NOTIFICATION OF MEDIA: The media was notified of this meeting on January 05, 2018. ELECTION OF ASPC OFFICERS FOR 2018: Commissioner Basore made a motion that Commissioner John Allison be elected Chairman for 2018. This motion was seconded by Commissioners Christenson/Edwards and passed. Commissioner Christenson made a motion that Commissioner Bob Burns be elected Vice- Chairman for 2018. This motion was seconded by Commissioner Benton and passed.

MINUTES OF ARKANSAS STATE POLICE COMMISSION MEETING January 11, 2018 Page 2 Commissioner Benton made a motion that Commissioner Jane Christenson be elected Secretary for 2018. This motion was seconded by Commissioner Burns and passed. Commissioner Shepherd stated 14 years ago and I told Joyce this morning that I was a young man at that point in time and 14 years later, I am a senior citizen, I was afforded the opportunity to serve in a capacity that has basically changed my life. I really don t have hobbies, I don t fish, I don t hunt, I don t golf, so I thought the Arkansas State Police would be a good hobby for me to have. Little did I know 14 years ago that a hobby would turn into a passion. This is an organization that represents the best and the brightest of law enforcement anywhere in the State of Arkansas and the United States of America. Thank you for this time with the dedicated, talented, selfless men and women of the Arkansas State Police. As I reflect on my time with the Commission, I am flooded with such a wide range of emotions. I remember when spouses and children and sometimes whole communities brimmed with pride as they posed for pictures after promotions and commendations, I also brimmed with pride. Whenever I rode with a Trooper and watched his cautiousness as he approached a vehicle in the darkness of night and felt uneasy, I also felt that uneasiness. When men and women were featured at retirement parties and we witnessed their expressions of relief at being able to retire, I also felt that relief. Do I ever remember the fish fry s and the steak cook-outs and hear the excitement of voices in a relaxed setting, Colonel I also felt that relaxation. And then there were those dreaded and unanticipated moments as we stood in silence shoulder to shoulder and listened to a dispatch call out 10-7, 10-42. And those moments as tears streamed down the cheeks of those who would face lonely days ahead, they also ran down my face. In this time, I have had the privilege of serving at the will of 3 Governors and alongside 6 Directors, have had the opportunity to see Troopers promoted to Lieutenants, Corporals into Captains, Sergeants and Captains into Lt. Colonels. Colonel Bryant you ve lead this organization with distinction and integrity, you ve placed everything second in priority and given your all to the Arkansas State Police and we say thank you for the work that you have done. Of course his job was made much easier with the assistance of Lieutenant Colonels, Ms. Donna Humphries, extremely competent Majors and Troop, Company and Division Commanders along the ranks of Captain and Lieutenants as well as their staffs. Who we must always, I do mean always, remember are the individuals in the field, we must keep in mind those who answer the phones, who greet the public, those who change the flat tires in 100 degree summer heat and also assist those who slide off the highway in the subfreezing temperatures. Those who give tickets to the somewhat less than grateful but somehow may have helped to save a life, those who go to homes under the covenant of light to make a notification and watch as a family s world completely unravels within minutes, we must remember them, they are the day to day operations, they are the nuts and bolts, they are the faces of the Arkansas State Police. And while we should never forget the men and women who make the Arkansas State Police the family that it is, I shall never forget the men and women that I have served with on this Commission. We are from so many varied backgrounds, so many different interest, such a variety of experiences and not one of us presents the same temperament but yet with all of our differences we all have one thing in common, a strong affection for and expected hope in the future of the Arkansas State Police. Thank you Commissioner Christenson for teaching us by example with grace and action. I am always amazed to see your smile and optimistic outlook as you continue to serve, rarely missing a Commission Meeting during the years we have served together. Thank you Commissioner Dr. Bob Burns, a soft spoken gentle giant, who always has that human element of decisions at heart. Thank you Commissioners Basore, Benton and Edwards you all stood on the premises of that which is done right and in order and decently. Your actions are filled with integrity and professionalism, thank you. I am elated to pass this gavel to Commissioner Johnny Allison whose bank was voted by Forbes as the #1 bank in the United States of America on yesterday. He has done so much for the financial aspect of this organization, giving of his personal wealth to make