MBB Circular Numer: 05-18 MBB Office Ref: 3447 18 January 2018 To: All Representatives Dear Colleagues, To All Federated ranks The long awaited Metropolitan Police Federation (MPF) Elections are aout to commence. The full constitution can e found attached to this circular which details the units that will e electing representatives and the new structure of the MPF. We are moving away from a rank ased organisation and will now e structured into three Councils, one representing each usiness group of the Met. Each rank is still represented on each Council ut it is ased on a 50/20-20 split meaning that the Constale rank, which has the largest numer of officers, will have more representatives on each Council than either of the other ranks on their own. We have also included an aility to add additional representatives from underrepresented groups if required. However we hope not to have to use this criteria as we hope that sufficient representatives from all of the Met will stand for election. The nominations period for locally elected Representatives will commence on the 25 January 2018 and remain open until the 10 Feruary 2018. It is a self-nomination process and all memers will receive an email to their Met Police email address from an external company called Mi Voice who is conducting the elections on ehalf of the PFEW. Where elections are required following this nomination process they will take place etween the 22 Feruary 2018 and the 14 March 2018. The candidates and the electorate will receive an email from Mi Voice where elections are required.

The next phase is the Council representative elections; the self-nomination process for this will open on the 22 March 2018 and close on the 1 April 2018. Council elections where required will take place etween the 6 April 2018 and the 19 April 2018, again candidates will receive an email from Mi Voice as will the electorate where the election is taking place. The first Branch Council meeting under the new constitution will take place week commencing 24 April 2018. The nominations for Chair will take place etween the 24 April 2018 and the 6 May 2018. The first Branch Board meeting under the new constitution will take place week commencing 7 May 2018. Police Federation of England and Wales Metropolitan Branch Constitution General 1 The Police Federation acts through Branch Councils, a National Council and a National Board. In The Metropolitan there is a Metropolitan Branch Board (MBB). 2 In each force there is a Branch Council which must have representation from all three ranks. Any reference to Inspectors in relation to the Police Federation includes Chief Inspectors. All Branch Councils are elected triennially. 3 Elected National Board Memers, 2x Constale, 1x Sergeant 1x Inspector will e additional memers of MBB and each will e a delegate to Conference from within the Metropolitan numer. Where an election to the National Board creates a vacancy in the MBB it shall e filled in the normal way. 4 Election to the office of representative is open to oth men and women, who may stand as candidates, and cast a vote. Following the election if there are insufficient elected protected characteristic representatives then additional representatives will e arranged in accordance with Annex C. 5 When, during a triennial period, a new OCU is formed y the MPS, the MBB office will arrange for all eligile candidates on that OCU to e informed of the facility to stand as local workplace representatives. A new OCU will e eligile for Branch Council representation. Representatives from OCU s that no longer exist will lose their seat on the Branch Council. Where two or more existing OCU s (as defined in this constitution document) merge, the elected representatives from oth OCU s will meet separately within one week of completion of the merger and appoint one of their numer at each rank as the OCU representatives to the appropriate Branch Council. If no agreement can e reached as to the appointment of the council representatives then an election will e held. Only the appropriate Federated ranks within the new OCU will e entitled to vote for which ever rank vacancy cannot e agreed. Arrangements in the Metropolitan Police Each Borough or Operational Command unit will elect representatives according to the numer of Federated Rank Officers within that unit, using the formula shown elow. Each Rank will e represented within that Command. The formula is ased on 1 representative per 100 memers regardless of their rank.

