AGENDA ADDITIONS/CHANGES None. II. OPEN DISCUSSION/ANNOUNCEMENTS Brian Ballard gave a brief update on the local option sales tax legislation. He said the legislation will be on the COMPASS website. Introductions were made. Terri Schorzman introduced Beth Offenbacker, Waterford Inc. and Tom Sanchez, University of Utah. They are from the Federal Transit Administration case study team and chose COMPASS as one of three of 384 metropolitan planning organizations around the country as part of their study. Beth and Tom gave a brief overview of their project. 1 2

CONSENT AGENDA Julia Kertz-Grant moved and Miguel Gaddi seconded approval of the December 12, 2007 Meeting Summary as presented. The motion passed unanimously. IV. INFORMATION/DISCUSSION ITEMS A. Committee Reports Demographic Advisory Committee Deanna Smith provided an update of the Demographic Advisory Committee (DAC) meeting. She said DAC had decided to continue to use the housing method as the primary methodology to monitor population estimates and also to monitor the ACS and the Idaho Power methods. Regional Technical Advisory Committee No report. Transportation Modeling Advisory Committee (TMAC) Rob Miller gave a brief report on the December 18, 2007, TMAC meeting. The discussion was whether COMPASS had standardized alternative models that can be used for planning purposes. Consistency in the alternate models would be beneficial. The current model must be maintained to be compatible with the existing plan until there is a new plan. Rob Miller suggested that each PPC member who does a committee report meet with the Planner in charge of the committee to discuss expectations; what the committee wants from PPC what PPC can contribute. Miguel Gaddi said he thought how the committees communicate with the public would probably be the most valuable asset to provide. There was discussion about how valuable a non-technical member of the committee could be, the Committee concluded there was a role for the non-technical committee member. Rob Miller motioned that PPC invite MaryAnn Waldinger, Carl Miller and Charles Trainor to discuss how PPC could best help their respective committees on the next agenda. Sunny Freeman-Genz seconded and the motion passed unanimously. Rob Miller said if committee members would be welcome to participate on a committee. B. Public Involvement Efforts o Treasure Valley High Capacity Transit Study Update Terri Schorzman gave an update on the January 17, 2008 Multi-modal Center and Downtown Circulator Open House. Terri said COMPASS was given a very short notice to put the Open House together. Julia Kertz-Grant stated she appreciated being involved. Terri said 488 people signed in at the Open House and there were many who did not sign in. Miguel Gaddi said it was great to see the large public turn out. Terri said it was an opportune public education opportunity and participants provided well-thought out comments. Deanna Smith suggested Rosemary Curtin, RBC Inc. be included in using PPC to review the material she provides to the public. 2 3
The Public Participation Committee will encourage community involvement in Transportation planning issues in the Community Planning Association of Southwest Idaho. o Education Series 2008 Update Terri Schorzman presented the Educations Series publication piece and asked for comments by Friday, February 15, 2008. Terri also asked PPC to consider how they could be involved in each of the sessions as they progress. She gave a brief excerpt on each of the speakers. Committee suggestions to make the public aware of the presentations included: display ads, email group mailings, Community Development TV ads, other free media coverage, and radio. Terri said COMPASS will co-sponsor the Fourth Annual Community Bicycle Congress at Boise State University. This year it emphasizes the Ada County Highway Department s Roadway to Bikeways master plan and how all the other plans fit together. o Community Preference Surveys Focus Group Carl Miller introduced the Community Preference Survey. Carl said it is a visual online survey and its purpose is to find out if there is appropriate housing available in the Treasure Valley. The information will be presented to the elected officials and planning bodies. Carl asked PPC to help select the right topics, acquire the right images, select which images should be used, and how to distribute the survey to a wide audience. Carl will incorporate the information provided and bring the survey back to PPC in April. Committee Comments: Analyze sidewalks in context to the area Investigate the TLIP process ACHD is using Use regional photos, but not in the Boise core area. Have equity in the photos Use professional photos Use one photo of good design and one of poor design (leave out density information) Use neutral text Use the survey in appropriate context Boise State University is well versed in surveys Distribute in Spanish also Have the survey available at public libraries C. Committee Discussion/Analysis/Status Terri Schorzman said PPC needs to recruit about six more members. Terri noted that PPC needs more Canyon County representatives. She will update the recruitment information and send out a letter of solicitation. Brian Ballard will present the information on the Committee status at the next meeting. V. Item IV-C3 FOR EMAIL and NEWS RELEASE, and targeted LETTER April 1, 2008 The Community Planning Association of Southwest Idaho (COMPASS) is recruiting for a few new members of Public Participation Committee (PPC). The PPC was created in 2005 to help improve our communications with residents in the region, ultimately encouraging broader community involvement in transportation planning issues for the Treasure Valley. The PPC helps COMPASS expand public outreach and involvement activities, such as assisting with public meetings and other events, and helps us reach the traditionally underserved, such as ethnic minorities, senior citizens, low income residents, and those with disabilities. They assist with disseminating information in a clear way and members serve as a liaison to other organizations to which s/he belongs. Also, some members serve on a COMPASS standing committee involving demographics or transporation modeling, for example. The 2008 meeting schedule is: April 9, June 11, August 13, October 8, and December 10 at 2:00. Meeting location is subject to change. Twelve to fifteen people serve on the committee, and we are currently looking for up to six new members. Members will represent themselves, their areas of interest and/or other groups to which they belong. We encourage the application of ethnic minorities, representatives of freight/rail/trucking industries, neighborhood associations, bicycling and pedestrian groups, arts and cultural organizations, educational institutions, and environmental concerns, in addition to many others. We do not, however, seek representatives that are elected or appointed officials, nor staff of local government. Applications are due May 15, 2008; new members will be selected shortly thereafter, with the goal of attending the August meeting. Please feel free share this with others. Public Participation Committee (PPC) The role of the PPC is to develop and implement effective communication plans, to serve as a focus group, to assist at public meetings, and to serve as a public liaison to COMPASS technical committees. What is COMPASS? COMPASS is the Metropolitan Planning Organization (MPO) for Ada and Canyon counties and is responsible for developing the regional long-range transportation plan. It is a collaborative organization that brings together multiple jurisdictions to make joint decisions about transportation. COMPASS receives funding from federal grants and local government agencies. What is the Public Participation Committee (PPC)? The PPC is a board-approved COMPASS standing committee that encourages community involvement in transportation planning issues in the COMPASS planning area. Public input into COMPASS planning efforts is core to the mission of an MPO. The PPC will advise and assist COMPASS staff on the approach and delivery for public involvement activities. PPC members may also attend as voting members to other standing agency committees to help ensure an open public process. Participation is the essence of COMPASS committees and members are encouraged to attend. Responsibilities of the PPC include: Solicit and consider input from groups concerned with, interested in, or affected by, transportation plans or programs, including the traditionally underserved; Attend and/or assist with public meetings and outreach opportunities; Develop associations with other organizations interested in transportation issues, serve as a liaison between the PPC and other organizations to which the member belongs, and will keep the PPC informed about concerns from other organizations.