the Foundation an enabling effort of the Arkansas State Police. Thank you sir. He will leave this organization well and with integrity. Help me in welcoming Commission Chairman Johnny Allison. Mr. Chairman best wishes to you and the Commission this year and please remember this I am only a stone s throw away, but I won t throw stones. Thank you very much. Commission Chairman Allison stated we have a plaque for our outgoing Chairman. I told someone today that I have really enjoyed serving with Dr. Shepherd. He is an amazing individual, man of God, administrator, and educator, different from me a little bit, I do a lot of talking and what I say does not mean much, he doesn t do a lot of talking but when he says something it means a lot. Commission Chairman Allison presented a plaque to the Arkansas State Police Commission Chairman of 2017, Dr. Lewis Shepherd and stated we will dearly miss you and you are welcome back here anytime. Commission Chairman Allison asked if anyone else had a comment or had anything they would like to say. Colonel Bryant stated it has been an honor to meet a man like you, you are a man of character and integrity. I appreciate your friendship and with your wife Joyce. Most of all like Johnny said you are a man of few words but you are a leader and a great friend. I do have something that nobody else has on Dr. Shepherd, I have a picture of him in blue jeans and a cowboy shirt. MINUTES: Commissioner Christenson made a motion to approve the minutes of the December 14, 2017 monthly Commission Meeting. Commissioner Burns seconded and the motion passed. Commissioner Allison asked former Commissioner Woody Futrell didn t you want to make a comment. Woody stated I had the opportunity 12 years ago, I was called by the Governor s Office, I believe Dawn was her name and she asked me to call and introduce myself to Commissioner Shepherd. I had already tried to do that, but had not gotten his cell number. He was at Ouachita at that time and I picked up the phone and called him and we talked for about 10-15 minutes and talked about an acquaintance we both knew in Arkadelphia. When I got through I felt like I had known a friend for 20 years. When he came on the commission and we had some times that I know was tough on him, we discussed it and went right on. I want to say it was a pleasure and an honor and you always did what was best for the Arkansas State Police. My pleasure Lewis. PROMOTION CERTIFICATES: Colonel Bill Bryant presented a promotion certificate to Sergeant Kevin Brown promoting him to Sergeant in the Criminal Investigation Division, Company D, Fort Smith. Colonel Bill Bryant presented a promotion certificate to Sergeant David Jones promoting him to Sergeant in the Highway Patrol Division, Troop B, Newport. Colonel Bill Bryant presented a promotion certificate to Sergeant Bobby Clemence promoting him to Sergeant in the Highway Patrol Division, Tactical and Air Support. Colonel Bill Bryant presented a promotion certificate to Sergeant Jeffrey Plouch promoting him to Sergeant in the Highway Patrol Division, Troop A, Little Rock. WEAPON RESOLUTION: Major Mark Hollingsworth presented the following resolutions for consideration by the ASP Commission. R E S O L U T I O N Corporal Mark Brice efficiently and effectively served the Arkansas State Police for a period of eighteen years and sixteen days;

Corporal Mark Brice retired from this department November 30, 2017; MINUTES OF ARKANSAS STATE POLICE COMMISSION MEETING January 11, 2018 Page 4 His departure creates a vacancy that will be most difficult to fill, which is recognized by each and every member of the Arkansas State Police Commission; Corporal Mark Brice has made formal request that his service weapon be retired with him and remain in his possession; BE IT THEREFORE RESOLVED: The Arkansas State Police Commission, in its regular meeting at Arkansas State Police Headquarters in Little Rock, Arkansas on Thursday, January 11, 2018, in accordance with Act 547 of 2003, awards him his Glock Model 21, Serial Number PKS528, as a token of their esteem and appreciation for service devoted to the Arkansas State Police. Commissioner Christenson made a motion to approve the above weapon resolution presented to the Commission. Commissioner Basore seconded and the motion passed. R E S O L U T I O N Corporal Mark Brice efficiently and effectively served the Arkansas State Police for a period of eighteen years and sixteen days; Corporal Mark Brice retired from this department November 30, 2017; His departure creates a vacancy that will be most difficult to fill, which is recognized by each and every member of the Arkansas State Police Commission; Corporal Mark Brice has made formal request that his shotgun be retired with him and remain in his possession; BE IT THEREFORE RESOLVED: The Arkansas State Police Commission, in its regular meeting at Arkansas State Police Headquarters in Little Rock, Arkansas on Thursday, January 11, 2018 in accordance with Act 547 of 2003, determines the fair market value of the Remington shotgun, serial number D588820M, that Corporal Mark