Territorial Policing 6 Borough Representation The Federated Ranks on each orough will elect from their numer, representatives in accordance with the formula aove. The Constales so elected will within one week of their election appoint one of their numer at Constale Rank as the orough representative to the TP Council. If no agreement can e reached as to the appointment of the OCU representative then an election will e held and all Constales attached to the OCU will e entitled to vote. The Sergeants and Inspectors so elected will within one week of their election appoint one of their numer at each rank as the OCU representative to the TP Council. In accordance with Annex A If no agreement can e reached as to the appointment of the OCU representative then an election will e held and all officers of the rank that cannot reach agreement attached to the Twinned OCU s will e entitled to vote. The Constales, Sergeants and Inspectors so elected will meet together three times a year as the Borough Committee, and will meet together formally with their orough commander on three occasions a year. (Nothing in this arrangement however will prevent informal meetings with the orough commander and NB: Officers on TP Parks will form part of the Westminster orough constituency. 7 TP Roads and Transport Policing Command The Federated Ranks on TP Roads and Transport Policing will elect from their numer, representatives in accordance with the formula aove. The Constales so elected will within one week of their election appoint one of their numer at Constale Rank as the OCU representative to the TP Council. If no agreement can e reached as to the appointment of the OCU representative then an election will e held and all Constales attached to the OCU will e entitled to vote. The Sergeants and Inspectors so elected will within one week of their election appoint one of their numer at each rank as the OCU representative to the TP Council. If no agreement can e reached as to the appointment of the OCU representative then an election will e held and all officers of the rank that cannot reach agreement will e entitled to vote. The Constales, Sergeants and Inspectors so elected will meet together three times a year as the RaTPC Committee, and will meet together formally with their orough commander on three occasions a year. (Nothing in this arrangement however will prevent informal meetings with the orough commander and 8 Met Detention The Sergeants and Inspectors on Met Detention will elect from their numer, representatives in accordance with the formula aove. Electing PS and Inspecting Rank Representatives only. The Sergeants and Inspectors so elected will within one week of their election appoint one of their numer at each rank as the OCU representatives to the TP Council. If no agreement can e reached as to the appointment of the OCU representative then an election will e held and all officers of the rank that cannot reach agreement will e entitled to vote. The Sergeants and Inspectors so elected will meet together three times a year as the Met Detention Committee, and will meet together formally with their orough commander on three occasions a year. (Nothing in this arrangement however will prevent informal meetings with the orough commander and representatives as considered necessary).

9 TP HQ (Support Commands) Capaility & Support, Traffic Criminal Justice, Met Prosecutions, Crime Recording Investigation Bureau, TPHQ ACPO & Support Command, TP Child and Sexual Offenses Command (CASO) The Federated Ranks on TP HQ (Support Commands) will elect from their numer, representatives in accordance with the formula aove. The Constales so elected will within one week of their election appoint one of their numer at Constale Rank as the orough representative to the TP Council. If no agreement can e reached as to the appointment of the OCU representative then an election will e held and all Constales attached to the OCU will e entitled to vote. The Sergeants and Inspectors so elected will within one week of their election appoint one of their numer at each rank as the OCU representative to the TP Council. If no agreement can e reached as to the appointment of the OCU representative then an election will e held and all officers of the rank that cannot reach agreement will e entitled to vote. The Constales, Sergeants and Inspectors so elected will meet together three times a year as the TP HQ Support Command Committee, and will meet together formally with their orough commander on three occasions a year. (Nothing in this arrangement however will prevent informal meetings with the orough commander and Specialist Operations 10 Royalty and Specialist Protection (RaSP) The Federated Ranks on Royalty and Specialist Protection will elect from their numer, representatives in accordance with the formula aove. Those so elected will meet together three times a year as the RaSP Command Committee, and within one week of their election will appoint one of their numer at each Rank as the RaSP Command representatives to the SO Council. If no agreement can e reached as to the appointment of the OCU representative to the SO Council then an (Nothing in this arrangement however will prevent informal meetings with the OCU commander and representatives as considered necessary). 11 Parliamentary and Diplomatic Protection (PaDP) The Federated Ranks on Parliamentary and Diplomatic Protection (PaDP) will elect from their numer, representatives in accordance with the formula aove. Those so elected will meet together three times a year as the PaDP Committee, and within one week of their election will appoint one of their numer at each Rank as the PaDP Command representatives to the SO Council. If no agreement can e reached as to the appointment of the OCU representative to the SO Council then an 12 SO15 Counter Terrorism Command The Federated Ranks on SO15 Counter Terrorism Command will elect from their numer, representatives in accordance with the formula aove.

