The maximum speaking time allowed in this case is 3 minutes. The motion will then be put to a vote. d) Emergency Resolutions Emergency resolutions pertaining to important or urgent events which are not included in the Congress documents may be submitted to the Presidency by the affiliated organisations until 6 pm on 17 May. The Presidency will meet to study these emergency resolutions and decide whether it is appropriate to recommend them for discussion during the plenary session. For each of those emergency resolutions recommended for discussion in plenary, the proposer will be given 3 minutes of speaking time followed by a 15 minute debate and a vote. To ease the Congress proceedings, the Presidency can propose to limit the time allowed to these emergency resolutions. 3