Brice has carried be affixed at $100.00, and that Corporal Mark Brice be permitted to purchase the shotgun for his personal use. Commissioner Burns made a motion to approve the above weapon resolution presented to the Commission. Commissioner Basore seconded and the motion passed. DIVISION REPORTS: Fiscal Section Jenna Castleberry Ms. Castleberry gave an overview of the reports which were distributed to the Commission. She explained we are half way through the year, revenue and expenditures should be at 50%. At this time of year we begin an in-depth assessment of where we are at and where we are going as we get closer to June, so we are working on that. Our legislative auditors have returned and are auditing FY17. We currently have 107 vehicles on order as you can see from the vehicle report, it is about $2.6 million in vehicles. Commission Chairman Allison stated you said we are supposed to be at 50%, are we at 50%? Ms. Castleberry stated we are right on track. Administrative Services Lieutenant Roby Rhoads Lieutenant Rhoads presented an oral summary of the written report distributed to the Commission. He began by reporting the Human Resources/Personnel transactions for the

month; the civilian transactions include seven new hires, five voluntary resignations, and two retirements. The commissioned transactions included one lateral transfer, four retirements and one voluntary resignation. We currently have six military deployments. MINUTES OF ARKANSAS STATE POLICE COMMISSION MEETING January 11, 2018 Page 5 Regarding the ASP Health Plan, the December paid claims were $920,112 and that is a decrease of $89,000 for the last month. The fund balance is $92,618 lower than last month for a total fund balance of $5.3 million. The average discount savings for the month is 74%. NEW BUSINESS: STIPEND AND MILEAGE REIMBURSEMENT: Commission Chairman Allison asked for a motion to approve the stipend of $60.00 per meeting. Commissioner Christenson made the motion to approve the stipend payment and it was seconded by Commissioner Burns. The motion passed. Commission Chairman Allison asked for a motion to approve the mileage reimbursement. Commissioner Basore made the motion to approve the mileage reimbursement and it was seconded by Commissioner Burns. The motion passed. APPOINTMENT OF COMMITTEES FOR 2018: Commission Chairman Allison stated on the Health Insurance Committee, Commissioner Allison, Commissioner Burns, Commissioner Basore, and Commissioner Benton would serve. Commission Chairman Allison stated on the Arkansas State Police Foundation, all commissioners would serve on the Foundation as nonvoting members, they will be advisors. EXECUTIVE SESSION: Commission Chairman Allison asked Colonel Bryant if there was a need to go into Executive Session and Colonel Bryant stated we have personnel matters to discuss. Commission Chairman Allison asked if there was a motion. Commissioner Basore made a motion to go into Executive Session for the purpose of considering employment, appointment, promotion, demotion, disciplining, or resignation of an employee, Commissioner Burns seconded and the motion passed. The Commission went into Executive Session at 10:27 a.m. Commission Chairman Allison called the meeting back to order at 11:41 a.m. and stated we have been in executive session discussing personnel matters. Commissioner Christenson seconded and the motion passed. Colonel Bryant then stated the second order is he wanted to announce that he is going to laterally transfer Sergeant John Blackmon into the vacant Sergeant position in the Criminal Investigation Division, Company A. Colonel Bryant stated next we have a vacant position of Major in the Crimes Against Children Division and I recommend Captain Jeff Drew be promoted to Major in the Crimes Against Children Division. Commissioner Benton made a motion that Captain Drew be promoted to Major, Commissioner Christenson seconded and the motion passed. Colonel Bryant stated next we have a vacant position of Major in the Administrative Services Division, my recommendation to the Commission would be Captain Charles Hubbard for the position of Major in the Administrative Services Division. Commissioner Shepherd made a motion that Captain Hubbard be promoted to Major, Commissioner Burns seconded and the motion passed. Colonel Bryant stated the last one is a vacant position of Lieutenant in the Highway Patrol Division, Troop G, my recommendation to the Commission would be Sergeant Jamie Gravier for the position of Lieutenant in the Highway Patrol Division, Troop G. Commissioner Burns made a motion that Sergeant Gravier be promoted to Lieutenant, Commissioner Shepherd seconded and the motion passed. NEXT MEETING: Commission Chairman Allison stated the February Commission Meeting will be held on Thursday, February 01, 2018 at 10:00 a.m. Commission Chairman Allison wished Commissioner Shepherd and his wife a great life and a great future and stated we will miss him very much. He has been a stable professional hand on this Commission with me for 13 years and his leadership and guidance will certainly be missed.