Those so elected will meet together three times a year as the SO15 Counter Terrorism Command Committee, and within one week of their election will appoint one of their numer at each Rank as the SO15 - Counter Terrorism Command representatives to the SO Council. If no agreement can e reached as to the appointment of the OCU representative to the SO Council then an (Nothing in this arrangement however will prevent informal meetings with the OCU commander and representatives as considered necessary). 13 SO18 Aviation Security The Federated Ranks on SO18 Aviation Security will elect from their numer, representatives in accordance with the formula aove. Those so elected will meet together three times a year as the SO18 Aviation Security Committee, and within one week of their election will appoint one of their numer at each Rank as the SO18 Aviation Security representatives to the SO Council. If no agreement can e reached as to the appointment of the OCU representative to the SO Council then an 14 SO20 - Counter Terrorism Protective Security Command & NCTPHQ The Federated Ranks on SO20 Counter Terrorism Protective Security Command & NCTPHQ will elect from their numer, representatives in accordance with the formula aove. Those so elected will meet together three times a year as the SO20 Counter Terrorism Protective Security and NCTPHQ Committee, and within one week of their election will appoint one of their numer at each Rank as the SCO20 Counter Terrorism Protective Security and NCTPHQ representatives to the SO Council. If no agreement can e reached as to the appointment of the OCU representative to the SO Council then an 15 SCO1 Homicide and Major Crime Command The Federated Ranks on SCO1 Homicide & Major Crime Command will elect from their numer, representatives in accordance with the formula aove. Those so elected will meet together three times a year as the SCO1 Homicide & Major Crime Committee, and within one week of their election will appoint one of their numer at each Rank as the SCO1 Homicide & Serious Crime Squad representatives to the SCO Council. (Nothing in this arrangement however will prevent informal meetings with the OCU commander and representatives as considered necessary).

16 SCO7 Organised Crime Command The Federated Ranks on SCO7 Organised Crime Command will elect from their numer, representatives in accordance with the formula aove. Those so elected will meet together three times a year as the SCO7 Organised Crime Command Committee, and within one week of their election will appoint one of their numer at each Rank as the SCO7 Organised Crime Command Representatives to the SCO Council. (Nothing in this arrangement however will prevent informal meetings with the OCU commander and representatives as considered necessary). 17 SCO8 Trident and Area Crime Command The Federated Ranks on SCO8 Trident & Area Crime Command will elect from their numer, representatives in accordance with the formula aove. Those so elected will meet together three times a year as the SCO8 Trident & Area Crime Command Committee, and within one week of their election will appoint one of their numer at each Rank as the SCO8 Trident & Area Crime Command representatives to the SCO Council. 18 SCO19 Firearms Command Unit The Federated Ranks on SCO19 - Firearms Command Unit will elect from their numer, representatives in accordance with the formula aove. Those so elected will meet together three times a year as the SCO19 - Firearms Command Unit Committee, and within one week of their election will appoint one of their numer at each Rank as the SCO19 - Firearms Command Unit representatives to the SCO Council. 19 SCO20 Taskforce (TSG, Dogs, Mounted, Marine) The Federated Ranks on SCO20 Taskforce will elect from their numer, representatives in accordance with the formula aove. Those so elected will meet together three times a year as the SCO20 Taskforce Committee, and within one week of their election will appoint one of their numer at each Rank as the SCO20 Taskforce representatives to the SCO Council. (Nothing in this arrangement however will prevent informal meetings with the OCU commander and representatives as considered necessary).

20 SCO22 Pulic Order & Resources, SCO4 Forensic Services, SCO39 Covert Governance and intelligence Compliance, SCO40 Online Child Sexual Exploitation and Ause The Federated Ranks on SCO22 Pulic Order & Resources, SCO4 Forensic Services, SCO39 Covert Governance and Intelligence Compliance, SCO40 Online Child Sexual Exploitation and Ause, will elect from their numer representatives in accordance with the formula aove. Those so elected will meet together three times a year as SCO22 Pulic Order & Resources, SCO4 Forensic Services, SCO39 Covert Governance and Intelligence Compliance, SCO40 Online Child Sexual Exploitation and Ause, Committee, and within one week of their election will appoint one of their numer at each Rank as SCO22 Pulic Order & Resources, SCO4 Forensic Services, SCO39 Covert Governance and Intelligence Compliance, SCO40 Online Child Sexual Exploitation and Ause, representatives to the SCO Council. (Nothing in this arrangement however will prevent informal meetings with the OCU commander and representatives as considered necessary). 21 SCO35 Covert Intelligence The Federated Ranks on SCO35 Covert Intelligence will elect from their numer, representatives in accordance with the formula aove. Those so elected will meet together three times a year as the SCO35 Covert Intelligence Committee, and within one week of their election will appoint one of their numer at each Rank as the SCO35 Covert Intelligence representatives to the SCO Council. 22 SCO36 Met Intelligence The Federated Ranks on SCO36 Met Intelligence will elect from their numer, representatives in accordance with the formula aove. Those so elected will meet together three times a year as the SCO36 Intelligence Committee, and within one week of their election will appoint one of their numer at each Rank as the SCO36 Intelligence representatives to the SCO Council. 23 SCO37 MetCC The Federated Ranks on SCO37 MetCC will elect from their numer, representatives in accordance with the formula aove. Those so elected will meet together three times a year as the SCO37 MetCC Committee, and within one week of their election will appoint one of their numer at each Rank as the SCO37 MetCC representatives to the SCO Council.

