Boundal'ies delineating land use designations affecting the pl'opel ty as shown on land use Map 1: Regiol/al Stl'llctl/e Map I - Regioual Stl'llctue indicates that the westely (font) potion of the subject lands ae designated "Employmeut Aea" wheeas the eastely (ea) potion of the popety is designated "Agicultual Rual Aea". Abutting the "Agicullllal Rual Aea" designation to east is the "Regioual Nawal Heitage System". This split designation, combined with the abutting "Regiol/al Natual Heitage System" has esulted in the ceation of a naow stip of land designated fo agicultual uses. 2. These lands designated "Agicultual Rual Aea" ae seveely constained by the employment lands to the west and lands designated Natual Heitage System to the east. It is ou opinion that thee is no planning justification fo the split designation of the subject popety. The lands designated "Agicultual Rual Aea" ae so naow and confined that thei suitability fo agicultual uses is not sustainable. In addition, unique site chaacteistics, most notably the steep valley within the Regional atual Heitage System, futhe constain the use of ea potion of the site fo agicultual puposes. It is ou opinion that designating a potion of the subject popety fo agicultual uses does not epesent good planning. 3. It is espectfully submitted that it would be appopiate to continue the "Employmeut Aea" designation thoughout the site up to the Natual Heitage System. This appoach would be moe consistent with the employment aeas suounding the popety to the noth, west and south and would allow fo bette use ofthe site as a whole. 4. Based on ou eview of the Backgound Woking Pape #2: Concepts fo Addessing Halton Region's Land Needs to 2031 (Apil 13,2009), we believe that the "Agicultual Rual Aea" designation may have occued unintentionally. The Woking Pape povides thee gowth options fo the Region. In each of the thee options, the subject popety is designated fo employment uses, with the employment lands extending to the atual Heitage System (as ecommended above). Not one of the options identifies an Agicultual o Rual aea designation bet\veen the Employment and atual Heitage System lands. As such, thee appeas to be no documentation suppoting the addition of agicultual land uses on a naow stip ofthe subject popety. Mapping fom the Woking Pape # 2 has been included as Appendix B. Conclusion The above mentioned issues with the Regional Official Plan Amendment 38 ceate a numbe of concems fo ou client and the viability of the subject popelty fo futue employment uses. Based on the justification outlined above, ou client has instucted that we initiate an appeal ofthe appoved ROPA 38 to the Ontaio Municipal Boad.
