Brunswick Town Council Agenda April 22, 2013 Council Notes and Suggested Motions MANAGER S REPORT: (a) Financial Update: Manager Brown will update the Council on the Town s financial picture to date for the current fiscal year. Copies of financial reports will be posted online, but are not included in your packet. No motion is required. (b) Council Committee Updates: Councilors with information on the Committees they are involved with will share information with the Council and public. No motion is required. (c) Permission to accept and expend a donation from Cal Ripkin Baseball and Softball (Action required): This item is to accept and allow the Recreation Department to expend a donation from this program. The amount of $978 will be used towards electrical service improvements at the concession stands at Lishness and Edwards Fields. Copies of letters from Tom Farrell and the Cal Ripken organization are included in your packet. Suggested Motion Motion to accept and expend a donation of $978 from Cal Ripkin Baseball and Softball to be used for improvements to the concession stands at Lishness and Edwards Fields. (d) Permission to apply for, and expend, if received, a MMA Safety Enhancement grant for the Fire Department (Action required): The Fire Department is seeking permission to apply for this MMA Safety Enhancement grant. They have submitted for this grant a number of times in the past couple of years. It is a reimbursement grant of up to $2000. The Department would be using it to help purchase new bunker gear for the firefighters. Each year they budget for gear replacement and this helps offset the cost. They usually spend about $8,000 to $10,000 on gear each year. Deputy Chief Koslosky will be attending the meeting to answer any further questions. Suggested Motion Motion to accept, and expend, if received, a MMA Safety Enhancement grant for the Fire Department in the amount of up to $2000 to be used toward gear for the firefighters. (e) Announcement for Brunswick Spring Clean Up: This item informs the public of the upcoming spring clean up from Tuesday, April 23 to Saturday, May 4. More information on what is included is on the Public Works website. A copy of a memo from John Foster is included in your packet. 3

No motion is required. (f) Update on Police station project: Manager Brown will update the Council and public on this project. No motion is required. PUBLIC HEARINGS 42. This item is to hold a public hearing and to consider a renewal application for a special amusement license for Joshua s Restaurant & Tavern located at 123 Maine Street. The license is for live entertainment including bands for Friday and Saturday nights. Copies of the public hearing notice and the application are included in your packet. Motion to approve a special amusement license for Joshua s Restaurant & Tavern located at 123 Maine Street. 43. This item is for a public hearing and approval of Pedro O Hara s alcohol license. This is required since there has been change of ownership, with one of the partners changing. The state requires this application to be treated like a new license. Copies of the public hearing notice and the application are included in your packet. Motion to approve an Alcohol License for Pedro O Hara s located at 1 Center Street. NEW BUSINESS 44. The Town Manager will present the budget to the Town Council and give a brief overview. Per the Town Charter, the Council is required to hold a public hearing on the proposed budget at least ten days prior to its adoption. The adoption is scheduled for May 23, 2013. This item will set the public hearing for May 6, 2013. Proposed budgets will be provided to the Council at your meeting. Motion to set a public hearing for May 6, 2013, regarding the proposed 2013-2014 Municipal Budget and Capital Improvement Plan 45. This item is for the Council to consider setting a public hearing for May 6, 2013, on an amendment to the Municipal Code of Ordinance Chapter 15 (Traffic and Vehicles) regarding changing the direction of the one-way on upper Park Row. This change has been requested by Bowdoin College and has been discussed at your meetings, as part of the discussion around College Street upgrades. A copy of the draft amendment is included in your packet. 4

Motion to set a public hearing for May 6, 2013, regarding an amendment to the Municipal Code of Ordinance Chapter 15 (Traffic and Vehicles) regarding changing the direction of the one-way on upper Park Row. 46. This item is to consider approval of the request from the Brunswick Downtown Association to hold their annual Outdoor Arts Festival on August 17, 2013. The event requires Council approval under Chapter 10, Section 26(b)(14) of the Municipal Code. This ordinance also allows the Council to waive the $500 fee (except for the $25 application fee), which the BDA is asking the Council to do. The fee has been waived in the past. Representatives of the BDA will be at the meeting to answer any questions. A copy of their letter is included in your packet. Suggested Motions: 1) Motion to approve the request from Brunswick Downtown Association to hold an Outdoor Arts Festival on August 17, 2013. 2) Motion to waive the $500 fee except the $25 application fee to hold this event, as allowed under Chapter 10, Section 26(b)(14). CONSENT AGENDA (a) (b) (c) Approval of the Minutes of April 1, 2013: A copy of the minutes is included in your packet. (d) Approval of games of chance for the St. John the Baptist Parish Bazaar on June 14, 2013, June 15, 2013, and June 16, 2013: This is the annual request from this group, which would allow games of chance at the Bazaar. The games include the pan game, high roller, beat the house, and sealed tickets. Copies of their applications are included in your packet. (e) Approval of a utility permit application from Maine Natural Gas for sections of Hennessey Avenue: Maine Natural Gas seeks authorization to install a 2 gas main from the existing gas main located just west of Baribeau Drive on the north side of Hennessey Avenue. The new gas main will run from the existing gas main easterly along the north side of Hennessey Avenue 3 feet off the edge of the pavement to Stanwood Street, then across to the south side of Hennessey Avenue, for approximately 1400 feet of 2 gas main. Copies of a memo from John Foster and the permit applications are included in your packet. 5
