The UNESCO Institute for Statistics (UIS) provides to UNESCO Member States and the international community a wide range of policy-relevant, timely and reliable statistics in the fields of education, science and technology, culture and communication. The Institute, by gathering a wide range of quality statistical information, aims at helping Member States to analyse the efficiency and effectiveness of their programmes, and to interpret and report on the global situation. Main responsibilities Guided by the Institute s Governing Board, under the direct authority of, and in accordance with the powers delegated by the Director-General of UNESCO, the incumbent is responsible for administering the UNESCO Institute for Statistics, and for planning, executing and reporting on its programme and budget. To this end, he or she prepares the Institute s annual draft programme and budget for submission to the Governing Board and upon approval, draws up a detailed plan of activities, directs its execution and submits annual reports to the Governing Board on the execution. The Director of UIS is the leader of the profession of statistics within UNESCO and as such represents the Director-General at the United Nations Statistics Commission and other high-level meetings concerning statistics. He/she develops the statistical strategy of UNESCO and takes full responsibility for the professional development of statisticians within the Organization, ensures compliance with professional codes of practice and with the Internal Oversight Service, participates in quality assurance of statistical work throughout UNESCO. Duties also include being responsible for strengthening the substantive links between the Institute s Qualifications and experience - Advanced university degree, preferably in statistics, but other quantitatively based social science disciplines will be considered. - Significant experience in the design and implementation of systems of data collection. - Substantial experience in policy development and analysis using statistics, preferably in at least one of the fields of education, science and technology, culture and communication. - Ability to identify emerging policy issues and to translate these into data and analytic needs, preferably in one of UNESCO s fields of competence. Competencies The successful candidate should be able to demonstrate the following competencies: - Ability to plan strategically and manage an extensive programme; - Lead and motivate teams in a multicultural environment; ensure continuous training and development of staff; Terms and conditions The post is at grade D-2 common to the United Nations system, with a salary composed of base salary and post adjustment, which, at the present dollar exchange rate, totals approximately US $128,315 (without dependants) or $139,674 (with dependants) per annum, exempt from taxation. In addition, UNESCO offers an activities and UNESCO s other programmes, with a view to enhancing their complementarity and to contributing to the overall policies and work programme of the Organization; establishing and maintaining close professional relationships with governmental, non-governmental, international and national institutions, as well as relevant professional bodies, working in the same fields as the Institute, so as to maintain and improve a comprehensive flow of information on statistical matters for national and international use.
