Background: Page 2 of 3 ASME Section V, T-150 (c) specify that When required by the referencing Code Section, all nondestructive examinations performed under this Code Section shall be done to a written procedure. This procedure shall be demonstrated to the satisfaction of the Inspector. Also the Section III, NB 5112, which is the referencing Code Section for nondestructive examination of fabrication, specify that All nondestructive examinations required by this Article shall be performed in accordance with detailed written procedure which have been proven by actual demonstration to the satisfaction of the Inspector. Therefore, Nuclear Component Certificate Holder except for NS Certificate Holder shall demonstrate written nondestructive examination procedure to the satisfaction of the Inspector. However, the Section III, NB-2500 which is the referencing Code Section for nondestructive examination of material does not specify any requirement for actual demonstration of nondestructive examination to the satisfaction of the Inspector or the NDE Level III. Code Reference: ASME Section V, Article 1 T-150 PROCEDURE (c) When required by the referencing Code Section, all nondestructive examinations performed under this Code Section shall be done to a written procedure. This procedure shall be demonstrated to the satisfaction of the Inspector. The procedure or method shall comply with the applicable requirements of this Section for the particular examination method. Where so required, written procedures shall be made available to the Inspector on request. At least one copy of each procedure shall be readily available to the Manufacturer s Nondestructive Examination Personnel for their reference and use. ASME Section III NB-2500 EXAMINATION AND REPAIR OF PRESSURE RETAINING MATERIAL NB-2541 Required Examination (a) Forgings and bars shall be examined by the ultrasonic method in accordance with NB-2542, except forgings or sections of forgings which have coarse grains, or configurations which do not yield meaningful examination results by ultrasonic methods, shall be examined by radiographic methods in accordance with Section V, Article 2, using the acceptance standards of NB-5320. In addition, all external surfaces and accessible internal surfaces shall be examined by a magnetic particle method (NB-2545) or a liquid penetrant method (NB-2546). NB-2542 Ultrasonic Examination NB-2542.1 Examination Procedure. All forgings in the rough-forged or finished condition, and bars, shall be examined in accordance with Article 5 of Section V and the following supplemental requirements. NB-2545 Magnetic Particle Examination NB-2545.1 Examination Procedure. The procedure for magnetic particle examination shall be in accordance with the method of Article 7, Section V. NB-2546 Liquid Penetrant Examination NB-2546.1 Examination Procedure. The procedure for liquid penetrant examination shall be in accordance with the method of Section V, Article 6. ASME Section III NB-5000 EXAMINATION NB-5112 Nondestructive Examination Procedures All nondestructive examinations required by this Article shall be performed in accordance with detailed written procedures which have been proven by actual demonstration to the satisfaction of the Inspector. The procedures shall comply with the appropriate Article of Section V for the particular examination method. The digitization of radiographic film and radioscopic images shall meet the requirements of Section V, Article 2, Mandatory Appendix III, Digital Image Acquisition, Display, and Storage for Radiography and Radioscopy. Written procedures and records of demonstration of procedure capability and personnel qualification shall be made available to the Inspector on request.
