Public Forum 4.1 Hands2Serve - Herk Russell Herk Russell, 14904 Sharon Court, Wichita, announced the 7th Annual Hands2Serve Day of Service had been scheduled for Saturday, October 14, 2017. He stated in 2016 thirty-one (31) families in Andover and the surrounding Butler County area were served with the assistance of over threehundred (300) volunteers, including ten (10) churches, and the animals (staff) from Andover Fire and Rescue. They are hoping to serve more in 2017 with more churches and organizations joining in the effort. He inquired about the tree & limb drop-off location at the wastewater plant staying open later that day. (effective April 10, 2017 the hours will be 8-4:30) Mr. Russell requested the waiver of fee for use of the Central Park Lodge for their volunteer luncheon on Sunday, October 15. Page 1 of 5

Acceptance of Agenda 5.1 Susan Renner explained several documents had been updated in the council's electronic packets; agenda item 8.7 removed and replaced Fire Chief Russell's Recommendation; agenda item 12.1 added Seth Carey's Recommendation; agenda item 12.2 revised resolution for sale/discharge of fireworks (it was determined later in the meeting to move this resolution to the April 11, 2017 meeting agenda) Accept the agenda with slight modifications. 6. Mr. Mangus explained the location will be to the north of the nursery currently located in the parking lot at the Plaza Shopping Center (NE corner of Andover Road & Central Avenue). Once the nursery closes the market will move to that portion of the parking lot. Approve Temporary Use request for a Farmers Market on Saturdays, April 22 through October 27, 2017 in the Plaza Shopping Center as presented. 9.2 Andover Advantage Annual Fundraiser Sunday, May 7, 2017 Aja Drake, 1732 N Columbine, Andover, was present and provided information on the request. The event would like to change the location from previous years at Andover Road and US 54 to the Plaza Shopping Center (NE corner of Andover Road and Central Avenue) to the parking lot located on the south side. This event is an annual fund raiser for Andover Advantage which provides grant funds to the Andover school district. Motion by Hale, second by Nelson. 10. Purchase Wastewater Dept GraniteNet Software Wastewater Department GraniteNet Software Les Mangus explained this purchase request is for the equipment in the wastewater department's sewer inspection van. The software is outdated and is no longer supported by the vendor; the hardware will need to be updated to update the software. The item is available from only one source. Approve the request to purchase software upgrade from Red and Cues, Orlando, Florida, in the amount of $15,476 as presented. 11. Ordinance Massage Therapist Businesses An ordinance creating new Article 7 in Chapter V of the Code of the City of Andover, Kansas, pertaining to the licensing of massage therapy businesses within the City of Andover and regulating the conduct of participants therein. Police Chief Keller explained this will implement a massage therapy business license and massage therapist permit process for the City of Andover. This is not to hinder legitimate massage businesses but to keep out those that are involved in illegal activities i.e. human trafficking and prostitution. After a discussion it was determined the attorney will revise section 5-702 to add personal weight or athletic trainer while in the normal course of his or her duties. Motion by Tabor, second by Nelson. Adopt the Ordinance with revisions by City Attorney as discussed. Ordinance number 1635 was assigned. 12. Resolutions Baseball/Softball Use Policy 12.1 A resolution approving a baseball/softball field and concession stand use policy agreement. Seth Carey explained over the years there have been requests to use the ball fields for tournaments; with the improvements currently being made the facilities will be ready to allow usage by outside groups. J.T. Klaus explained why the wording changes from rent or rental to license, use and fees were made. Adopt the resolution as presented. (the corrections were updated in the electronic packet) Resolution number 17-02 was assigned. 12.2 A resolution repealing and replacing Resolution 16-07 establishing the dates and times for permitted sales and for permitted discharge of fireworks within the City of Andover, Kansas. 13. Member Items After discussion staff was directed to bring the resolution to the next regular meeting with the dates and times included in the resolution for consideration. Council Member Tabor had none. Council Member Nelson had none. Council Member Hale Thanked staff for the work on the historical society building; it looks really nice. Mayor Lawrence Has decided he is not going to make an appointment for the council seat vacated by Phil White. Staff has been instructed to contact the Butler County Election office for a special election. He believes there are several individuals interested and he would like the community to make that decision. (the term expires in January 2020) 14. Adjourn Motion by Tabor, second by Hale.
