0 A Resolution to Pursue Peace Talks in Syria to End the Civil War The Syrian Civil war has been going on for nearly years; and While the war itself has consumed the people of Syria, the effects of the war have reverberated the world over; and The war has caused an excessive amount of refugees to flee the country into countries across the world; and Syrian civilians live in constant fear of death; and Human rights violations have been constantly perpetrated by the Syrian government; and Foreign intervention has caused an uproar of tensions between other countries; and President Trump has no plans to deal with the current situation in Syria; now, therefore, be it RESOLVED, That the UIL Congress here assembled make the following recommendation to pursue peace talks in Syria; and be it FURTHER RESOLVED, That these peace talks be between the Syrian Federal government and the Syrian rebels. A Resolution to Move the United States Embassy in Israel RESOLVED, The State of Israel has established their capital in Jerusalem; and The United States has placed their embassy in Tel-Aviv; and Recognizing Jerusalem as the Israeli capital would improve relations with Israel, our strongest ally in the Middle East; now, therefore, be it That the UIL Congress here assembled order that the United States embassy to Israel be relocated to Jerusalem. A Bill to Require Sexual Education Courses to be Offered in all Secondary Level Public Schools BE IT ENACTED BY THIS UIL CONGRESS HERE ASSEMBLED THAT: 0 SECTION. SECTION. SECTION. SECTION. SECTION. All secondary public schools in the United States will be required to offer a sexual education course for students to take. Sexual education is defined as instruction on issues relating to human sexuality, including emotional relations and responsibilities, human sexual anatomy, sexual activity, sexual reproduction, age of consent, reproductive health, reproductive rights, safe sex, birth control and sexual abstinence. The Department of Education will be responsible for the implementation and enforcement of this bill. A. The Department of Education may refer to the Department of Health and Human Services for defining the scope of the sexual education course expectations. This bill will be implemented beginning in August 0, in preparation for the following school year. All laws in conflict with this legislation are hereby declared null and void. A Bill to Ban Bitcoin to Prevent Darkweb Crime BE IT ENACTED BY THIS UIL CONGRESS HERE ASSEMBLED THAT: SECTION. SECTION. Bitcoin will hereby be banned to prevent its use for illegal actions. Ban to prohibit, especially by legal means. Illegal not according to or authorized by the law. SECTION. The United States federal government s judicial branches shall oversee 0 the enactment of this bill. A. If caught using Bitcoin, an initial fine of $0,000 will be given. B. After the first fine, a minimum sentencing of a year in prison to a maximum of 0 years will be given after each new instance of illegal Bitcoin use. SECTION. A Bill to Stop Artificial Intelligence from Taking Jobs from the American Workforce BE IT ENACTED BY THIS UIL CONGRESS HERE ASSEMBLED THAT: 0 SECTION. SECTION. SECTION. SECTION. SECTION. This bill would prohibit businesses from replacing workers with artificial intelligence. The prohibition would include anything that could teach itself new tasks, something that would take a job that has traditionally been held by humans, and is not human. Artificial intelligence is defined as the development of computer systems able to perform tasks that normally require human intelligence, such as visual perception, speech recognition, decision-making, and translation between languages. American workforce is defined as all Americans who have a job, are seeking a job, or plan to get a job. The United States Department of Labor will oversee enforcement. This legislation will take effect immediately upon passage. All laws in conflict with this legislation are hereby declared null and void. Introduced for UIL Congressional Debate by ESC.