24 DPS, AC Professionalism Private Office, Commissioners Private Office, Digital Policing, AC Professionalism Inquiry and Review Support Command, Centrally Delivered Support Services, Reference and Vetting, Operation Herne The Federated Ranks on DPS, AC Professionalism Private Office, Commissioners Private Office, Digital Policing AC Professionalism Inquiry and Review Support Command, Centrally Delivered Support Services, Reference and Vetting, Operation Herne. Will elect from their numer, representatives in accordance with the formula aove. Those so elected will meet together three times a year as the DPS, AC Professionalism Private Office, Commissioners Private Office, Digital Policing AC Professionalism Inquiry and Review Support Command, Centrally Delivered Support Services, Reference and Vetting, Operation Herne committee and within one week of their election will appoint one of their numer at each Rank as the DPS, AC Professionalism Private Office, Commissioners Private Office, Digital Policing AC Professionalism Inquiry and Review Support Command, Centrally Delivered Support Services, Reference and Vetting, Operation Herne representatives to the SCO Council. 25 Met Training, Human Resources, Strategy & Governance, Transformation The Federated Ranks on Met Training, Human Resources, Strategy & Governance, and Transformation, will elect from their numer, representatives in accordance with the formula aove. Those so elected will meet together three times a year as the Met Training, Strategic Design Authority & Strategic Human Resources Committee and within one week of their election will appoint one of their numer at each rank as the Met Training, Strategic Design Authority & Strategic Human Resources representatives to the SCO Council. 26 TP Council TP Borough Representatives will e elected in accordance with paragraph 6, Roads Policing Command paragraph 7, TP HQ Support Commands paragraph 9 and Met Detention paragraph 8. 27 SO Council SO representatives will e elected in accordance with paragraphs 10 to 14 inclusive. 28 SCO Council SCO Representatives will e elected in accordance with Paragraphs 15 to 25 inclusive.

29 Additional Memers a Certain representatives ecome additional memers of the TP, SO and SCO Council y virtue of holding an office on the MBB. Local arrangements (that is, those other than authorised y regulation), allow for the following full time officials: Metropolitan Branch Board: General Secretary Chairman Deputy General Secretary/Treasurer Health & Safety Secretary Professional Standards Secretary Diversity Secretary Who are all also additional memers of the three Councils TP Council: Assistant Secretary SO Council Assistant Secretary SCO Council Assistant Secretary c Officers elected to the positions listed aove will normally hold office from the 1 st day of the Month Following their election until the end of the Month in which the next following elections are held. 30 National Board Memers a A memer of the Metropolitan Police Federation holding the office of Chairman, General Secretary or Treasurer of the National Board and who is not a memer of the MBB y virtue of holding an office within the Metropolitan Police Federation, ecomes an additional memer of the MBB. Elected representatives replace additional memers at the appropriate levels. 31 Executive Committees The three Branch Councils (TP, SO & SCO) will elect the following numers to their Executive who will then ecome memers of the MBB. This includes the Chair of the respective council. TP - 7 Constales 4 Sergeants 3 inspectors SCO - 2 Constales 1 Sergeant 1 Inspector SO - 2 Constale 1 Sergeant 1 Inspector 32 Metropolitan Branch Board (MBB) a This shall e composed of the three Council Executive Committees, secretaries, with the other MBB full time office holders meeting together. c All other representatives should e allowed reasonale duty time to carry out their Federation responsiilities, especially in relation to Health and Safety Legislation, Police Conduct and Performance Procedures, Equality and Diversity issues. The Chairman and General Secretary of the MBB will automatically ecome memers of the National Council.

