(with Daehee Bak) WORKING PAPERS Globalization, Social Cleavages, Partisanship, and Clientelism in Latin America (with Christina Faegri and Wonjae Hwang) When do policymakers prefer a tax instrument to the other? Building on globalization and social cleavage literature, we seek in this study to find conditions in which policymakers select different types of tax instruments, especially between market-promoting vs. equity-promoting. Using data on tax policy initiatives covering eight Latin American countries from 1990 to 2011, we find that, when class-cleavage becomes salient as a consequence of globalization, marketpromoting clientelistic initiatives catering to the interests of capital owners are more introduced in these labor-abundant countries. On the other hand, when sectoral cleavage becomes salient, 2 P age

we observe little difference between equity-promoting and the clientelistic tax initiatives. We also find that differences in tax preferences between left- and right-wing parties are mitigated to introducing more clientelistic tax initiatives when class-based interests are salient. While previous research has focused on the allocations of tax rates, this study provides a new insight for the tax literature, especially by directly accounting for policymakers tax initiatives upon social cleavages. Globalization, Government Strength, Social Spending, and Capital Taxation (with Wonjae Hwang and Sangwhan Lee) As a response to globalization and its associated challenges, governments often utilize increased social spending and decreased capital taxation policies to compensate losers and at the same time promote competitiveness of their economies. To explain the mix of tax cuts and social spending which is not consistent either with the compensation or with the efficiency hypothesis in OECD countries between 1980 and 2011, this paper examines the strength of government. The empirical results show that weak governments are more likely to have the inconsistent fiscal policy preference than strong governments. This finding implies that weak governments are likely to have budget deficits and debt crises, as this fiscal policy inconsistency persist over a long time period.
