THE STATE OF TEXAS COUNTY OF ORANGE BE IT REMEMBERED that a Special Court Session was held on Monday, March 23, 2015 at 2:00 P.M. in the Commissioners Courtroom of the Orange County Administration Building with the following in attendance: Stephen Brint Carlton, County Judge David L. Dubose, Commissioner, Precinct No. 1 Barry Burton, Commissioner, Precinct No. 2 John W. Banken, Commissioner, Precinct No. 3 Jody E. Crump, Commissioner, Precinct No. 4 The meeting was called to order at 2:02 P.M., Douglas Manning, Assistant County Attorney, gave the invocation, Stephen Brint Carlton and led in the Pledge of Allegiance and the following business was transacted, to-wit: APPROVE MINUTES Motion made by Jody Crump, seconded by John Banken approving the minutes of the Budget Workshop Session held March 16, 2015, as circulated. APPROVE MINUTES Motion made by David Dubose, seconded by Barry Burton approving the minutes of the Special Court Session held March 16, 2015, as circulated. 1. PROCLA- Motion made by Jody Crump, seconded by John Banken authorizing the Orange County MATION Commissioners Court to issue a Proclamation recognizing March 23, 2015 as the Gift of Life Tobacco Control Coalition of Southeast Texas Lock Up Tobacco Day. BILLS PAID Motion made by David Dubose, seconded by Barry Burton authorizing payment of bills approved by the County Auditor as per attested listings and also specifically as follows: a. $104,653.12 to O.C.A.D. from the General Fund (001-111-54110) for Second Quarter Funding due April 1, 2015. GENERAL FUND $312,729.66 ROAD & BRIDGE 1,170.69 MOSQUITO CONTROL 1,674.00 ADULT PROBATION 2,557.07 OTHER FUNDS 0.00 ----------------------------------------------------- TOTAL FOR PAYMENT $318,131.42 3. APPROVE Motion made by Jody Crump, seconded by John Banken to approve the purchase of a PURCHASE replacement time stamp machine for the County Auditor s office in the amount of $775.00. The machine was damaged beyond repair during shipping and FEDEX has refunded the County $617.95 of the $775.00 purchase price. The balance of $157.05 will come from Contigency Capital Outlay 001-111-53830. 4. LINE ITEM Motion made by John Banken, seconded by David Dubose to allow the Line Item Transfers TRANSFER as follows: JUSTICE OF THE PEACE PRECINCT ONE From: 064-541-52100...($2,400.00) To: 064-241-54551.$2,400.00 Purpose: To cover travel expenses during the remaining of the year. These funds were transferred from their Technology Fund. 5. FINALIZE Motion made by John Banken, seconded by David Dubose to finalize any and/or all ORDER changes to the Orange County Flood Prevention Order concerning the Appeals and Adjustment Board language. 6. APPOINT Motion made by Barry Burton, seconded by John Banken authorizing the Orange County MEMBERS Commissioners Court to appoint Keith Newell and Stephanie Brister to the Orange County Emergency Services District No. 4 Board of Commissioners. 7. APPROVE Motion made by John Banken, seconded by Barry Burton approving the nightly hotel rate of HOTEL RATE $169.00 for Orange County Emergency Management Coordinator s stay at the National Hurricane Conference 2015 in Austin, Texas. Reimbursement to the County for the $19.00 overage plus tax per night has been approved as a partial scholarship by the Orange County Local Emergency Planning Committee (LEPC). Upon return from the conference and completion of travel expense report, the LEPC will reimburse the County a total of $117.40 to offset the additional expenses incurred. 8. INTERLOCAL Motion made by John Banken, seconded by Jody Crump to enter into an interlocal agreement AGREEMENT between Orange County, Texas and the Texas A&M Forest for a situation unit leader course to be taught in Orange County, Texas and authorizing the County Judge to execute the same. 9. SCHEDULE Motion made by David Dubose, seconded by Jody Crump on scheduling a public hearing as PUBLIC soon as possible regarding Commissioners Court revising the current culvert installation HEARING policy. This policy was adopted in June of 2005 and needs to be updated. 10. APPROVE Motion made by John Banken, seconded by Barry Burton authorizing the purchase of the PURCHASE following budgeted capital outlay items: a. Two (2) New Jersey Light Traps with timers for field surveillance b. One (1) Craftsman Rolling Cart Toolbox for shop use. Page 3 of 5

APPROVE Motion made by John Banken, seconded by David Duboseapproving the purchase of budgeted PURCHASE items for the Orange County Convention and Event Center to be used as a rental option for event setup. POST Motion made by David Dubose, seconded by John Banken allowing the posting of the POSITION position of a Human Resources Clerk and in six to ten weeks, Commissioners Court will determine if they will approve filling the position. The pay matrix for this position will be NE3. 13. APPROVE Motion made by Stephen Brint Carlton to approve payroll adjustments within the current ADJUSTMENT budget in the office of Justice of the Peace Precinct One based on experience and education. This motion died for lack of a second. NO ACTION No action taken on discussion and possible action regarding payroll adjustments within the current budget in the office of Justice of the Peace Precinct One based on experience and education. 14. RENEW Motion made by John Banken, seconded by Jody Crump to renew the agreement between AGREEMENT Orange County and Texas Code Blue, LLC, for IFB-13004 supplying the Sheriff s Office law enforcement equipment and uniforms. There are no changes to the contract. 15. RENEW Motion made by John Banken, seconded by Barry Burton to renew the agreement between AGREEMENT Orange County and Reliable Uniform Service, Inc., for IFB-14009 uniform cleaning for the Sheriff s Office. 16. COMMENTS David Dubose announced he will not seek re-election. He wanted to get this out early so that interested individuals would have plenty of time to prepare to run for office. Becky Boehme Trahan, healthcare provider at Baptist in Orange, wanted to clarify to the public as to what is happening with the hospital. Services that remain open are the Emergency Room which has improved due to a new physician group and nursing director, Oupatient Services that include labs, imaging and radiology and the Outpatient Infusion Center where chemotherapy can be given. David Smith, Golden Triangle Militia, expressed his interest on taking the situation unit leader course. Robert Rothrock informed the Court about light poles between the Airport and Texas Department of Public Safety needing to be repaired as well as light poles on Green Avenue. He also expressed that the Orange County Convention & Expo Center is all light up at night and does not need to be. 17. ADJOURN There being no further business, a motion was made by David Dubose, seconded by COURT Barry Burton to adjourn the Commissioners Court meeting. Stephen Brint Carlton adjourned the meeting.
