Please find enclosed the Supplementary Guidelines for Payment of TA/DA to Members of BIS Technical Committees and BIS officials for attending meetings of BIS Technical Committees under Plan Funds, as approved by DG. 3. All proposals payment of TA/DA to members of BIS Technical Committees and BIS officials for attending meetings of BIS Technical Committees may kindly be processed as per the attached guidelines with immediate effect. SCOPE Appendix IIB Supplementary Guidelines for Payment of TA/DA to Members of BIS Technical Committees and BIS officials for attending meetings of BIS Technical Committees under Plan Funds 1. This document provides the guidelines for payment of TA/DA to Members of BIS Technical Committees and BIS officials for attending meetings of Standards Advisory Committee, Division Council, Sectional Committee, Sub-Committee, Panel, etc, under the scheme National System for Standardization - Strengthening Standardization at National and International level under XII Plan Funds. These guidelines supplement the provisions of Appendix II of XII Plan SFC Note for the above scheme. OBJECTIVE 2. The guidelines aim at bringing in transparency, clarity and uniformity in the payment of TA/DA to Members of BIS Technical Committees and BIS officials for attending meetings of Standards Advisory Committee, Division Council, Sectional Committee, Sub-Committee, Panel, etc. under XII Plan Funds and processing of such cases for approval. ORGANIZATIONS ENTITLED FOR ASSISTANCE 3. The nominees of the following organizations who are members of technical committees, are entitled for assistance for attending BIS Technical Committee meetings: a) Universities and academic institutions under the Government and private sector b) Government/private- hospitals and medical institutions, c) CSIR / ICAR and its laboratories, d) Other Government and regulatory bodies and R&D organizations e) PSU organizations f) Consumer organization g) Experts in personal capacity h) Industry associations 4. The entitlement is subject to the following conditions: a) Their parent organization is not in a position to pay for their travel expenses. The undertaking in this regard has to be obtained from a suitable administrative authority in the parent organization. b) Member / Organization represented should have sustained participation in the work of the BIS technical committee. c) The nominee should have contributed actively in the formulation of Indian Standards / technical committee work. d) The member should score at least Significant Contribution when evaluated as per the Evaluation Matrix used for rating of Technical Committee Members. e) Reimbursement would be made to only one member representing an organization in the concerned technical committee meeting i.e. to Principal Member or in his absence, to the Alternate Member.

EXTENT OF ASSISTANCE TO MEMBERS 5. If entitled, the member would be given the following assistance for attending meetings covered in the scope of this document: A. Travel Expenses - The following norms shall be adopted for reimbursement of outstation travel expenses: a) Places not connected by Air or Rail Actual conveyance charges by road not exceeding the fare of the member s entitled class of travel by train subject to production of receipts. b) Places connected by Air or Rail (Distance not more than 500 km) The journey which can be performed by road or train, but reimbursement will be restricted to the member s entitled class of travel by train subject to production of receipts/ train ticket. c) Places connected by Air or Rail (Distance more than 500 km) Reimbursement restricted to his / her entitled class of travel by train on production of the ticket or by Air (economy class) subject to production of receipts / train ticket. NOTE: All air travels (both by BIS officers as well as by members) must be done by Air India or where a cheaper ticket of private airline is purchased (as compared to ticket of Air India) on the same route and same leg of booking, or where Air India flight is not available/not convenient. B. Local Expenses - Conveyance charges for local transport (from the place of their normal residence to the place of meeting and back to residence) will be reimbursed limited to travel by taxi as per the rates approved by local authority in that place, provided that official vehicle is not available for use by the member; C. Accommodation Charges - Rs. 3000=00 plus applicable tax(es) per day, subject to production of receipts. 6. The members eligible for reimbursement of TA/DA for attending the meeting may submit their claim in proforma enclosed as Annex I. 7. Where possible, the TA/DA to Members of BIS Technical Committees shall be made at the time of attending the meeting. The option of crediting the bank account of the member by ECS may be the preferred mode of payment. SANCTIONING AUTHORITY 8. The Head of concerned Technical Department shall be the sanctioning authority for members of Division Council, Sectional Committee, Sub-Committee, Panel. Head (SPPD) shall be the sanctioning authority for members of Standards Advisory Committee. PROCEDURE FOR APPROVAL 9. The Member Secretary of the concerned Technical Committee would fill up the relevant checklist (enclosed as Annex II) and put up the proposal to the Head (Technical Department) for approval. In case of member of SAC, the proposal to be put up by SPPD). The Member Secretary shall inform the decision of the sanctioning authority to the member at the earliest.

10. Administrative approval of a specific member(s) may be obtained from Sanctioning Authority. Such approval would be valid for one year from the date of approval or till the particular member continues to be on the Technical Committee whichever is earlier. APPROVAL FOR HOLDING THE MEETING OUTSIDE BIS HEAD QUARTERS 11. The meetings of technical Committees are held at BIS HQ, Delhi as well as at stations other than HQ. The holding of Technical meetings at stations other than BIS HQ may result in increased TA/DA and other costs. The decision for holding the Technical Committee meetings at station other than BIS HQ, Delhi shall be taken on file after considering all the factors (monetary as well as non-monetary). The name of BIS officer(s) and outside members who will attend the meeting and the estimated TA/DA and other meeting expenses shall form part of the proposal. The proposal in this regard may be prepared by the concerned Technical Departments for each such meeting and the decision be taken by Chief (Standardization) on the file. Keeping financial implications in mind and maintaining fiscal discipline, such expenditures shall be kept within reasonable limits. NOTE: The Technical Committee meetings shall not be held at a place not connected by rail head. FINANCIAL EXPENDITURES ADMISSIBLE 12. Whenever such meetings are held outside BIS HQ, the TA/DA and stay charges to concerned BIS officials; as per their entitlement can also be reimbursed from Plan Funds.