A Bill to Repeal the Patriot Act to Decrease Systematic Racism in Our Government BE IT ENACTED BY THIS UIL CONGRESS HERE ASSEMBLED THAT: 0 SECTION. SECTION. SECTION. SECTION. SECTION. The Patriot Act or "Uniting and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism Act of 00" shall be repealed immediately by the passing of this bill. Repealed shall be defined as, to revoke or annul a law or congressional act. The Department of Justice will oversee the enforcement of this bill by making sure that all of the extra provisions given to law enforcement and government be taken away, such as, search and seizure without a warrant, indefinite imprisonment of immigrants, and monitoring of people s private information without knowledge or consent. A Bill to Enact Term Limits On Members of Congress So that Corruption is Minimized in the Government BE IT ENACTED BY THIS UIL CONGRESS HERE ASSEMBLED THAT: 0 SECTION. SECTION. SECTION. SECTION. SECTION. Members of Congress shall serve no more than two sequential terms once elected into office. Each term will be current two or six-year period. It does not prevent a member from being re-elected at a later time. The executive branch of government will oversee this new policy, and it will be enforced by the acting Attorney General of the United States, with Judicial approval from the Federal Circuit Court. A. The executive branch oversees that the terms are not violated. B. The attorney general initiates procedures to notify candidate that their term is over and can seek re-election in two years. C. The judicial branch must provide oversight. Once the senator or representative has served two terms, they will be notified in writing that they may run for re-election after a two-year waiting period. The member will not be permitted to run for election for more than two terms in a row. All laws in conflict with this legislation are hereby declared null and void. A Resolution to Greatly Increase Funding and Resources Specifically to Combat ISIS Social Media Efforts RESOLVED, To date, the Islamic State of Iraq and Syria have used social media to motivate more than 0,000 people to join; and ISIS' usage of social media is meant to convince prospective recruits that its empire is both stable and growing; and The terror group now has its own multilingual media arm that is extremely dangerous due to the internet becoming woven into our daily lives; and ISIS is having success appealing to small numbers through social media, which unfortunately in the terrorism business, is all it takes; now, therefore, be it That the UIL Congress here assembled increase funding and resources 0 specifically to combat ISIS social media efforts. A Resolution to Mandate the Federal Communication Commission to Reinforce and Revise the Code of Ethics in Media 0 RESOLVED, The United States media is under scrutiny; and A variety of people are accusing the media of bias and sensationalism. America s trust in the mass media to report truthful and factual, unbiased news reached its lowest this year with only % of Americans trusting the media; and Technology, policy, plain errors, and business decisions continue to lead news consumers to ideological corners in which their trust in media is biased; and Professional news outlets should fulfill journalism s pledge and adhere to five basic sources as articulated in the Code of Social Responsibility for press in the Hutchins Commission; now, therefore, be it That the UIL Congress here assembled value true, factual and unbiased news and see to it that the FCC revise and reinforce the Code of Ethics in Media.

A Resolution to Ban Private Prisons Private prisons such as The Corrections Corporation of America has seen a 00% increase in profit in the last 0 years due to the use of prison labor; and Private prisons cut costs by underfeeding prisoners and cutting other provisions. This has resulted in prisoners dropping 0-0 pounds during incarceration; and Private prisons are required to fill a quota usually paralleling 0% occupancy incenting longer prisoner sentences to fill the quota; now, therefore, be it 0 RESOLVED, That the United States will dissolve the current use of privately funded prisons and prevent tensions that exist today. A Bill to Change the Prescription and Distribution of Pain Relievers to Reduce the Rate of Addictions and Overdose 0 0 BE IT ENACTED BY THE UIL CONGRESS HERE ASSEMBLED THAT: SECTION. The United States federal government shall hereby require that all health care insurance companies cover non-addictive pain relievers at a price comparable to addictive pain relievers. The purpose of this bill is to offset the rising rate of addictions and overdoses stemming from the use of addictive pain relievers covered by insurance companies due to their cheaper price. SECTION. A comparable price is one that allows doctors and patients to choose either the addictive or non-addictive pain reliever and pay the same or nearly the same price for their choice. All pain relievers proven to not cause addictions or lead to overdoses will be considered as non-addictive. SECTION. The United States Department of Health and Human Services will be responsible for enforcing the implementation of this bill. A. The Centers for Medicare and Medicaid Services (CMS), under the oversight of the Department of Health and Human Services, will set the market price on non-addictive pain relievers based on the market price for other pain relievers. B. The CMS will also ensure that all health care insurance companies offer coverage of non-addictive pain relievers. C. The CMS and Department of Health and Human Services will jointly take care of any questions or problems that arise from the health care insurance companies. SECTION. A Bill to Enforce and Protect the Basic Principle of Net Neutrality BE IT ENACTED BY THIS UIL CONGRESS HERE ASSEMBLED THAT: 0 SECTION. SECTION. SECTION. SECTION. SECTION. The basic principle of net neutrality and an open internet will be enforced and protected under the United States federal government. Net neutrality is the concept that Internet service providers (ISP) should enable access to all content and products, regardless of source. This prohibits ISPs from influencing consumer use of any specific services, as well as, prevents any surcharge for access to particular content. Any and all companies in violation of these regulations will be prosecuted. The United States Federal Communications Commission will enforce the actions of this bill. A. The FCC will monitor the activity of ISPs to ensure broadband throttling and premium charges are not imposed. Any company in violation of these regulations will be fined at the highest fee deemed appropriate. This bill will go into effect immediately upon passage. All laws in conflict with this legislation are hereby declared null and void. Introduced for UIL Congressional Debate by ESC.

