CHAPTER 9 REGULATORY - LICENSING The Regulatory Committees deal with Planning and Licensing matters not delegated to the Strategic Nuclear and Planning Manager and the Democratic Services Manager. This chapter, and chapter 10, set out the rules around these committees. Other parts of the constitution such as Chapter 5 rules 6 and 7 in the Council Procedure Rules on personal development and planning member substitutes, and Chapter 3 on the citizen s rights to speak, contain additional information.