The MBB will elect two further memers to the National Council. The Chairman, General secretary and 2 elected memers together with the Chair and Secretary of the CoLP Federation will also elect one Female memer and one BME memer to e the 8 region additional memers to the National Council. 33 Meetings a Applications to arrange meetings for Councils and the MBB will e addressed to the Commissioner of the Metropolitan Police. c Applications for all other meetings will e made to the relevant OCU Commander. As stated in Regulation 23 Paragraph (f) of Police Federation Regulations 2017, the attendance of elected delegates to the Police Federation of England and Wales Annual Conference shall e treated as an occasion of police duty. 34 Numer of meetings per year MBB - Up to 4 Council Meetings Three Per Council Meetings on OCU Three 35 Duration of Meetings a Meetings will not e carried on longer than is necessary for the dispatch of the usiness in hand, and no meeting will last more than one day without the permission of the Commissioner. Attendance at such meetings will e in service time. No compensation for time off or payment in lieu will e allowed, even when meetings exceed eight hours. Meetings will not e held without authority, and if there is any special reason for an additional meeting an application will e made, stating the special reasons, to the Commissioner. 36 Nominations and Elections a The dates of elections for all representatives will normally take place simultaneously on at least five consecutive days. Extended voting periods may e necessary and must e facilitated for some shift systems to ensure all officers have an opportunity to vote on duty. The closing date for nominations and the dates of any elections will e pulished. For the 2018 Federation Elections the process will e run y Mi Voice an external company under contract to the PFEW Nominations, showing the full names of the candidate, will e sumitted to a designated, Mailox. No person may stand in any election unless they are a suscriing memer c The election of representatives will e either e as a result of; a) Having stood unopposed ) As a result of an electronic allot within an electoral group. The numerical representative numers for each OCU are provided in this constitution and elections if required will e facilitated and run y Mi Voice Those entitled to vote in an election, should one e required, will e sent an email which will contain instructions how to cast their vote.

37 Presiding Officers and Scrutineers The presiding officer(s) for nominations/elections will e from the Federation Offices at Bromley. The scrutineer will e from Mi Voice, with the support of the Federation officers at Bromley. 38 Instructions aout Ballots a The allot will e open 24hrs a day for the nominated voting period suject to any scheduled or unscheduled downtime of the MPS Aware system. Officers who are sick are eligile to stand for election to an appropriate post as outlined in the constitution and in accordance with the nomination rules. Those officers who are long term sick or suspended from duty should also e included on an electronic grouping/nominal roll to allow for a postal vote if they wish to do so. c d No voter may vote y proxy. At the close of the electoral period the Mi Voice under the supervision of the presiding officer will examine the votes for each candidate. 39 Procedure after election The results of elections will e reported to the relevant electorate and sumitted to HR Department, and the Metropolitan Police Federation Offices, Bromley, whose responsiility it will e to inform each OCU Commander of their elected representatives. Nominations (which can include self-nomination) will e via email to a secure mailox all candidates will receive an automatic response confirming their nomination has een received. All nominations MUST include the candidates name, location, and OCU. Nominations without this information will not e accepted. e Nominations will open on the 25 th January 2018 and close on the 10 th Feruary 2018. f g Late nominations will e accepted ONLY IF there is no candidate standing for an election. Any elections required for Elected Representatives should take place etween the 11 th Feruary 2018 and the 14 th March 2018. A full list of all Representatives will e circulated as soon as practicale. 42 Appendix C to Metropolitan Police Federation Constitution Additional Seats for Protected Characteristics. In order to make sure that the Police Federation is a fully representative organisation should there e a shortage of Female or BME representatives elected from those who stand for election, special measures will e used. (A shortage as defined y the workforce data compiled y Accenture for the 2016 elections)

In order to meet the representative numers additional seats at the appropriate level will e created. The Candidate fitting the protected characteristic in the most recent election who otained the highest percentage vote from their constituency, also allowing for the protection of the rank mix, will e deemed to have een elected to the additional seat or seats.
