Minutes of 1 st Meeting of Committee for National Electricity Plan,2015 held on 1 st September 2015 at New Delhi The first meeting of Committee for the National Electricity Plan, 2015 was held on 1 st September 2015 under the chairmanship of Chairperson, CEA to deliberate on the issues and action plan for preparation of National Electricity Plan of 2015. The meeting was attended by members/representatives of the committee for NEP 2015. List of participants is given at Annex I. Chairperson, CEA welcomed the participants and mentioned that in fulfillment of CEA s obligation under section 3(4) of the Electricity Act 2003, CEA has to prepare National Electricity Plan (NEP) in accordance with National Electricity Policy and notify such plan once in 5 years, after obtaining the approval of the Centre Government. He added that the NEP primarily includes i) short term and long term demand forecast for different regions ii) Integration of proposed capacity addition in generation including renewable and integration thereof (iii) transmission system and development of National Grid (iv) Technological options (v) key inputs viz. infrastructure requirement, fuel requirement, human resource and investment requirement etc. He further added that the latest National Electricity Plan covering the review of 11th Plan, detailed Plan for 12th Plan and perspective Plan for 13th Plan was prepared by CEA in January, 2012 and was notified in the Gazette of India in December, 2013 in two volumes (Vol I Generation and Vol-II- Transmission). Thereafter Chairperson requested Chief Engineer (IRP) and Member Secretary of committee for NEP 2015 to give a brief presentation on the preparation of National Electricity Plan, 2015. Chief Engineer (IRP) stated that NEP, 2015 is to be prepared in two volumes-generation and Transmission, which would consist of Review of the 12 th Plan (2012-17), detailed plan for the next five years (2017-2022) and Perspective plan for (2022-27).

In the presentation, Member Secretary informed that, earlier erstwhile Planning Commission used to constitute Working Group for Power under the chairmanship of Secretary (Power), MOP. The information contained in the working group report used to be a valuable input towards preparation of National Electricity Plan. Now the Planning Commission has been replaced with NITI AYOG who has not yet constituted any of such Working Group. Therefore, work of NEP has been initiated by CEA. He added that to initiate the work related to the preparation of NEP,Committee for the National Electricity Plan, 2015 has been constituted under the chairmanship of Chairperson, CEA with Chief Engineer (IRP) as Member Secretary and members from various organizations such as NTPC, PGCIL, NHPC, PFC, REC, NPCIL, POSOCO, etc. He then highlighted the proposed Terms of Reference (TOR) of the Committee. In his presentation, Member Secretary, highlighted the tasks involved including the road map for the timely completion of the Third National Electricity Plan. In order to streamline the entire process, it was proposed to constitute thefollowing sub committees: Subcommittee 1 Demand Projection Subcommittee 2 Review of 12 th plan and Generation Planning Subcommittee 3 Key Inputs for Power Sector Subcommittee 4 Fund requirement for 13 th Plan Subcommittee 5 Fuel requirement Subcommittee 6 Demand side management, energy efficiency &conservation Subcommittee 7 Integration of Renewable Subcommittee 8 Power for All Subcommittee 9 Technological Advancement and Research & Development Subcommittee 10 Transmission Planning

He explained the correlation and interlinking of the scope of proposed sub-committees for the streamlining the process of preparation of NEP within the prescribed timeframe of ten months. After the presentation, Chairperson, CEA invited the views/suggestions from the participants. The views/suggestions are as outlined below:- 1. Member Secretary, committee for NEP 2015 informed that demand projection figures as given by 18 th EPS would be used initially and would be fine tuned subsequently after 19 th EPS figures of demand projections are made available. 2. Director, NPCIL suggested that in Subcommittee on Review of 12 th plan and Generation Planning, representative from NPCIL, may also be included. 3. CEO, POSOCO proposed that representatives from POSOCO may be included in Sub-committee on Demand Projection. He also suggested that studies should indicate probable PLF of each of the stations which would serve as a guide for potential investor in power generation. Member Secretary clarified that the facility to estimate PLF is available in the planning model being used by CEA provided the requisite details are furnished by the generators. Additionally, CEO,POSOCO pointed out that demand projection being carried out by 19 th EPS Committee should give a range with confidence limit of 95%. He suggested to include flexible generation in the TOR of Sub-Committee on Integration of Renewable. 4. Consultant, Niti Ayog, suggested that representatives from Ministry Of Power and NPCIL should also be included in Subcommittee on Fund Requirement for 13 th Plan. 5. Director, PGCIL proposed that representatives from MNRE should also be included in Subcommittee on Integration of Renewables. He also proposed to

include representatives from North Eastern States like Assam in subcommittee ontransmission Planning. He opined that Government of India has huge capacity addition programme from Renewables which therefore needs to be included in planning studies. Member Secretary clarified that, as planning of renewables is being carried out independently by MNRE, CEA shall take inputs from MNRE before finalization of planning of conventional sources. He clarified that JS (MNRE) is also one of the members of NEP Committee, 2015. 6. It was decided that representatives from PFC should be included in Subcommittee on Power for all. 7. Chairperson suggested the constitution of a separate subcommittee for handling the issue of manpower/ Human resource requirements in power sector under the chairmanship of DG, NPTI with Chief Engineer, HRD, CEA as Member Secretary. CEO of National Skill Development Corporation may be included as one of the members of the above sub-committee. After deliberations the following decisions were taken: i) The Third National Electricity Plan shall be published in two volumes-vol-i: Generation and Vol-II: Transmission. ii) iii) iv) The Committee for National Electricity Plan, 2015 would constitute subcommittees as proposed by Member Secretary in the presentation. Further, a separate sub-committee for handling the issue of manpower/ human resource requirements in power sector under the chairmanship of DG, NPTI with Chief Engineer, HRD, CEA as Member Secretary shall be constituted. CEO of National Skill Development Corporation shall be included as one of the members of the above sub-committee. Sub-Committees may co-opt any expert as may be considered necessary.

v) Each Sub-Committee shall adhere to the timeline as indicated in the presentation given by Member Secretary. (A copy of the presentation is attached.) vi) The suggestions given by the members as outlined in point 1-6 for inclusion of representatives from different organizations were agreed to. vii) The inputs from MNRE shall be taken into account while finalizing the Generation Planning viii) Flexible generation shall be included in the TOR of Sub-Committee on Integration of Renewables. ix) The demand projection may preferably indicate a range with confidence limit of 95%. x) The Committee for National Electricity Plan, 2015 shall periodically review the progress made by each sub-committee. The first review is tentatively schedule in the first in last week of November. xi) Each Sub-Committee shall submit a Report to the Committee for National Electricity Plan, 2015. Each of the Report shall form an integral part of the Third National Electricity Plan. The meeting ended with a vote of thanks to the chair.
