THE CRIMINAL JUSTICE SYSTEM CAN BE A MAZE TO JUSTICE RESTORATIVE JUSTICE CAN BE A MORE DIRECT ROUTE WEAK CONNECTIONS LEAD TO MISSED OPPORTUNITIES FOR POLICE, RESTORATIVE JUSTICE PROGRAMS, AND THE COMMUNITY

FROM 1997 TO 2014 THE RCMP TRAINED THOUSANDS OF CJF FACILITATORS ACROSS BC A RCMP INTERNAL REVIEW FOUND: RESTORATIVE JUSTICE PROGRAMS IN BC RECEIVED REFERRALS AT 64% OF REPORTED CAPACITY 78% OF RESTORATIVE JUSTICE PROGRAMS COULD ACCEPT MORE REFERRALS CAPACITY FOR NEARLY 2,000 MORE REFERRALS RCMP DETACHMENTS IN BC REFERRED <1% OF REFERABLE FILES TO RESTORATIVE JUSTICE PROGRAMS THE RCMP IN BC HAS MOVED AWAY FROM TRAINING TOWARD THE GOAL OF INCREASING POLICE REFERRALS TO EXISTING PROGRAMS ALTHOUGH TENUOUS, COMMUNITY CAPACITY APPEARS TO EXCEED RCMP Supplied CJF Training RCMP Officers Willing to Make Referrals THE DEMAND FOR RESTORATIVE JUSTICE SERVICES IN MANY LOCATIONS AROUND THE PROVINCE, AND A CONTINUED EFFORT ON THE PART OF THE RCMP TO FURTHER BUILD COMMUNITY CAPACITY WOULD CONTINUE TO NEGLECT THE ROLE OF ENCOURAGING FRONTLINE POLICE TO REFER TO THE PROGRAMS THAT DO EXIST. BUILT THE SUPPLY WITHOUT THE DEMAND HOW CAN THE RCMP AND COMMUNITY RESTORATIVE JUSTICE PROGRAMS INCREASE REFERRALS?

TO ACHIEVE THIS GOAL: POLICE MUST MAKE EFFECTIVE REFERRALS PROGRAMS MUST BE CAPABLE OF BUY-IN FROM MEMBERS AND MANAGEMENT ACHIEVING JUSTICE OUTCOMES MEMBERS AWARE OF FIVE KEY AREAS PREDICTED TO INCREASE POLICE REFERRALS RJ USED AS AN EFFECTIVE JUSTICE OPTION RCMP MAKES EFFECTIVE REFERRALS TO RJ PROGRAMS PROGRAM CULTURE OF RESTORATIVE POLICING FORMAL RELATIONSHIP WITH PROGRAM TRUSTING RELATIONSHIP WITH PROGRAM THE E DIVISION RCMP RESTORATIVE JUSTICE PROGRAM SUPPORTS THE USE OF RESTORATIVE JUSTICE AS AN EFFECTIVE COMPLEMENT AND ALTERNATIVE TO THE CRIMINAL JUSTICE SYSTEM.

YOU HAVE TO KEEP GOING BACK TO AWARENESS! WHY RELATIONSHIP BEFORE TRUST AND BUY-IN?

Awareness: Promote the benefits of restorative justice and the program regularly at detachment watch briefing Develop information cards or pamphlets about the program Relationship: Select a Detachment Restorative Justice Liaison Member Ensure regular communication and collaboration toward shared goals Communicate expectations clearly Enable stable access to police for face-to-face interactions Establish RCMP detachment representation on/with the program s board of directors Establish and maintain a relationship between the program and policebased victim services Trust / Buy-In: Select an ideal Detachment Restorative Justice Liaison Member Enable and encourage police officers to participate in restorative justice processes Strive to achieve detachment leadership support and involvement Communicate success Attract and maintain high quality volunteers PROMOTE THE BENEFITS OF RESTORATIVE JUSTICE AND THE PROGRAM REGULARLY AT THE DETACHMENT WATCH BRIEFING COMMUNICATE EXPECTATIONS CLEARLY SELECT AN IDEAL DETACHMENT RESTORATIVE JUSTICE LIAISON MEMBER EXPECT RESTORATIVE JUSTICE AS A DEFAULT RESPONSE TO MOST FILES Operate within / Partner with an existing stable service organization Culture: Build restorative justice into the detachment structural processes Expect restorative justice as a default response to most files Embed restorative policing into police performance and reward systems Extend collaboration in restorative justice beyond the police / program partnership Encourage outside demand for the use of restorative justice
