183 ORDERS CHRISTIAN COUNTY FISCAL COURT 22 nd Day of March 2016 The Fiscal Court in and for Christian County met for regular session at 8:30 a.m. at the Christian County Courthouse and the following proceedings were had. Present and presiding was Steve Tribble County Judge/Executive. The following gentlemen, Justices in Commission, were present: Darrell Gustafson Mark Cansler Mark Wells Kenneth Bates Rich Liebe Jack Lackey David Collins Terry Bowman Also present were Mike Foster County Attorney, Walter Cummings County Treasurer, Mike Kem County Clerk, Livy Leavell Jr. Sheriff, and Brad Boyd Jailer. PRAYER AND PLEDGE OF ALLEGIANCE: Esquire, Terry Bowman offered the invocation. Steve Tribble, County Judge Executive, then led the Pledge of Allegiance. APPROVAL OF MINUTES: Upon motion of Esquire Darrell Gustafson, seconded by Esquire Terry Bowman, it is hereby ordered to approve the minutes of March 8, 2016 and dispense with the reading. APPROVAL OF EXPENDITURES: Upon motion of Esquire Rich Liebe, seconded by Esquire Kenneth Bates, it is hereby ordered to approve the expenditures for the General Fund through March 17, 2016 and to include the following authorized election expense. Upon motion of Esquire Terry Bowman, seconded by Esquire Mark Cansler, it is hereby ordered to approve the expenditures for the Road and Bridge Fund through March 16, 2016.

184 Upon motion of Esquire Darrell Gustafson, seconded by Esquire Mark Wells, it is hereby ordered to approve the expenditures for the County Jail Fund through March 17, 2016. _ Upon motion of Esquire Terry Bowman, seconded by Esquire Mark Wells, it is hereby ordered to approve the expenditures for the L.G.E.A. Fund through March 16, 2016. _ Upon motion of Esquire David Collins, seconded by Esquire Jack Lackey, it is hereby ordered to approve the expenditures for the E911 Fee Fund through March 16, 2016. _ Upon motion of Esquire David Collins, seconded by Esquire Terry Bowman, it is hereby ordered to approve the expenditures for the Health Insurance Fund through March 16, 2016. TREASURER S REPORT: Upon motion of Esquire Darrell Gustafson, seconded by Esquire David Collins, it is hereby ordered to approve the Cash & Investment Report dated February 29, 2016.

185 COMMISSION & BOARD REPORTS: Irene Grace, Director of the Christian County Animal Shelter gave her monthly report for February 2016. CITIZENS PARTICIPATION: OLD BUSINESS: Motion to Reject All Bids for Sheriff s Mobile Data Terminals Upon motion of Esquire Darrell Gustafson, seconded by Esquire David Collins, it is hereby ordered to approve the motion to reject all bids for the Christian County Sheriff s Department Mobile Data Terminals. Wells, Kenneth Bates, Jack Lackey, Rich Liebe, David Collins and Terry Bowman. NEW BUSINESS: Adopt Resolution #2016-03 re: Hopkinsville Corners Development Upon motion of Esquire Darrell Gustafson, seconded by Esquire Rich Liebe, it is hereby ordered to adopt Resolution #2016-03 and authorize Steve Tribble, County Judge/Executive to sign all necessary documents to establish a retail incentive district and authorizing and directing the retention of 80% of any increase in ad valorem taxes due and payable to Christian County, Kentucky on real property owned by Grewe Hopkinsville, LLC, for a period of twenty years. Wells, Kenneth Bates, Jack Lackey, Rich Liebe, David Collins and Terry Bowman. Adopt Resolution #2016-05 re: Lease of Sheriff s Vehicles Upon motion of Esquire Terry Bowman, seconded by Esquire Kenneth Bates, it is hereby ordered to adopt Resolution #2016-05 to allow Christian County Fiscal Court on behalf of the Christian County Sheriff s Department to purchase four vehicles in the amount of $152,855.00 and further sign a Resolution with the Kentucky Associations of Counties, Leasing Trust, to finance the purchase through the state bid contract. Wells, Kenneth Bates, Rich Liebe, Terry Bowman, Jack Lackey and David Collins.

186 Approve Training Incentive for Jack Lackey Upon motion of Esquire Rich Liebe, seconded by Esquire David Collins, it is hereby ordered to approve the training incentive for Esquire Jack Lackey for his completion of 4 units of training for the total of $3,968.60. Wells, Kenneth Bates, Terry Bowman, Rich Liebe and David Collins. Esquire Jack Lackey, abstained from the vote. Closed Session Upon motion of Esquire Jack Lackey, seconded by Esquire Rich Liebe, it is hereby ordered to go into closed session pursuant to KRS 61.810 (1)(b) to discuss future acquisition of real property. Come out of Closed Session Upon motion of Esquire Darrell Gustafson, seconded by Esquire Rich Liebe, it is hereby ordered to come out of closed session pursuant to KRS 61.810 (1)(b) at 9:01 a.m. Adopt Resolution #2016-04 re: Geotechnical Testing of Future Property Acquisitions Upon motion of Esquire David Collins, seconded by Esquire Jack Lackey, it is hereby ordered to approve Steve Tribble, County Judge Executive to sign Resolution #2016-04 authorizing the execution of all necessary documents necessary to purchase tracts of real estate deemed appropriate for construction via geotechnical examination and the ability to obtain a good, sufficient and clear title to each of the properties.
