2 ROAD SUBJECT: Bid Award: Asphalt Concrete FISCAL IMPACT: Funding will be from the Road Budget. Maximum cost would be an amount equal to $290,250 if all material was utilized. An amount of $320,000 was budgeted under the Services and Supplies section of the current 2015-16 Road Operating Budget (122-1221) for the purchase of asphalt concrete. ACTION REQUESTED: Award the bid to Hat Creek Construction, Inc. in the amount of $68.00 per ton (not to exceed 1,500 tons or $109,650 w/tax) for the Standish and Susanville areas, to Larranaga Trucking and Construction in the amount of $66.00 per ton (not to exceed 1,000 tons or $70,950 w/tax) for the Bieber area, and to Sierra Cascade Aggregate in the amount of $68.00 per ton (not to exceed 1,500 tons or $109,650 w/tax) for the Westwood area for Asphalt Concrete (1/2 max. med. PG Grade 64-28), the lowest bidders meeting the requirements considering transportation costs to haul the material from the respective plants to the individual job sites. FISCAL IMPACT: The potential impact to the County General Fund is unknown at this time. The Indigent Medical Care program will become another benefit of the General Relief program administered by Community Lassen County Page 3

Social Services. Benefits paid to, or on behalf of, individuals eligible for General Relief are considered a loan that must be repaid to the County. Given the ACA mandate for individuals to secure health insurance, the department does not anticipate significant utilization of the program.
