman on all affairs of the Group and shall exercise such other functions as may be delegated to him/her from time to time by the Chairman of the Council. ARTICLE IX FUNDING Section 1 The YEAFEO Council may raise funds through sponsorships or donations to support its activities pursuant to its goals and objectives. The funds shall be used with the recommendation and approval of the YEAFEO Council. Section 2 In the event of dissolution of YEAFEO, the funds and properties shall be disposed of in accordance with the recommendations of the AFEO Governing Board. ARTICLE X AMENDMENT Amendment of the Regulations maybe brought by a unanimous vote of the Council and endorsed by the AFEO Governing Board or by changes in Constitution and By-Laws of the AFEO Governing Board. Proposed amendments shall be circulated to all Council members for comments at least eight weeks prior to the meeting. NOTE Approved at 12 th AFEO Meeting on 29/11/94 in Brunei Darussalam 35

ARTICLE XI EFFECTIVETY Amended on 23/10/03 at 21 st CAFEO in Yogyakarta, Indonesia The Regulations take effect immediately upon written ratification by the ten (10) ASEAN Young Engineer member organisations of Brunei Darussalam, Cambodia, Indonesia, Malaysia, Myanmar, Laos, Philippines, Singapore, Thailand and Vietnam. ARTICLE XII FISCAL YEAR The fiscal year of the Council shall cover the period from January to December of each year.
