BOND FORFEITURE RELEASES: (5-3:30) 5. March 17, 2014. None. INTERIM VENDOR PAYMENTS CITIZENS MEDICAL CENTER: (6-3:37) 6. March 17, 2014. Moved by Danny Garcia and seconded by Kevin M. Janak, the Commissioners Court approved the interim vendor payments dated March 13, 2014, in the amount of $1,082,307.09 and the ACH Report dated March 13, 2014, in the amount of $1,554,210.85. RECEIVE CURRENT BOND RATING FITCH RATINGS BONDS - VICTORIA COUNTY: (7-4:14) 7. March 17, 2014. Moved by Kevin M. Janak and seconded by Gary Burns, the Commissioners Court received the current bond rating for Victoria County Bonds from Fitch Ratings. As of February 6, 2014, Victoria County has a bond rating of AA with a stable outlook. PRESENTATION CAPITAL IMPROVEMENT PROJECTS RAWLEY MCCOY & ASSOCIATES VICTORIA COUNTY: (8-6:42) 8. March 17, 2014. Judge Daniel Gilliam and Judge Robert C. Cheshire addressed the court on the need for more courtroom space. Mr. Ernie Byrd, 6604 Houston Highway, Victoria, Texas, expressed concerns regarding capital improvement projects. - Continued -
The Commissioners Court heard a presentation from Mr. Rawley McCoy of Rawley McCoy & Associates concerning ongoing Capital Improvement Projects in Victoria County. Mr. McCoy discussed the renovations of the Hartman building and old firehouse, as well as the installation of twenty-two to twenty-five additional wells for the old courthouse. He also discussed several other capital improvement projects and was available to answer questions from the court. PRESENTATION CAPITAL IMPROVEMENT PROJECTS FINANCIAL ADVISOR VICTORIA COUNTY: (9-37:44) 9. March 17, 2014. The Commissioners Court heard a presentation concerning Capital Improvement Projects from Mr. Robert Henderson, Victoria County s financial advisor. Mr. Henderson began by commending Victoria County on its AA Bond Rating. He stated that the County currently has a modest amount of debt and is capable of issuing debt without impacting the tax rate. Mr. Henderson was available to answer any financial questions the court had regarding the capital improvement projects. Mr. Ernie Byrd expressed further concerns regarding County finances and capital improvement projects. Judge Donald R. Pozzi stated that the purpose of these presentations was to help the Court decide what projects to move forward with. He suggested that this topic be placed back on the agenda for March 31, 2014, to allow the Court more time to ask questions and do research pertaining to the proposed projects.
PAYMENT CIAP GRANT #F12AF00630 WASTEWATER SYSTEM IMPROVEMENTS URBAN ENGINEERING VICTORIA REGIONAL AIRPORT VICTORIA COUNTY: (10-1:07:35) 10. March 17, 2014. Moved by Kevin M. Janak and seconded by Gary Burns, the Commissioners Court approved payment in the amount of $28,297.50, to Urban Engineering in connection with Victoria County CIAP Grant No. F12AF00630, Wastewater System Improvements for the Victoria Regional Airport. AMENDMENT #2 CONTRACT PART B SERVICE DELIVERY BEXAR COUNTY VICTORIA CITY-COUNTY HEALTH DEPARTMENT: (11-1:08:23) 11. March 17, 2014. Moved by Gary Burns and seconded by Clint C. Ives, the Commissioners Court approved Contract Amendment No. 2, Part B, Service Delivery with Bexar County for the Victoria City-County Health Department. The Bexar County Department of Community Resources made available $11,971.00, of additional funds to the Victoria City-County Health Department in November of 2013, but Bexar County is now going to reclaim $3,500.00, of the funding before the end of the current FY14, Part B, Service Delivery agreement. RECEIVE HAZARD MITIGATION GRANT PROGRAM DR-1791-316 TEXAS DEPARTMENT OF PUBLIC SAFETY COST OVERRUN COMMUNITY SAFE ROOM PROJECT BLOOMINGTON INDEPENDENT SCHOOL DISTRICT VICTORIA COUNTY: (12-1:09:57) 12. March 17, 2014. Moved by Clint C. Ives and seconded by Gary Burns, the Commissioners Court received Hazard Mitigation Grant Program DR-1791-316, Texas Department of Public Safety Cost Overrun for the Bloomington Independent School District Community Safe Room Project. The total project cost was originally estimated at $2,400,000.00, however after bidding; the project now has a cost of $2,905,368.00. - Continued -
The Hazard Mitigation Grant Program Community Safe Room project will fund $2,179,026.00 (75%), and Bloomington Independent School District is required to provide a match of $726,342.00 (25%), of the overall project cost. RATIFY TERMINATION OF CONTRACT NUTRITIONAL SERVICES VICTORIA REGIONAL JUVENILE JUSTICE CENTER: (13-1:10:50) 13. March 17, 2014. Moved by Danny Garcia and seconded by Kevin M. Janak, the Commissioners Court ratified the termination of Contract for Nutritional Services for the Victoria Regional Juvenile Justice Center.