A Bill to Reform the No-Fly List BE IT ENACTED BY THIS UIL CONGRESS HERE ASSEMBLED THAT: 0 0 SECTION. SECTION. SECTION. SECTION. SECTION. All persons currently listed on the U.S. No-Fly list shall be notified of their position and the justification for their placement on the list, and all persons on the list shall be provided with an opportunity to challenge their placement. The U.S. will also end the policy of predictive judgement to place persons on the No-Fly list. Additionally, all persons on the no-fly list shall not be allowed to purchase firearms. Predictive judgement is the process of attempting to predict whether U.S. citizens will commit a crime based on various criteria that has not yet been revealed by the U.S. government. The No-Fly list will continue to be maintained by the Terrorist Screening Center, and the reforms proposed in this bill will be overseen by the Department of State. A. All persons on this list will have an opportunity for a fair hearing by an impartial decision-maker in order to be removed from the list. B. All notifications will be sent within two weeks of the passage of this bill in order to allow for a rapid trial to allow travel for individuals who are unjustly on the No-Fly List. This bill will go into effect immediately after passage. All laws in conflict with this legislation are hereby declared null and void. Introduced for UIL Congressional Debate by ESC.

A Resolution to Permanently Reinstate the Deferred Action for Childhood Arrivals Program 0 Deferred Action for Childhood Arrivals (DACA) was implemented through presidential action without congress; and DACA is going to expire by the end of 0 thus leaving 00,000 undocumented immigrants without residency and possibilities to go into the education system; and Children affected by DACA have been born and raised in the United States culture and education system and many DREAMers join the military, pay taxes, and are a large part of the economy; and Persons that qualify for DACA will have increased time to obtain a permit without raising the renewal fee, will receive permanent residence status, if qualified, and may live without fear of deportation while applying for citizenship; now, therefore, be it RESOLVED, That the UIL Congress here assembled will work to permanently reinstate DACA. A Bill to Create the Substance Decriminalization Act of 0 BE IT ENACTED BY THIS UIL CONGRESS HERE ASSEMBLED THAT: 0 SECTION. SECTION. SECTION. SECTION. SECTION. All substances currently incurring criminal prosecution shall be decriminalized, and offenders shall be rehabilitated. A. Substances shall be defined as a drug or other substance, or immediate precursor, included in schedule I, II, III, IV, or V on the DEA s Controlled Substances list. The term does not include distilled spirits, wine, malt beverages, or tobacco. B. Decriminalized shall be defined as to eliminate criminal penalties for a substance. C. Rehabilitated shall be defined as the mandated attendance of a program to cleanse drug abusers of all illegal substances. This legislation shall be enforced by the Criminal Justice Department. A. Those convicted of possession of illegal substances shall be mandated to attend government rehabilitation programs for not more than two years. B. Those convicted of distribution of illegal substances shall not be affected by this legislation. This legislation shall take effect at the beginning of the 0 fiscal year. A Resolution to Ban English Language Learners from Standardized Testing Their First Year 0 RESOLVED, Standardized testing does not adequately score a student's knowledge and abilities; and Standardized testing does not comply with the rules of the Individuals with Disabilities Education Act (IDEA); and Students who do not speak English are forced to take a test they do not understand, which ultimately does not adequately grade their knowledge and abilities; and Standardized testing materials are costly, and the money exhausted from this ineffective test should be used for providing funding to public school systems; now, therefore, be it That the UIL Congress here assembled make the following recommendation to ban all standardized testing for English Language Learners in their first year. A Bill to Legalize the Reprocessing of Nuclear Waste to Increase Profit from Nuclear Power BE IT ENACTED BY THE UIL CONGRESS HERE ASSEMBLED THAT: 0 0 SECTION. SECTION. SECTION. That a plant be able to reprocess any nuclear waste in order to salvage any fissionable materials for fuel. This process is shown to work in other countries that have developed a reliability on nuclear energy such as France which has greatly increased the profitability of nuclear energy by the opening of their reprocessing plants. These plants serve as recycling centers for spent nuclear fuel rods and would use chemical processes to extract the fissionable materials from the waste and have it reused. The fact that there is a ban on this practice is greatly handicapping the potential for the United States nuclear energy program. Nuclear waste: A radioactive waste material that can still contain material useable in nuclear power plants. Reprocessing: the processes used to separate spent nuclear reactor fuel into nuclear materials that may be recycled for use in new fuel and material that would be discarded as waste. Fissionable materials: Any radioactive materials that can be used in the act of fission that mostly consist of Uranium- and Plutonium- for fuel in nuclear reactors. Spent nuclear fuel rods: The containers of nuclear fuel that can no longer be used in a reactor efficiently because of the lack of fuel but which often contain salvageable amounts of unused nuclear fuels. The Nuclear Regulatory Committee and the Department of Energy would oversee the enforcement of this bill by allowing the construction and use of plants whose main purpose would be the reprocessing of nuclear waste. SECTION. This bill shall take effect on September st 0. SECTION. All laws in conflict with this legislation are hereby declared null and void. Introduced for Congressional Debate by ESC.

A Resolution to Increase Sanctions in Venezuela in Order to Encourage Economic and Government Stability 0 Venezuela is in a state of economic and political turmoil with a government that is on the verge of becoming a dictatorship; and By increasing economic sanctions, the U.S. would be able to incentivize a reversal of the tyrannical regime of President Nicolas Maduro.
