1B Act early Individual Commitments Commitment Commitment Type Core Responsibility support and incentivize conflict analysis and early action to prevent violent conflicts and sustain peace. Operational improve capacities to prevent and resolve violent conflicts peacefully and sustain peace, including by improving on the tools to identify multi-dimensional and interconnected risks and drivers of conflict and on the capacities to translate conflict analysis into conflictsensitive programming at all levels. Operational contribute to a UN system-wide effort to identify, collect, learn from and bring to international attention concrete cases where UN prevention has worked, as the basis for a renewed and urgent international push to re-prioritize preventive action. Advocacy Core Commitments Commitment Core Responsibility Commit to act early upon potential conflict situations based on early warning findings and shared conflict analysis, in accordance with international law. Commit to make successful conflict prevention visible by capturing, consolidating and sharing good practices and lessons learnt. Where did your organization stand on these issues prior to making these commitments These commitments are core parts of our mandate. Achievements at a glance PBSO has focused all its efforts on the implementation of the resolutions on sustaining peace, which has a very strong focus on preventing the outbreak, escalation, continuation and recurrence of conflict (A/RES/70/262 and S/RES/2282 (2016)). PBSO requires that all projects and programmes funded by the PBF are based on a solid conflict analysis and provides training and technical support to UN Country Teams, including on the design of peacebuilding projects and programmes based on conflict analysis. PBSO is working closely with the office of the President of the General Assembly on the organization of the High-Level Meeting of the General Assembly on sustaining peace during the 72nd session. The Peacebuilding Fund (PBF) has supported gender equality and the empowerment of women and young people... How is your organization assessing progress We assess progress against the PBF business plans and the strategic results framework for the implementation of the Sustaining Peace resolutions Challenges faced in implementation - Fragmentation across the UN-system around the humanitarian-development-peace nexus.

- Adequate and sustained financing. Next step to advance implementation in 2017 - Implement with the World Bank(WB) the humanitarian-development-peace initiative, to support coherent planning across the HDP nexus and the development of collective outcomes. - Prepare a UN-WB Flagship Report on the prevention of violent conflict, to help our institutions work better together to prevent - Prepare the SG report on Sustaining Peace for the High-Level event during the 72nd General Assembly. This report includes options for financing UN peacebuilding activities and recommendations to enhance coherence. 1C Remain engaged and invest in stability Individual Commitments Commitment Commitment Type Core Responsibility The United Nations Peacebuilding Support Office fully supports the five Core Commitments related to and commits to contribute to the United Nations commitment to the prevention of violent conflicts, peacebuilding and sustaining peace, including through support to the Peacebuilding Commission and the management of the Peacebuilding Fund, as highlighted in General Assembly resolution A/RES/70/262 and Security Council resolution S/RES/2282 (2016). Operational support the organization of a High-Level Meeting of the General Assembly on strengthening the UN's work in sustaining peace within the next two years. Policy Core Commitments Commitment Core Responsibility Commit to improve prevention and peaceful resolution capacities at the national, regional and international level improving the ability to work on multiple crises simultaneously. Commit to sustain political leadership and engagement through all stages of a crisis to prevent the emergence or relapse into Commit to address root causes of conflict and work to reduce fragility by investing in the development of inclusive, peaceful societies. Where did your organization stand on these issues prior to making these commitments These commitments are core parts of our mandate. Achievements at a glance PBSO has advocated for coherent activities around the Humanitarian-Development-Peace (HDP) nexus throughout the UN system, including by co-organizing a workshop of the Inter-Agency Standing Committee and the UN Working Group on Transitions in October 2016. This workshop focused on the operationalization of the humanitarian, peace and development nexus, focusing particularly on joined up analysis and planning and identification of collective outcomes. The Peacebuilding Fund (PBF) is risk-tolerant and is a financial instrument of first resort in situations of high risk or volatility. The PBF has a comparative advantage in relatively high-risk programmatic settings. It has developed a rigorous, proactive approach to risk management in its corporate governance through the designation of a risk marker system and through policies that ensure tighter management focus on high-risk/high-return programmes. Launching the Humanitarian, Development, Peace initiative together with the World Bank, to enhance coherence across the HDP nexus. How is your organization assessing progress We assess progress against the PBF business plans and the strategic results framework for the implementation of the Sustaining Peace resolutions

1D Develop solutions with and for people Individual Commitments Commitment Commitment Type Core Responsibility put local actors, including women and young people, at the fore and to support and strengthen national and local systems and capacities for conflict prevention and resolution. Partnership Where did your organization stand on these issues prior to making these commitments These commitments are core parts of our mandate. Achievements at a glance - The Peacebuilding Fund (PBF) has supported gender equality and the empowerment of women and young people through the third Gender Promotion Initiative and the first Youth Promotion Initiative. In 2016, it allocated 20 per cent of its resources to projects that focus on gender equality or women s empowerment as a principal objective. The PBF was the first UN fund to reach the 15 percent target (in 2015) set by the Secretary-General in 2010. - The Peacebuilding Fund (PBF) empowers communities in which it invests through community-based monitoring schemes that provide conflict-affected communities with mechanisms to directly voice their opinions and express demands to members of Joint Steering Committees and other oversight bodies charged overseeing implementation of PBF-funded projects. 5C Invest in stability Individual Commitments Commitment Commitment Type Core Responsibility The United Nations Peacebuilding Support Office commits to provide through the Peacebuilding Fund fast, flexible and risk-tolerant financing for the prevention of violent conflicts, peacebuilding, sustaining peace and resilience development, dependent on financial contributions of donors to the Peacebuilding Fund. Financial Invest in Humanity Where did your organization stand on these issues prior to making these commitments These commitments are core parts of our mandate. Achievements at a glance The Peacebuilding Fund (PBF) is risk-tolerant financial instrument of first resort in situations of high risk or volatility. The PBF has a comparative advantage in relatively high-risk programmatic settings. It has developed a rigorous, proactive approach to risk management in its corporate governance through the designation of a risk marker system and through policies that ensure tighter management focus on high-risk/high-return programmes. Collectively, these measures enable the Fund s comparatively higher risk tolerance to other Funds and contribute directly to the PBF s organizational effectiveness and added value. In Somalia, for example, the PBF has supported the extension of state authority in newly recovered areas from Al Shabaab in the South-Central Region, including through the utilization and reinforcement of evolving country systems, demonstrating through resources delivered under a peace and security mandate that these risks can be monitored, shared and managed. How is your organization assessing progress We assess progress against the PBF business plans and the strategic results framework for the implementation of the Sustaining Peace resolutions.
