A motion by Madsen 2 nd Butterfield to approve the payment of claims being $300,182.44 from Revenue Fund, $4,678.98 from Regional Treatment Center Fund, $172,526.35 from Road and Bridge Fund, $32,088.21 from County Building Fund, $45,639.54 from Ditch Fund, $331.33 from Library Fund, $646.41 from Health & Human Services Building Fund, $514.00 from Eagle Lake Sewer Fund, $6,767.57 from GLSSWD Capital Equipment Replace & Lk Florida Reserve Fund, $25,691.45 from Water & Sewer Fund, $543.96 from Computer/Communication Maintenance Fund, $1,633.09 from D.A.R.E. Fund, $20,862.32 from Sanitary Landfill Fund, $20,859.50 from SCORE Fund according to the detailed listing of claims as recorded in the Office of the was on vote unanimously adopted. A motion by Nissen 2 nd Butterfield to approve the minutes from the February 16, 2016 board meeting was on vote unanimously adopted. A motion by Madsen 2 nd Nissen to approve the following Resolution was on vote unanimously adopted. RESOLUTION WHEREAS, Contract 15004 has in all things been completed, the County Board being fully advised in the premises. NOW THEN, BE IT RESOLVED, that the Board hereby accepts the completed contract for and in behalf of the County of Kandiyohi and authorized final payment to Duininck Inc. in the amount of $23,073.82. Alana Ziehl, Director of the Willmar Area Food Shelf, gave a presentation on the history of the food shelf, update on their building expansion and their capital campaign program. Larry Kleindl, County Administrator, appeared regarding the reconciliation of leases with the State of MN at the MinnWest Technology Campus and the building at 1208 Olena Ave SE, which is done every February, and requested approval of these amendments. A motion by Madsen 2 nd Nissen to approve Amendment No. 6 for Lease 11468 for the 2014 rent adjustment (2014 operating cost reconciliation) underpayment in the amount of $22,284.15 was on vote unanimously adopted. A motion by Nissen 2 nd Butterfield to approve Amendment No. 7 for Lease 11513 for the 2013 estimated operating expense adjustments in the amount of $10,918.12 was on vote unanimously adopted. A motion by Madsen 2 nd Butterfield to approve Amendment No. 8 for Lease 11513 for the 2014 rent adjustment (2014 operating cost reconciliation) underpayment in the amount of $5,195.06 was on vote unanimously adopted. A motion by Butterfield 2 nd Nissen to approve Amendment No. 9 for Lease 11466 for the 2014 rent adjustment (2014 operating cost reconciliation) underpayment in the amount of $32,377.85 was on vote unanimously adopted. A motion by Nissen 2 nd Madsen to approve the lease renewal with the Minnesota Board of Animal Health for a term of one year starting August 1, 2016 to July 31, 2017 with a monthly lease payment of $2,810.67 was on vote unanimously adopted. Shannon Swanson from the Office of Public Safety and Jeff Welter, Region 5 Administrator, appeared and presented the sheriff s office a certificate of appreciation on behalf of the US Department of Transportation and the National Highway Traffic Safety Administrator for their outstanding lifesaving traffic enforcement initiatives and exemplary partnership during the 2015 Drive Sober or get pulled over Holiday Crackdown. Mel Odens, Public Works Director, appeared and gave an update on the Willmar Wye Project and distributed an updated calendar. Odens said that the open house that was held on February 25 th had a great turnout of people and they had received 10 comments from the public, which Odens will bring with him to the next meeting on March 2 nd ; where the recommendation for alignment options will also be selected. Larry Kleindl, County Administrator, showed a promotional video from CGI Communications, Inc. CGI Communications, Inc. is a company that produces
promotional videos for Counties to use on their website. Kleindl said that this promotional video would be at no cost to the County, the video is paid by business advertisers who advertise along the perimeter of the video and requested permission to enter into an agreement with CGI Communications, Inc. A motion by Madsen 2 nd Butterfield to approve entering into an agreement with CGI Communications, Inc. for a promotional video to be used on our website was on vote unanimously adopted. Rick Reimer, District Manager for Kandiyohi Soil and Water Conservation District, appeared requesting approval of a Cooperative Weed Management Area Memorandum of Understanding between Kandiyohi County Public Works Department, U.S. Fish and Wildlife Service, The Nature Conservancy-Minnesota Chapter, Minnesota Department of Natural Resources and the Kandiyohi Soil and Water Conservation District. Reimer explained that the purpose of this Memorandum of Understanding (MOU) is to encourage and formalize a cooperative relationship to facilitate an effective approach to the management, coordination and implementation of an invasive and noxious weed species program among the above mentioned interested parties. A motion by Madsen 2 nd Nissen to approve entering into a Cooperative Weed Management Area Memorandum of Understanding as presented was on vote unanimously adopted. A motion by Nissen 2 nd Butterfield to approve the following 2016-10 Resolution was on vote unanimously adopted. Resolution of County Board Authorizing and Fixing Terms of Sale Resolution 2016-10 BE IT HEREBY RESOLVED, That the parcels of land forfeited to the State for Non-payment of taxes, appearing on the list filed with the, which have been classified and re-appraised as provided by law, shall be offered for sale by the, said sale to commence at 9:00 o clock A.M., March 28, 2016, and the is hereby directed to publish a notice of sale as provided by law. IT IS FURTHER RESOLVED, That these parcels of land forfeited to the State for Non-payment of taxes, may be sold on terms as follows, to-wit: at not less than the said appraised value thereof payable as follows, to-wit: not less than twenty percent (20%) of the purchase price at the time of purchase, the balance in, not to exceed (4) equal installments with interest at a rate determined pursuant to M.S.A. 549.09, if the purchase price is more than $300.00, and provided that all purchases in the amount of $300.00 or less shall be for cash at the time of purchase, and further provided, that no standing timber or other timber products shall be removed therefrom until an amount equal to the purchase price shall have been paid by the purchaser.

Loren Engelby, Kandiyohi County Drainage & Agricultural Inspector, requested approval to enter into an agreement with Barr Engineering Co. for the engineering and construction support services for the Grass Lake primary outlet control structure. Engelby said that the project budget is $163,400.00 and the money has been set aside for this project. A motion by Madsen 2 nd Nissen to approve entering into an agreement with Barr Engineering Co. for the engineering and construction support services for the Grass Lake primary outlet control structure as presented was on vote unanimously adopted. A motion by Butterfield 2 nd Nissen to approve a special disability turkey hunt and fall deer hunt (with a person from the service organization to be with hunters at all times during the hunts) at Prairie Woods Environmental Learning Center, with a date to be determined later, was on vote unanimously adopted. Larry Kleindl, County Administrator, introduced the LEAN team members who have gone through training and facilitator training for Kandiyohi County. On motion the meeting was adjourned until 10:00 A.M., March 15, 2016.
