Florida Water Professionals Month Proclamation Mayor Hal Rose will present a proclamation proclaiming the month of April 2015 as Florida Water Professionals Month in the City of West Melbourne. 5. Annex the back portion, or remaining 8.33 acres of Wesley United Methodist Church owned property at 2750 Minton Road Recommendation: Approve the second reading of Ordinance No. 2015-04, annexing the remaining west 8.33 acres of Wesley United Methodist Church owned property at 2750 Minton Road. B. Wesley United Methodist/Matthew Development Large Scale Comprehensive Plan Amendment Recommendation: Approve the transmittal of the large scale comprehensive plan amendment proposed by Wesley United Methodist Church and Matthew Development.

Minton Cove Large Scale Comprehensive Plan Map Amendment Recommendation: Approve the first reading of Ordinance No. 2015-05, adopting the removal of the Palm Bay Road Overlay on DR Horton s Minton Cove property. D. Removing Gated Communities restriction in the Comprehensive Plan Recommendation: Approve the transmittal of the proposed text amendment to remove the prohibition against new gated communities. E. Direction on Zoning code changes limiting service stations 6. PUBLIC FORUM Recommendation: City Council is asked to select the Zoning code policy for future service station requests. Persons wishing to speak must fill out a Request to Speak form and hand it to the City Clerk. Comments will be limited to three (3) minutes per person. Public Forum will be limited to thirty (30) minutes. 7. CONSENT A. Approve the Regular City Council meeting minutes for Tuesday, March 3, 2015. B. Approve Developer s Agreement for Cumberland Farms Store to be built at John Rodes Boulevard and New Haven Avenue. 8. ACTION A. Ordinance Adopting Official Municipal Seal of the City of West Melbourne Recommendation: Approve the first reading of Ordinance No. 2015-06 and schedule a public hearing and second reading for April 7, 2015. B. Dorchester Avenue Property Acquisition Recommendation: Approve the waiver of land clearing and building permit fees in the approximate amount of $5,300 in connection with the development of an automobile preparation lot as fair value for D.D.A. Corp deeding to the City approximately 7,901 square feet of private property on which a portion of Dorchester Avenue had been construction.

Expenditure of Forfeiture Funds in the amount not to exceed $10,000 to purchase a replacement Police dog Recommendation: Authorize the purchase of a replacement dog from Southern Coast K-9 Inc., utilizing Forfeiture Funds. 9.
